<official-title display="yes">To require that a State be ineligible to receive funds under certain Federal programs unless the State has in effect a State law restricting the purchase of agricultural land by certain foreign persons, and for other purposes.</official-title>

<section id="HB5DF6F57754B48D1924C0FC0A41F8F08" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stop China’s Continuous Purchase of Land Act</short-title></quote> or the <quote><short-title>Stop CCP Land Act</short-title></quote>. </text></section> <section id="H008086B1DD0640C1B6002D810B7DE8E3"><enum>2.</enum><header>Restricting the purchase of agricultural land by foreign persons</header> <subsection id="HA6F6C5BE522B4EFD89C7190B538150F6"><enum>(a)</enum><header>Eligibility To receive covered program funds</header><text display-inline="yes-display-inline">Beginning on the date that is 1 year after the date of the enactment of this Act, a State may not receive covered program funds unless that State has in effect a State law—</text> 
<paragraph id="HD2AC921525DF4E0BAB5B546D96560EDD"><enum>(1)</enum><text>prohibiting each covered foreign country (or a person acting on behalf of a covered foreign country) from purchasing agricultural land in the State; and</text></paragraph> <paragraph id="H6E0E008C3A994030A2F05CE256689F6D"><enum>(2)</enum><text>requiring that persons from a covered foreign country that hold agricultural land in the State prior to the date of the enactment of the State law described in paragraph (1) annually submit a report to the State department of agriculture (or equivalent) with respect to such agricultural holdings. </text></paragraph></subsection> 
<subsection id="H93693696C9624D84B5AAE8BEA0AE45B1"><enum>(b)</enum><header>Reports</header> 
<paragraph id="H21D1CDB09D584DE49B7274F99874317A"><enum>(1)</enum><header>Secretary of Agriculture report</header><text>Not later than 1 year after the date of the enactment of this Act, the Secretary of Agriculture shall submit to Congress a report on how the Agricultural Foreign Investment Disclosure Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/7/3501">7 U.S.C. 3501 et seq.</external-xref>) should be updated to ensure accurate documentation and monitoring of foreign investment in agricultural land.</text></paragraph> <paragraph id="HA9329D4D5ACC4B4F934AE679A3721354"><enum>(2)</enum><header>GAO report</header><text>Not later than 90 days after the date of the enactment of this Act, the Comptroller General of the United States shall submit to Congress a report that includes—</text> 
<subparagraph id="HE0845F555D754390BD519F5EEF571299"><enum>(A)</enum><text>an assessment of the impact of this Act with respect to national security; and</text></subparagraph> <subparagraph id="H7CB4CE9894034D2D897AC917C4B88CC1"><enum>(B)</enum><text display-inline="yes-display-inline">any measures that can be taken to better secure real estate in the United States from foreign manipulation.</text></subparagraph></paragraph></subsection> 
<subsection id="H7F40A31F143941EEBC2AAD9CD005E790"><enum>(c)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HDA88E8E651C64F0799F1F025D89FE4E5"><enum>(1)</enum><header>AFIDA terms</header><text display-inline="yes-display-inline">The terms <term>agricultural land</term> and <term>foreign person</term> have the meanings given those terms in section 9 of the Agricultural Foreign Investment Disclosure Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/7/3508">7 U.S.C. 3508</external-xref>).</text></paragraph> 
<paragraph id="H599734731545408389A6696906342FE9"><enum>(2)</enum><header>Covered foreign country</header><text>The term <term>covered foreign country</term>—</text> <subparagraph id="HAC571C68BD4940608134FB7F3B3E05BE"><enum>(A)</enum><text display-inline="yes-display-inline">means a country listed on the State Department’s Defense Trade Control Country Policies List (listed in table 1 to paragraph (d)(1) under section 126.1 of title 22, Code of Federal Regulations); and</text></subparagraph> 
<subparagraph id="H47111A3618944601BBB1AEB274116B39"><enum>(B)</enum><text>includes Russia.</text></subparagraph></paragraph> <paragraph id="H23E58D2593DA4BED9B9F9C0328424FBA"><enum>(3)</enum><header>Covered program funds</header><text>The term <term>covered program funds</term> means funds made available under <external-xref legal-doc="public-law" parsable-cite="pl/117/169">Public Law 117–169</external-xref> for—</text> 
<subparagraph id="H4A8EF4F2B8AD4500954B388090C99662"><enum>(A)</enum><text display-inline="yes-display-inline">Environmental and Climate Data Improvement;</text></subparagraph> <subparagraph id="H83CEB76C982B4A6684E616A7830DBEFC"><enum>(B)</enum><text>Electric Loans for Renewable Energy;</text></subparagraph> 
<subparagraph id="HA23585E659134D23BDDBE6856D7F24C9"><enum>(C)</enum><text>Assistance for Distressed Borrowers;</text></subparagraph> <subparagraph id="HEB2633F2B6974F2388DF9FF94254AD19"><enum>(D)</enum><text>the Equity Commission;</text></subparagraph> 
<subparagraph id="HE4548487B40C43488CF7F9F4A22B6B30"><enum>(E)</enum><text>Assistance and Support for Underserved Farmers, Ranchers, and Foresters;</text></subparagraph> <subparagraph id="H804D52B5C34A46B4A59C40944B070165"><enum>(F)</enum><text>the Forest Legacy Program;</text></subparagraph> 
<subparagraph id="H228144AAD37D406C9ADFED4AFF18E291"><enum>(G)</enum><text>the Urban and Community Forestry Assistance Program;</text></subparagraph> <subparagraph id="H7E3C8F158BF84F1BA9B74E00B51534D2"><enum>(H)</enum><text>Home Energy Performance-Based, Whole-House Rebates;</text></subparagraph> 
<subparagraph id="H1555BD0766DD4D19977D0BAA22741BFB"><enum>(I)</enum><text>the High-Efficiency Electric Home Rebate Program;</text></subparagraph> <subparagraph id="H755F4DDFF878474797FF9181A62A8F46"><enum>(J)</enum><text>State-Based Home Efficiency Contractor Training Grants;</text></subparagraph> 
<subparagraph id="HB231D8A4580B48CBB6AEC106F1605C51"><enum>(K)</enum><text>Assistance for Latest and Zero Building Energy Code Adoption;</text></subparagraph> <subparagraph id="HB3ED79D5F89A481A8DC1CCB6B0AC2926"><enum>(L)</enum><text>Investing in Coastal Communities and Climate Resilience;</text></subparagraph> 
<subparagraph id="H1F3FFD0E3133449B81352163BB83BB39"><enum>(M)</enum><text>Acquisition of Hurricane Forecasting Aircraft;</text></subparagraph> <subparagraph id="HCE5A520258634E2B8E4EF461A4D7C514"><enum>(N)</enum><text>the DHS Office of Chief Readiness Support Officer;</text></subparagraph> 
<subparagraph id="H1282948DD7954B05A7AA5F9D3B89D9A6"><enum>(O)</enum><text>Conservation and Resilience;</text></subparagraph> <subparagraph id="H915D073079AD4F79A7A52D3152A6ED16"><enum>(P)</enum><text>Conservation and Ecosystem Restoration;</text></subparagraph> 
<subparagraph id="HEE9909BFC1AE4D07895EB4841399AEA7"><enum>(Q)</enum><text>Canal Improvement Projects; or</text></subparagraph> <subparagraph id="H1FF8C2D651B9431694B3923E9D3E47F2"><enum>(R)</enum><text>Climate Change Technical Assistance for Insular Areas. </text></subparagraph></paragraph></subsection></section>
