<section id="H3AF56D9ABA004C828A4D882A991884C4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>College Oversight and Legal Updates Mandating Bias Investigations and Accountability Act of 2025</short-title></quote> or the <quote><short-title>COLUMBIA Act of 2025</short-title></quote>. </text></section> <section id="H43CF6EAD060F466BB3F569C7B89F870E"><enum>2.</enum><header>Antisemitism monitors</header> <subsection id="HD2E9D0D7AF0D4B888712ED1A7C96D819"><enum>(a)</enum><header>Authority</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Secretary of Education shall establish a program to appoint independent, third-party, antisemitism monitors to monitor institutions of higher education that the Secretary has determined, based on data received from the Office for Civil Rights of the Department of Education, have a high incidence of antisemitic activity and that receive funds under the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001 et seq.</external-xref>). The Secretary shall develop an antisemitism monitorship agreement, to be entered into by an antisemitism monitor and an institution of higher education, that designates the terms and conditions of the monitorship and that requires the institution of higher education to provide for the reasonable expenses of the antisemitism monitor.</text></subsection>
<subsection id="H7E9B5E9403654E31AD12637203A7D885"><enum>(b)</enum><header>Duties of antisemitism monitor</header><text display-inline="yes-display-inline">An antisemitism monitor appointed to an institution of higher education by the Secretary of Education shall—</text> <paragraph id="H0393ED3B8B9F48AB8DF4E223234D7521"><enum>(1)</enum><text>operate under the antisemitism monitorship agreement developed by the Secretary and entered into with the institution of higher education;</text></paragraph>
<paragraph id="HA051D3CC9E384B398434A751ECA0078E"><enum>(2)</enum><text>provide quarterly reports, which shall be made publicly available and posted on the website of the institution of higher education and the Department of Education, evaluating the progress that the institution has made toward combating antisemitism on campus; and</text></paragraph> <paragraph id="HE8F6EF6776B44DE8B3A3B113994EA3C8"><enum>(3)</enum><text>provide an annual report to Congress, the Secretary of Education, State and local governments, as needed, and the institution of higher education, that includes recommendations of actions, policies, and sanctions, as appropriate, to prevent and reduce antisemitism at the institution.</text></paragraph></subsection>
<subsection id="H5789E1A953FA459C9C6F83ED16BCF714"><enum>(c)</enum><header>Definition of institution of higher education</header><text display-inline="yes-display-inline">In this section, the term <term>institution of higher education</term> has the meaning given such term in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>).</text></subsection></section> </legis-body></bill>
