<section section-type="section-one" id="H30162D93B22145EAAD60958F8BF42862"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safe Passage on Interstates Act of 2025</short-title></quote>.</text></section> <section id="HA5E8B0A5B56F4DC0B94DD28B53192CD4"><enum>2.</enum><header>Obstruction of interstate highways</header> <subsection id="HDDEA9DFAFC5F49E88ADF7A257C6C6C7C"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/65">Chapter 65</external-xref> of title 18, United States Code, is amended by adding at the end the following:</text>

<section id="H967E0E29C20A48D897E1BB8EE5AF8A6C"><enum>1370.</enum><header>Obstruction of interstate highways</header> 
<subsection id="H8ED45A4D92264A81A5F45D2CA54BD2AD"><enum>(a)</enum><header>Definition</header><text>In this section, the term <term>interstate highway</term> means a highway on the Interstate System (as defined in section 101(a) of title 23).</text></subsection> <subsection id="H6ABA30C1EA6F42CA9445677F7969D44C"><enum>(b)</enum><header>Offense</header> <paragraph id="HAEE6A79B979D49EEAC7FED5E5834C100"><enum>(1)</enum><header>In general</header><text>It shall be unlawful to knowingly engage in an activity described in paragraph (2) on an interstate highway with the intent to obstruct the free, convenient, and normal use of the interstate highway.</text></paragraph> 
<paragraph id="HD762C7BEF7B246F1BFB0026FE0003862"><enum>(2)</enum><header>Activities described</header><text>The activities described in this paragraph are—</text> <subparagraph id="H5E8D701271784F638D186CDB18251F38"><enum>(A)</enum><text>deliberately delaying traffic on an interstate highway;</text></subparagraph> 
<subparagraph id="H87E7D5419E84487192C04EB075C6B82A"><enum>(B)</enum><text>standing or approaching a motor vehicle on an interstate highway; or</text></subparagraph> <subparagraph id="H5E40EA1C8ACB4BC0929F3A52CC7841CE"><enum>(C)</enum><text>endangering the safe movement of a motor vehicle on an interstate highway.</text></subparagraph></paragraph> 
<paragraph id="HD1AB2D922DD54A5CBB3E79029A80A7CF"><enum>(3)</enum><header>Exception</header><text>Paragraph (1) shall not apply to any lawful activity conducted or authorized by the United States, a State, or a political subdivision of a State.</text></paragraph></subsection> <subsection id="HAD4E4C8D57AE4C45B2CE5D528B368218"><enum>(c)</enum><header>Penalties</header> <paragraph id="H358FC7D70D0440A7A3B6DB0C51656B7C"><enum>(1)</enum><header>In general</header><text>Any person who violates subsection (b) shall be fined not more than $10,000, imprisoned for not more than 15 years, or both.</text></paragraph> 
<paragraph id="H7A9EE023E1E041709E2D072D144FC459"><enum>(2)</enum><header>Obstruction of emergency vehicle</header><text>Any person who, in the course of violating subsection (b), knowingly obstructs the passage of an authorized emergency vehicle (as defined in section 1001.4 of title 36, Code of Federal Regulations, or any successor regulation) shall be fined not more than $15,000, imprisoned for not more than 20 years, or both.</text></paragraph> <paragraph id="H7E6FBD645698453199BA7D9E7A1EE7FA"><enum>(3)</enum><header>Violation resulting in death</header><text>Any person who commits a violation of subsection (b) that results in the death of any other person shall be fined not more than the applicable amount under paragraph (1) or (2) of this subsection, imprisoned for any term of years or for life, or both.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection>
