which was referred to the <committee-name committee-id="HED00">Committee on Education and Workforce</committee-name></action-desc></action><action display="yes"><action-date date="20250305">March 5, 2025</action-date><action-desc>Additional sponsors: <cosponsor name-id="B001282">Mr. Barr</cosponsor>, <cosponsor name-id="H001093">Mrs. Houchin</cosponsor>, <cosponsor name-id="T000490">Mr. Taylor</cosponsor>, and <cosponsor name-id="C001126">Mr. Carey</cosponsor></action-desc></action><action display="yes"><action-date date="20250305">March 5, 2025</action-date><action-desc>Reported with amendments, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on February 5, 2025</action-instruction></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit elementary and secondary schools from accepting funds from or entering into contracts with the Government of the People’s Republic of China and the Chinese Communist Party, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HED00" reported-display-style="italic" id="HAA6B2BFE2F9A48FE9CE32AA8E92F3544"><section id="HD1A9D46E11DC473EBA718B0C5605923F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Combating the Lies of Authoritarians in School Systems Act</short-title></quote> or the <quote>CLASS Act</quote>.</text></section><section id="H50BB81EEBEEC49EEA19715316399E3A3"><enum>2.</enum><header>Disclosure of foreign funding and contracts</header><subsection id="H9D0EAB6095FA41B9893417AE6764ADEF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">As a condition on receipt of Federal financial assistance under any applicable program by a public elementary school or a public secondary school, the school, not later than 30 days after receiving funds in excess of $10,000 in the aggregate from a foreign source, or entering into one or more contracts with an aggregate value in excess of $10,000 with a foreign source, shall submit to the Secretary of Education a written disclosure that identifies—</text><paragraph id="HCD9E314B84AA4FA6AC09441ADDADF41E"><enum>(1)</enum><text>the name and country of origin of the foreign source;</text></paragraph><paragraph id="H859CF40495324A32B1B0510AA2CB10B8"><enum>(2)</enum><text>in a case in which a school receives funds from a foreign source—</text><subparagraph id="HBCE69687C9934957AE0682A71AE2FB8A"><enum>(A)</enum><text>the amount of funds received from that source; and</text></subparagraph><subparagraph id="H10C5BF178EBD48BB991CF0993CB221A3"><enum>(B)</enum><text>any terms or conditions applicable to the receipt of such funds; and</text></subparagraph></paragraph><paragraph id="H28D609B968A243C3AD788B37B82AFACA"><enum>(3)</enum><text display-inline="yes-display-inline">in a case in which a school enters into a contract with a foreign source, the terms and conditions of such contract.</text></paragraph></subsection><subsection id="H1F3A262F795F40638B8784417834F5AD"><enum>(b)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HB99FBF1AF1ED416C9F41CB8524DB589B"><enum>(1)</enum><text>The term <term>applicable program</term> has the meaning given that term in section 400 of the General Education Provisions Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1221">20 U.S.C. 1221</external-xref>).</text></paragraph><paragraph id="HFC75D04CEB9A4A7D897E89E39A53F6B6"><enum>(2)</enum><text>The terms <term>elementary school</term> and <term>secondary school</term> have the meanings given those terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><paragraph id="HFF989ED11EB24175A797420184E701C0"><enum>(3)</enum><text>The term <term>Federal financial assistance</term> has the meaning given that term in section 7501(a)(5) of title 31, United States Code.</text></paragraph><paragraph id="H3F599FEB94794B4B9A3287777A64FD98"><enum>(4)</enum><text>The term <quote>foreign source</quote> has the meaning given that term in section 117(h) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1011f">20 U.S.C. 1011f(h)</external-xref>).</text></paragraph></subsection></section></legis-body><official-title-amendment>Amend the title so as to read: <quote>A bill to require public elementary and secondary schools to disclose certain funds received from, or contracts with, a foreign source, and for other purposes.</quote>.</official-title-amendment><endorsement display="yes"><action-date date="20250305">March 5, 2025</action-date><action-desc>Reported with amendments, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
