R. 1076</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250206">February 6, 2025</action-date><action-desc><sponsor name-id="L000600">Mr. Langworthy</sponsor> (for himself, <cosponsor name-id="D000629">Ms. Davids of Kansas</cosponsor>, <cosponsor name-id="M001204">Mr. Meuser</cosponsor>, <cosponsor name-id="M001219">Mr. Moylan</cosponsor>, <cosponsor name-id="R000575">Mr. Rogers of Alabama</cosponsor>, <cosponsor name-id="W000814">Mr. Weber of Texas</cosponsor>, <cosponsor name-id="C001125">Mr. Carter of Louisiana</cosponsor>, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, <cosponsor name-id="T000481">Ms. Tlaib</cosponsor>, <cosponsor name-id="M001217">Mr. Moskowitz</cosponsor>, <cosponsor name-id="D000624">Mrs. Dingell</cosponsor>, <cosponsor name-id="L000599">Mr. Lawler</cosponsor>, <cosponsor name-id="N000191">Mr. Neguse</cosponsor>, <cosponsor name-id="H001090">Mr. Harder of California</cosponsor>, <cosponsor name-id="M001225">Mr. Mullin</cosponsor>, <cosponsor name-id="K000404">Ms. King-Hinds</cosponsor>, <cosponsor name-id="L000596">Mrs. Luna</cosponsor>, <cosponsor name-id="T000193">Mr. Thompson of Mississippi</cosponsor>, <cosponsor name-id="P000614">Mr. Pappas</cosponsor>, <cosponsor name-id="B001300">Ms. Barragán</cosponsor>, and <cosponsor name-id="C001112">Mr. Carbajal</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Comptroller General of the United States to conduct a study on the effectiveness of emergency alerting systems, and for other purposes.</official-title></form><legis-body id="H589E236909F74E47A9F1EBA5F62E3DE6" style="OLC"><section id="H651202FF937047419D9ECBDABDB329E7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Weather Alert Response and Notification Act</short-title></quote> or the <quote><short-title>WARN Act</short-title></quote>.</text></section><section id="H32516607777B4A0B85259456C70BDDFD" section-type="subsequent-section"><enum>2.</enum><header>Effectiveness of local, State, territory, and Federal alerting systems</header><subsection id="H1A27FDEE2B7F4F0493181DE2D2A7CA10"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a study on the effectiveness of local, State, territory, and Federal emergency alerting systems in disseminating timely and relevant information during weather-related emergencies to help communities develop better policies and procedures for emergency response and enhance public safety in the event of a weather-related emergency.</text></subsection><subsection id="H5BC6E10021B14EB4988B61644A86C289"><enum>(b)</enum><header>Contents</header><text>In conducting the study under subsection (a), the Comptroller General shall—</text><paragraph id="H840789C713024D39BFF29E28A77A8ADB"><enum>(1)</enum><text>evaluate the efficacy of various alert mediums, including platforms such as social media, to disseminate emergency alerts, including travel bans and mass power outages, during extreme weather events; </text></paragraph><paragraph id="H2CC213BD94CF4AC49457DA5DBB238EFF"><enum>(2)</enum><text display-inline="yes-display-inline">assess the extent that guidance and training exists for developing alert content, such as ensuring alerts are clear, relevant, and provide the public with actionable information; and</text></paragraph><paragraph id="H329D88D5AAB94D7D8A061327F948495A"><enum>(3)</enum><text display-inline="yes-display-inline">determine whether improvements could be made to public alerting, including outdoor siren systems, based on input from a selected sample of emergency managers, local officials, and community groups.</text></paragraph></subsection><subsection id="HA50289879AE749E2A35100627493C5D1"><enum>(c)</enum><header>Report</header><text>Not later than 18 months after the date of enactment of this Act, the Comptroller General shall submit to the Committee on Transportation and Infrastructure and the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report on the study conducted under subsection (a).</text></subsection></section></legis-body></bill>
