<official-title display="yes">To prohibit the flying, draping, or other display of any flag other than the flag of the United States at public buildings, and for other purposes.</official-title>

<section section-type="section-one" id="H0916664017C949C8BC516E06F2471AA5"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>One Flag for All Act</short-title></quote>.</text></section> <section id="H8DAC11A4E3554EBD879E6C8332BF82F4"><enum>2.</enum><header>Prohibition on flags other than the flag of the United States</header> <subsection id="H449686F0121A4C6BA788B4AA1DBF64EA"><enum>(a)</enum><header>Prohibitions</header><text>No flag that is not the flag of the United States may be flown, draped, or otherwise displayed—</text> 
<paragraph commented="no" display-inline="no-display-inline" id="H28C1C78473584C8FB57566FDF821CBE0"><enum>(1)</enum><text display-inline="yes-display-inline">on the exterior of a covered public building; or</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HDE2D752352164C7A91501595041E6CCA"><enum>(2)</enum><text>in an area of a covered public building that is fully accessible to the public, including an entryway or hallway.</text></paragraph></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="H4FC56254796C47709C327940D9EAB84B"><enum>(b)</enum><header>Exceptions</header><text>The prohibitions under subsection (a) shall not apply to—</text> <paragraph id="H73024FEA506746749E4369CCF75FAA26"><enum>(1)</enum><text>a National League of Families POW/MIA flag (as designated by section 902 of title 36, United States Code);</text></paragraph> 
<paragraph id="H9E06A69C42154C03B2FF3D87D6588AD5"><enum>(2)</enum><text display-inline="yes-display-inline">a Hostage and Wrongful Detainee flag (as designated by section 904 of title 36, United States Code);</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HE7221B236E474500B909B059473D149D"><enum>(3)</enum><text>any flag that represents the nation of a visiting diplomat or a representative of the government of such nation visiting the public building at which the flag is displayed;</text></paragraph> 
<paragraph id="HE88479A98C5942CA8822C707605652C8"><enum>(4)</enum><text display-inline="yes-display-inline">in the case of a Member of Congress, the State flag of the State represented by such Member that is located outside or within the office of the Member;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H5E51F21E25254F449A18B783B2A1DFB1"><enum>(5)</enum><text>any flag that represents a unit or branch of the Armed Forces or a flag supporting the Armed Forces;</text></paragraph> 
<paragraph id="HE76A720644EC4FB092281804C14969BD"><enum>(6)</enum><text>any flag of historical significance to the United States, including the Betsy Ross flag, the Gadsden flag, and the Bennington flag;</text></paragraph> <paragraph id="HF5C66F9655A34A228F9FEE01A85EDBF6"><enum>(7)</enum><text>a flag representing public safety;</text></paragraph> 
<paragraph id="HB1C07E7BB59743FA8DD99F14E11CF04D"><enum>(8)</enum><text display-inline="yes-display-inline">a flag commemorating a specific national observance, including the 9/11 Memorial flag and the Remembrance Day flag;</text></paragraph> <paragraph id="H688F6B58056E40FDBC1FF8176FEE2D13"><enum>(9)</enum><text display-inline="yes-display-inline">in the case of a religious liturgy or ceremony at a military installation or facility, any flag that represents a religious organization or church that is covered by <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such Code;</text></paragraph> 
<paragraph id="HDED4AC4EF1D444FCA4C421B529A84446"><enum>(10)</enum><text>in the case of a Federal agency, a flag representing such agency;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H70B2DA258BB84F1AAA23E36F67A64C5A"><enum>(11)</enum><text>any flag that represents an Indian Tribe (as defined in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>)); or</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H06F73E6B857B45BDB9BD466835C339F4"><enum>(12)</enum><text>any flag that represents the State, territory, county, city, or local jurisdiction in which the public building is located.</text></paragraph></subsection> <subsection commented="no" display-inline="no-display-inline" id="H1E950D8CA5C641658DC9DE44F97B46A3"><enum>(c)</enum><header display-inline="yes-display-inline">Definitions</header><text>In this section:</text> 
<paragraph commented="no" display-inline="no-display-inline" id="HB17F781E1CCA426A92E120EBE3FD2950"><enum>(1)</enum><header>Flag of the United States</header><text>The term <term>flag of the United States</term> has the meaning given the term in section 700(b) of title 18, United States Code.</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H6678CB7F2B844F26A05148B8446D8AB7"><enum>(2)</enum><header>Covered public building</header> <subparagraph commented="no" display-inline="no-display-inline" id="H0B22CF08431044ECBDE00DD29C9BBC01"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The term <term>covered public building</term> has the meaning given the term in section 3301(a) of title 40, United States Code.</text></subparagraph> 
<subparagraph id="H1EBEEAF8D5B74B43984D5E1001D14243"><enum>(B)</enum><header>Inclusion</header><text>The term <term>public building</term> includes—</text> <clause id="H3947CAD35C584F68B1CBE858F95A5011"><enum>(i)</enum><text display-inline="yes-display-inline">a building in use by the Senate or the House of Representatives, or otherwise under the jurisdiction of the Architect of the Capitol;</text> </clause> 
<clause commented="no" display-inline="no-display-inline" id="H95083A6FBD8D46B18251DAEBEF7D8D19"><enum>(ii)</enum><text display-inline="yes-display-inline">a military installation (as defined in section 2801(c) of title 10, United States Code); and</text></clause> <clause commented="no" display-inline="no-display-inline" id="H43ADEF039C644492B1726B5736C2DD53"><enum>(iii)</enum><text>any embassy or consulate of the United States.</text></clause></subparagraph></paragraph></subsection> </section>
