<official-title display="yes">Directing the President pursuant to section 5(c) of the War Powers Resolution to remove United States Armed Forces from unauthorized hostilities in the Islamic Republic of Iran.</official-title>

<section id="HE8599B4107E449DCABE629D4657B1701" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following findings:</text> <paragraph id="HA125C7D57D71429D9006B75FEE891D65"><enum>(1)</enum><text>Congress has the sole power to declare war under article 1, section 8, clause 11 of the United States Constitution.</text></paragraph>
<paragraph id="H2322BAF9FFF24857B277021A6EBDC33E"><enum>(2)</enum><text>Congress has not declared war with respect to, or provided a specific statutory authorization for, hostilities involving United States Armed Forces against the Islamic Republic of Iran.</text></paragraph> <paragraph id="H9D4C30B689724DEE99FA8AFA2FE303DD"><enum>(3)</enum><text>Section 5(c) of the War Powers Resolution (<external-xref legal-doc="usc" parsable-cite="usc/50/1544">50 U.S.C. 1544(c)</external-xref>) states that <quote>at any time that United States Armed Forces are engaged in hostilities outside the territory of the United States, its possessions and territories without a declaration of war or specific statutory authorization, such forces shall be removed by the President if Congress so directs.</quote></text></paragraph></section>
<section id="H224224F51F574BE4A39F8421B0435DCE"><enum>2.</enum><header>Termination of the use of united states forces for hostilities against the islamic republic or iran</header>
<subsection id="H031DC0BE159D4131890547C3DDF3B661"><enum>(a)</enum><header>Termination</header><text>Pursuant to section 5(c) of the War Powers Resolution (<external-xref legal-doc="usc" parsable-cite="usc/50/1544">50 U.S.C. 1544(c)</external-xref>), Congress hereby directs the President to terminate the use of United States Armed Forces from hostilities against the Islamic Republic of Iran or any part of its government or military, unless explicitly authorized by a declaration of war or specific authorization for use of military force against Iran.</text></subsection> <subsection id="HB2AF719D0F7442558FD9E2A217D9E7A4"><enum>(b)</enum><header>Rule of construction</header><text>Nothing in this section shall be construed to prevent the United States from defending itself from imminent attack.</text></subsection></section>
<section id="HFFEB0DE3D8BB4C6C8E2EF398C04998E3"><enum>3.</enum><header>Rule of construction regarding intelligence sharing</header><text display-inline="no-display-inline"> Nothing in this joint resolution may be construed to influence or disrupt any intelligence, counterintelligence, or investigative activities relating to threats in or emanating from Iran conducted by, or in conjunction with, the United States Government involving—</text> <paragraph id="H34D7F68663F9457CB6C561F805DFB7AB"><enum>(1)</enum><text>the collection of intelligence;</text></paragraph>
<paragraph id="H18207036C47246DE912734EF1C84AC0C"><enum>(2)</enum><text>the analysis of intelligence; or</text></paragraph> <paragraph id="H4523F85BE50A483DBFB56B619F0A7582"><enum>(3)</enum><text>the sharing of intelligence between the United States and any coalition partner if the President determines such sharing is appropriate and in the national security interests of the United States.</text></paragraph></section>
<section id="H08428B1CE6AB44A097EB32BCCDA5C44F"><enum>4.</enum><header>Rule of construction regarding no authorization for use of military force</header><text display-inline="no-display-inline"> Consistent with section 8(a)(1) of the War Powers Resolution (<external-xref legal-doc="usc" parsable-cite="usc/50/1547">50 U.S.C. 1547(a)(1)</external-xref>), nothing in this concurrent resolution may be construed as authorizing the use of military force.</text></section> </resolution-body> </resolution>
