R. 1286</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250213">February 13, 2025</action-date><action-desc><sponsor name-id="B001327">Mr. Bresnahan</sponsor> (for himself, <cosponsor name-id="D000230">Mr. Davis of North Carolina</cosponsor>, <cosponsor name-id="B001295">Mr. Bost</cosponsor>, <cosponsor name-id="P000613">Mr. Panetta</cosponsor>, <cosponsor name-id="V000129">Mr. Valadao</cosponsor>, and <cosponsor name-id="H001090">Mr. Harder of California</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Veterans Affairs to seek to enter into an agreement with a federally funded research and development center for an assessment of forms that the Secretary sends to claimants for benefits under laws administered by the Secretary, and for other purposes.</official-title></form><legis-body id="HA065A06DBA9347F7B441406F5C558FF6" style="OLC"><section id="H06D949A8F2584BB4BDB5A7D3E41909D8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Simplifying Forms for Veterans Claims Act</short-title></quote>.</text></section><section id="H0D4090C718F14B8CA1AB70C4F606BF7E" section-type="subsequent-section"><enum>2.</enum><header>Independent assessment of forms that the Secretary of Veterans Affairs sends to claimants</header><subsection id="H4C9BE3A2241A481BA31BADB82A4D863F"><enum>(a)</enum><header>Agreement</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall seek to enter into an agreement with an FFRDC for an assessment of forms that the Secretary sends to claimants.</text></subsection><subsection id="H46370FA884CF464A9A7CFC4DB83A1862"><enum>(b)</enum><header>Assessment</header><text display-inline="yes-display-inline">An FFRDC that enters to an agreement under subsection (a) shall submit to the Secretary a written assessment, made in consultation with covered entities, of such forms. The assessment shall include the recommendations of the FFRDC regarding how the Secretary may make such forms clearer to claimants and better organized.</text></subsection><subsection id="HFC351A51142F4D6785D149C4EC3BCEE6"><enum>(c)</enum><header>Report; implementation</header><text>Not later than 90 days after the Secretary receives the assessment under subsection (b), the Secretary shall—</text><paragraph id="HAFC47CA03DC24FDDACCA21CD30B8F071"><enum>(1)</enum><text>submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a copy of such assessment; and</text></paragraph><paragraph id="HC8019D53E4EE47B295D3DAA78016569B"><enum>(2)</enum><text display-inline="yes-display-inline">implement the recommendations in the assessment that are in compliance with the laws administered by the Secretary.</text></paragraph></subsection><subsection id="H71C211230D2E43559A8F72520B8B881B"><enum>(d)</enum><header>Deadline for implementation</header><text>The Secretary shall complete the implementation of such recommendations pursuant to subsection (c)(2) by not later than two years after the date on which the Secretary commences such implementation.</text></subsection><subsection id="HB714A741B64D4064B6C71AA4B0F49871"><enum>(e)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HA6F48C61C204414CAF91B878DAB7F5D0"><enum>(1)</enum><text display-inline="yes-display-inline">The term <quote>FFRDC</quote> means a federally funded research and development center.</text></paragraph><paragraph id="HD9863CBE5BEA457FBABBB66229D596AD" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">The term <quote>covered entities</quote> includes—</text><subparagraph id="H0A110F3906DE4D05ADFC4709826696B4" commented="no"><enum>(A)</enum><text>the Secretary of Veterans Affairs;</text></subparagraph><subparagraph id="H2D0658491E6B4C16ABB19C3B08D8E148" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">an expert in laws administered by the Secretary of Veterans Affairs;</text></subparagraph><subparagraph id="HE03EF54D42DC41B3B55D517A790DA119" commented="no"><enum>(C)</enum><text display-inline="yes-display-inline">a veterans service organization recognized under section 5902 of title 38, United States Code; and</text></subparagraph><subparagraph id="H2326EAD784C0408A8BFD1BBAFE5EB202" commented="no"><enum>(D)</enum><text>an entity that advocates for veterans and survivors of veterans.</text></subparagraph></paragraph><paragraph id="H97E8FC9EB24A43D5A2CAB08401E62B62"><enum>(3)</enum><text>The term <quote>claimant</quote> has the meaning given such term in section 5100 of title 38, United States Code.</text></paragraph></subsection></section></legis-body></bill>
