(Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (<external-xref legal-doc="usc" parsable-cite="usc/15/9401">15 U.S.C. 9401</external-xref>).</text></paragraph><paragraph id="id1dbfc8ad34664340bc3c683c78fa4156"><enum>(2)</enum><header>Community college</header><text>The term <term>community college</term> has the meaning given the term <quote>junior or community college</quote> in section 312(f) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1058">20 U.S.C. 1058(f)</external-xref>).</text></paragraph><paragraph id="idB0193E8E139B4F0A938F108CECAC8996"><enum>(3)</enum><header>Director</header><text>The term <term>Director</term> means the Director of the National Science Foundation.</text></paragraph><paragraph id="idf576f5c5db1648e7ad75755ee25e8602"><enum>(4)</enum><header>Emerging research institution</header><text>The term <term>emerging research institution</term> has the meaning given the term in section 10002 of the Research and Development, Competition, and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18901">42 U.S.C. 18901</external-xref>). </text></paragraph><paragraph id="H7766EBE930BD481993CEC678A3785AD6" commented="no"><enum>(5)</enum><header><enum-in-header>EPSCoR</enum-in-header> institution</header><text display-inline="yes-display-inline">The term <term>EPSCoR institution</term> means an institution of higher education, nonprofit organization, or other institution located in a jurisdiction eligible to participate in the Established Program to Stimulate Competitive Research under section 113 of the National Science Foundation Authorization Act of 1988 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862g">42 U.S.C. 1862g</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf92c1469844147bb8055b053e5e2d13c"><enum>(6)</enum><header>High school</header><text>The term <term>high school</term> has the meaning given that term in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><paragraph id="H49CF09A3B63048BEB3C84EF0FE80ECB7" commented="no"><enum>(7)</enum><header>Historically black college and university</header><text>The term <term>historically Black college and university</term> has the meaning given the term <term>part B institution</term> in section 322 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1061">20 U.S.C. 1061</external-xref>).</text></paragraph><paragraph id="HC053BEB4E97D47CD95F2B93C70ACA16F" commented="no"><enum>(8)</enum><header>Institution of higher education</header><text display-inline="yes-display-inline">The term <term>institution of higher education</term> has the meaning given the term in section 101(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc02ff11539224724a99e8a8f5b07b5ef"><enum>(9)</enum><header>Key emerging technologies</header><text>The term <term>key emerging technologies</term> means the technologies included in the initial list of key technology focus areas set forth by section 10387(c) of the Research and Development, Competition, and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/19107">42 U.S.C. 19107(c)</external-xref>), photonics, and electronics.</text></paragraph><paragraph id="HD673044F4FF84C698591FEE1F1429ED1" commented="no"><enum>(10)</enum><header>Labor organization</header><text>The term <term>labor organization</term> has the meaning given the term in section 2(5) of the National Labor Relations Act (<external-xref legal-doc="usc" parsable-cite="usc/29/152">29 U.S.C. 152(5)</external-xref>), except that such term shall also include—</text><subparagraph id="HCC10DC5E261848CF83A78056DB9A0077" commented="no"><enum>(A)</enum><text>any organization composed of labor organizations, such as a labor union federation or a State or municipal labor body; and</text></subparagraph><subparagraph id="HDE67F28B2AC640F1B0DB8A0A9DB1B58A" commented="no"><enum>(B)</enum><text>any organization that would be included in the definition for such term under such section 2(5) but for the fact that the organization represents—</text><clause id="H04DF1B59A0C449029B12CE10FD414F9D" commented="no"><enum>(i)</enum><text>individuals employed by the United States, any wholly owned Government corporation, any Federal Reserve Bank, or any State or political subdivision thereof;</text></clause><clause id="H5BC09151B7754AA9B51411AA6DBE6489" commented="no"><enum>(ii)</enum><text>individuals employed by persons subject to the Railway Labor Act (<external-xref legal-doc="usc" parsable-cite="usc/45/151">45 U.S.C. 151 et seq.</external-xref>); or</text></clause><clause id="H691FC89AC3A044CE8799ECCB666629FB" commented="no"><enum>(iii)</enum><text>individuals employed as agricultural laborers.</text></clause></subparagraph></paragraph><paragraph id="id1015b642115e43dca6216d68e5a790ab"><enum>(11)</enum><header>Minority-serving institution</header><text>The term <term>minority-serving institution</term> has the meaning given the term in section 10002 of the Research and Development, Competition, and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18901">42 U.S.C. 18901</external-xref>). </text></paragraph><paragraph id="id2E73B2CF203747D39DA32711D9F92237"><enum>(12)</enum><header>National Laboratory</header><text>The term <term>National Laboratory</term> has the meaning given that term in section 2 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15801">42 U.S.C. 15801</external-xref>).</text></paragraph><paragraph id="H4EB5D612D27641F7A34326467BD48B59" commented="no"><enum>(13)</enum><header>Nonprofit organization</header><text>The term <term>nonprofit organization</term> means an organization which is described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such Code.</text></paragraph><paragraph id="id84566be527424694989c699ed670da8c"><enum>(14)</enum><header>Quantum hybrid computing</header><text>The term <term>quantum hybrid computing</term> means the use of quantum computing in conjunction with classical computing. </text></paragraph><paragraph id="idd2648894a9fb4f15a3c76d40f75a3915"><enum>(15)</enum><header>Quantum information science</header><text>The term <term>quantum information science</term> means the use of the laws of quantum physics for the storage, transmission, manipulation, computing, or measurement of information.</text></paragraph><paragraph id="id8807e19eeda14fd59b57cbdc0edeb5d8"><enum>(16)</enum><header>Rural-located institution of higher education</header><text>The term <term>rural-located institution of higher education</term> means an institution of higher education that is located in or near areas that are not classified as urban by the Census Bureau.</text></paragraph><paragraph id="id3d4910ea5e6f485b8280027eeb24361d"><enum>(17)</enum><header>Rural-serving institution of higher education</header><text>The term <term>rural-serving institution of higher education</term> means an institution of higher education that—</text><subparagraph id="idE558C380F4B04DD68F3992F9D5DD1E99"><enum>(A)</enum><text>primarily serves areas that are not classified as urban by the Census Bureau; and</text></subparagraph><subparagraph id="idA9CF491AE28A454EABF0260D64A4F37D"><enum>(B)</enum><text>offers degrees that are unique and helpful to rural regions that are not classified as urban by the Census Bureau. </text></subparagraph></paragraph><paragraph id="H633A7808317A4801BA525B6FD4B9D6D5" commented="no"><enum>(18)</enum><header>STEM</header><text>The term <term>STEM</term> means science, technology, engineering, and mathematics, including computer science.</text></paragraph><paragraph id="id89302f853e13453f9665282bce4c9b6f" commented="no" display-inline="no-display-inline"><enum>(19)</enum><header>Tribal College or University</header><text>The term <term>Tribal College or University</term> has the meaning given the term in section 316(b) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1059c">20 U.S.C. 1059c(b)</external-xref>). </text></paragraph></section><section id="id0bd1a26b2be6435bb7130dd2ed4660fe"><enum>3.</enum><header>Undergraduate scholarships for artificial intelligence education</header><subsection id="id4d5013f065d343ad8c214ea42f2934af"><enum>(a)</enum><header>Scholarships related to AI or quantum hybrid computing</header><paragraph id="id9be2f75286eb464cb8d9394ce751b5c6"><enum>(1)</enum><header>In general</header><text>The Director shall award merit- or need-based scholarships to undergraduate students at institutions of higher education in order to enable such students to study—</text><subparagraph id="id121c0db6a13f48c7bbfcfe8f8f566656"><enum>(A)</enum><text>the development, deployment, integration, or application of artificial intelligence; or</text></subparagraph><subparagraph id="id22b3d7c180ba42ab820c8dead87456a6"><enum>(B)</enum><text>quantum hybrid computing.</text></subparagraph></paragraph><paragraph id="id44bac1a842394153b2addc721ecb8bfb"><enum>(2)</enum><header>Scholarships</header><text>Scholarships awarded under paragraph (1) shall be in the form of annual grant awards for a 4-year period in amounts that cover the cost of tuition, education-related fees, and a stipend. Such scholarships shall be paid directly to the institution of higher education in which the student is enrolled.</text></paragraph></subsection><subsection id="idc3864c2c8076431b8f6b97d2e3ccf223"><enum>(b)</enum><header>Scholarships related to AI and agriculture</header><paragraph id="idb96c5edc545f49508b36a610c9d4a92b"><enum>(1)</enum><header>In general</header><text>The Director shall award merit- or need-based scholarships to undergraduate students at institutions of higher education in order to enable such students to study—</text><subparagraph id="id7A0A35EB91214FAEB795A8992D38CEA7"><enum>(A)</enum><text>artificial intelligence and agriculture; or </text></subparagraph><subparagraph id="idD57E736EEB38491082A649D0660EFFD4"><enum>(B)</enum><text>the integration of artificial intelligence into agricultural operations, prediction, and decision making.</text></subparagraph></paragraph><paragraph id="idc484fda330fb4438a4ae3ec24637f611"><enum>(2)</enum><header>Priority</header><text>In awarding scholarships under this subsection, the Director shall give preference to students who are attending rural-located institutions of higher education, rural-serving institutions of higher education, or Tribal Colleges or Universities.</text></paragraph><paragraph id="id2accff50c6eb4ba69612579c66c087c8"><enum>(3)</enum><header>Scholarships</header><text>Scholarships awarded under paragraph (1) shall be in the form of annual grant awards for a 4-year period in amounts that cover the cost of tuition, education-related fees, and a stipend. Such scholarships shall be paid directly to the institution of higher education in which the student is enrolled.</text></paragraph></subsection><subsection id="id13b449a2a76e453e9d2e74db7ccfcc43"><enum>(c)</enum><header>Scholarships related to AI and education</header><paragraph id="id596e65f0e74846c991434bcab6ae7abd"><enum>(1)</enum><header>In general</header><text>The Director shall award merit- or need-based scholarships to undergraduate students at institutions of higher education in order to enable such students to study the teaching of artificial intelligence and artificial intelligence skills at elementary schools, secondary schools, career and technical education schools, institutions of higher education, or through other higher education and professional education programs.</text></paragraph><paragraph id="id6efd24bea9c64f2db84a0dafae746327"><enum>(2)</enum><header>Scholarships</header><text>Scholarships awarded under paragraph (1) shall be in the form of annual grant awards for a 4-year period that cover the cost of tuition, education-related fees, and a stipend. Such scholarships shall be paid directly to the institution of higher education in which the student is enrolled.</text></paragraph></subsection><subsection id="idf7071ac589984a2d94c3004a36816b25"><enum>(d)</enum><header>Scholarships related to AI and advanced manufacturing</header><paragraph id="id15547732d63c40be8cc7b95f54047f29"><enum>(1)</enum><header>In general</header><text>The Director shall award merit- or need-based scholarships to undergraduate students at institutions of higher education in order to enable such students to study—</text><subparagraph id="idd24728ddb11144f6a4126402d82106a5"><enum>(A)</enum><text>artificial intelligence and advanced manufacturing; or</text></subparagraph><subparagraph id="ide009163374d3478ab30f49b5732cb9b0"><enum>(B)</enum><text>the integration of artificial intelligence into advanced manufacturing operations.</text></subparagraph></paragraph><paragraph id="idb7f70477f68a44f5a4804b3984fe0f38"><enum>(2)</enum><header>Scholarships</header><text>Scholarships awarded under paragraph (1) shall be in the form of annual grant awards for a 4-year period that cover the cost of tuition, education-related fees, and a stipend. Such scholarships shall be paid directly to the institution of higher education in which the student is enrolled. </text></paragraph></subsection><subsection id="id55e567be20774bf788e6f577ccfb84ce" commented="no"><enum>(e)</enum><header>Method</header><text>The Director may carry out this section by making awards through new or existing programs. </text></subsection></section><section id="id02dbaa02357c45ecae9454d54abcd349"><enum>4.</enum><header>Graduate scholarships and fellowships for artificial intelligence education</header><subsection id="iddcae8e05b2aa45f9adaee9281d1434d0"><enum>(a)</enum><header>Graduate scholarships related to AI or quantum hybrid computing</header><text>The Director shall award merit- or need-based scholarships to graduate students at institutions of higher education in order to enable such students to study—</text><paragraph id="id254b5f62d5d84e12ae4d7d5fbb25570d"><enum>(1)</enum><text>the development, deployment, integration, or application of artificial intelligence; or</text></paragraph><paragraph id="idc64ac95bd93a4549b6c76b819de4cead"><enum>(2)</enum><text>quantum hybrid computing.</text></paragraph></subsection><subsection id="id78a0d51352074f65be253393292ca205"><enum>(b)</enum><header>Scholarships Related to AI and Agriculture</header><paragraph id="ide6c97a30dc2d4eb4adf70f5c4615f0a5"><enum>(1)</enum><header>In general</header><text>The Director shall award merit- or need-based scholarships to graduate students at institutions of higher education in order to enable such students to study—</text><subparagraph id="id6aa103f75b7349da94d7ee41acc62f0f"><enum>(A)</enum><text>artificial intelligence and agriculture; or</text></subparagraph><subparagraph id="id1d4548d9c9f24214ab08c054c3a9b306"><enum>(B)</enum><text>the integration of artificial intelligence into agricultural operations, prediction, and decisionmaking.</text></subparagraph></paragraph><paragraph id="id69146f84847f4b08bc097d44d045e990"><enum>(2)</enum><header>Priority</header><text>In awarding scholarships under this subsection, the Director shall give preference to students who are attending rural-located institutions of higher education, rural-serving institutions of higher education, or Tribal Colleges or Universities.</text></paragraph></subsection><subsection id="id6277c3e31f87448c8b724615047619af"><enum>(c)</enum><header>Graduate scholarships related to AI and education</header><text>The Director shall award merit- or need-based scholarships to graduate students at institutions of higher education in order to enable such students to study the teaching of artificial intelligence and artificial intelligence skills at elementary schools, secondary schools, career and technical education schools, institutions of higher education, or through other higher education and professional education programs.</text></subsection><subsection id="iddd7854537e74475890b9555ba09b8d98"><enum>(d)</enum><header>Graduate scholarships related to AI and advanced manufacturing</header><text>The Director shall award merit- or need-based scholarships to graduate students at institutions of higher education in order to enable such students to study—</text><paragraph id="idd3a35101153149efa38b6ff1d81563e8"><enum>(1)</enum><text>artificial intelligence and advanced manufacturing; or</text></paragraph><paragraph id="idf6f759ca133d4c14876766a5978086d2"><enum>(2)</enum><text>the integration of artificial intelligence into advanced manufacturing operations.</text></paragraph></subsection><subsection id="id5442e8ec93724e54863f7b16f284013c"><enum>(e)</enum><header>Scholarships</header><text>Scholarships awarded under this section shall be in the form of annual grant awards for a 3-year period that cover the cost of tuition, education-related fees, and a stipend. Such scholarships shall be paid directly to the institution of higher education in which the student is enrolled.</text></subsection><subsection id="id2D09CE9CA6DF4A2BB4AFA6A335A72A21" commented="no"><enum>(f)</enum><header>Method</header><text>The Director may carry out this section by making awards through new or existing programs. </text></subsection></section><section id="idcdce55069a814e06b001aecac286dfbd"><enum>5.</enum><header>NSF artificial intelligence professional development fellowships</header><subsection id="id0C06F3505E1447FBA7CB246EF89EDC1C"><enum>(a)</enum><header>In General</header><text display-inline="yes-display-inline">The Director shall establish a program to promote the exchange of ideas and encourage collaborations between institutions of higher education and industry partners in the fields of artificial intelligence and key emerging technologies, including through fellowships for students and industry professionals.</text></subsection><subsection id="id4F8F991BE0F94B97904FBEAAE101626F"><enum>(b)</enum><header>Fellowships</header><paragraph id="id92CE853FD1EA4F60B1D0AED34D4F4D3C"><enum>(1)</enum><header>In General</header><text>The Director shall award merit-based fellowships for professionals for professional development programs in STEM fields or the field of education that are administered by or affiliated with institutions of higher education, in order to enable fellowship recipients to attain skills or training on—</text><subparagraph id="id7e6a1f46211e47c98db48def36fdf236"><enum>(A)</enum><text>the development, deployment, integration, or application of artificial intelligence;</text></subparagraph><subparagraph id="id1d88f6d2dd7d43508cb69352068135aa"><enum>(B)</enum><text>prompt engineering; or</text></subparagraph><subparagraph id="id4949787bbf54496091a41e150d2facfc"><enum>(C)</enum><text>quantum hybrid computing. </text></subparagraph></paragraph><paragraph id="id53596098d3fa4654aa0d2ac0d3f454be"><enum>(2)</enum><header>Fellowship awards</header><text>Awards under this subsection shall be in the form of one annual award that covers the cost of tuition, education-related fees, and a stipend. Such awards shall be paid directly to the institution of higher education that administers, or that is affiliated with, the program in which the fellowship recipient is participating.</text></paragraph></subsection></section><section id="id02FD8FA118DC49F9A672E3D110DE08FE"><enum>6.</enum><header>Artificial intelligence training for land-grant colleges and universities</header><subsection id="id418AA0965313499A9CF0F7965CBC3DE2"><enum>(a)</enum><header>In general</header><text>The Secretary of Agriculture, acting through the Director of the National Institute of Food and Agriculture, in collaboration with the Director of the National Science Foundation, shall award grants to land-grant colleges and universities (as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3103">7 U.S.C. 3103</external-xref>)) for artificial intelligence in agriculture.</text></subsection><subsection id="idE94C5EB60E714284A76EF08693CC1C11"><enum>(b)</enum><header>Use of funds</header><text>A grant awarded under this section may be used for—</text><paragraph id="id1FEB54C32F044508AE9E7F2978FD90E6"><enum>(1)</enum><text>research and development on the use of artificial intelligence in agriculture or the integration of artificial intelligence into agricultural operations, predictions, and decision making;</text></paragraph><paragraph id="idCA8D16D9549D40798450FC1040D15F8A"><enum>(2)</enum><text>the dissemination of educational resources for artificial intelligence in rural areas; and</text></paragraph><paragraph id="idA95F36095F464237B351E3E6957803D8" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text>artificial intelligence tools for agriculture. </text></paragraph></subsection></section><section id="id43c71e1b55c8489890141a72b0505477"><enum>7.</enum><header>Quantum fellowships and scholarships</header><subsection id="idf58380f9d39e4d25acf0105c242d9f9c"><enum>(a)</enum><header>In general</header><text>The Director may establish or use existing programs to support fellowships and scholarships for students at institutions of higher education for the purpose of—</text><paragraph id="id58A63074B2F744A6AF5EFE8BE9A37C9E"><enum>(1)</enum><text>increasing quantum information science, engineering, and technology exposure for undergraduate and graduate STEM students; and </text></paragraph><paragraph id="id64FA4941E9974E1BAB83421D8780ED2F"><enum>(2)</enum><text>increasing post-graduation employment opportunities for STEM students who demonstrate potential to pursue careers in quantum information science, engineering, and technology, or fields that support the quantum industry.</text></paragraph></subsection><subsection id="idc92cc0c1badc49459fd9f02752eaa36a"><enum>(b)</enum><header>Requirements</header><text>Eligible participants in the fellowship and scholarship program shall—</text><paragraph id="id540c466ffeaa443ca99f8b45ecdd041d"><enum>(1)</enum><text>be enrolled in or have graduated from a STEM degree program at a domestic institution of higher education; and</text></paragraph><paragraph id="id1c584ebed56d4b46a8b392cf52667c78"><enum>(2)</enum><text>have taken at least one quantum-science or quantum-relevant course as part of their degree programs.</text></paragraph></subsection><subsection id="id7181f481c22446cbbd2753556c3e0655"><enum>(c)</enum><header>Considerations</header><text>Eligible fellowships and scholarships may include temporary quantum-related positions at State or Federal agencies, National Laboratories, private sector entities, institutions of higher education, or other quantum-relevant entities, as determined appropriate by the Director.</text></subsection><subsection id="idc2f0248565e44fb8bca11c8b83c9c75c"><enum>(d)</enum><header>Competitive awards</header><text>Fellowships and scholarships shall be competitively awarded through a merit-review process. The Director may prioritize fellowships that include an industry partner that provides financial assistance to the applicant for direct or indirect costs.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="iddd679791128b4e848d782b6e488ca494"><enum>8.</enum><header>NSF outreach campaign</header><subsection id="id877a014d536741188bc92bee8acb50d2"><enum>(a)</enum><header>In general</header><text>The Director shall carry out a nationwide outreach campaign to students at elementary schools, secondary schools, career and technical education schools, institutions of higher education, or through other higher education and professional education programs to increase awareness about AI or quantum education opportunities at the National Science Foundation.</text></subsection><subsection id="id42df8bfc04f64c91b01665d6e309e1d3"><enum>(b)</enum><header>Priority</header><text>In carrying out such campaign, the Director shall prioritize outreach to underserved and rural areas.</text></subsection></section><section id="id9fe8d3f36c004d3b894850b600dfda5f"><enum>9.</enum><header>Community college and vocational school centers of AI excellence</header><subsection id="id4723a1d166654d00a7703bbcc1e2be2f"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="idab4b365430ff4f6397c8ac43978a0293"><enum>(1)</enum><header>Area career and technical education school</header><text>The term <term>area career and technical education school</term> has the meaning given the term in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>).</text></paragraph><paragraph id="id90faea1973a44dc5b6b31af3e525405c"><enum>(2)</enum><header>Eligible applicant</header><text>The term <term>eligible applicant</term> means a community college, vocational school, or area career and technical education school, in partnership with 1 or more of the following:</text><subparagraph id="id273843ded90c4344880b36c5885b9719"><enum>(A)</enum><text>A Federal, State, local, or Tribal government entity.</text></subparagraph><subparagraph id="id43f6a5fff2804cd3aa824fb5b3c107ee"><enum>(B)</enum><text>An institution of higher education.</text></subparagraph><subparagraph id="id20db183e845e4c7b9ddc8c7b29f2e133"><enum>(C)</enum><text>An entity in private industry.</text></subparagraph><subparagraph id="id1f0ce1d749d3412cae80ed4ba0bcd447"><enum>(D)</enum><text>An economic development organization or venture development organization.</text></subparagraph><subparagraph id="id2f50d1444fc1422bb3fbee84708573a7"><enum>(E)</enum><text>A labor organization.</text></subparagraph><subparagraph id="id60ae557d53c3482592476fe1aa9b8177"><enum>(F)</enum><text>A nonprofit organization.</text></subparagraph></paragraph><paragraph id="id843f274f5866422184d817c4e99d191c"><enum>(3)</enum><header>Venture development organization</header><text>The term <term>venture development organization</term> has the meaning given the term in section 27(a) of the Stevenson-Wydler Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/15/3722">15 U.S.C. 3722(a)</external-xref>).</text></paragraph><paragraph id="id74d15a751110457aa05b0de23a48cc01"><enum>(4)</enum><header>Vocational school</header><text>The term <term>vocational school</term> has the meaning given the term <term>postsecondary vocational institution</term> in section 102(c) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002(c)</external-xref>).</text></paragraph></subsection><subsection id="idf35cc5555c9945099abde31769e02bac"><enum>(b)</enum><header>Establishment of centers of AI excellence</header><text>The Director, in coordination with the Regional Technology Hubs program at the Department of Commerce and the Regional Innovation Engines program at the National Science Foundation, shall choose not less than 5 regionally and geographically diverse eligible applicants to be designated as Community College and Vocational School Centers of AI Excellence (referred to in this section as <quote>Centers of AI Excellence</quote>).</text></subsection><subsection id="idbca07156b0a54556859cd0bf8134fdbd"><enum>(c)</enum><header>EPSCoR State participation</header><text>Not less than 20 percent of designated Community College and Vocational School Centers of AI Excellence shall be eligible applicants that are located in a State jurisdiction eligible to participate in the National Science Foundation’s Established Program to Stimulate Competitive Research under section 113 of the National Science Foundation Authorization Act of 1988 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862g">42 U.S.C. 1862g</external-xref>).</text></subsection><subsection id="idaa2b843dc5294fc2bf8d70f3c56ab705"><enum>(d)</enum><header>Application</header><text>An eligible applicant that desires to be designated as a Center of AI Excellence shall submit an application to the Director at such time, in such manner, and containing such information as the Director may reasonably require. Such application shall specify a focus area for the Center of AI Excellence, which may be any of the following:</text><paragraph id="idfb69deaf3da648d09d3091ac38197f16"><enum>(1)</enum><text>AI education and training related to agriculture.</text></paragraph><paragraph id="id626c6b1a7919444fb6b473659c2e53a8"><enum>(2)</enum><text>AI education and training related to manufacturing.</text></paragraph><paragraph id="idc13f012ec1594ebaa881131cf6070f5b"><enum>(3)</enum><text>AI education.</text></paragraph><paragraph id="id5a69143123114646be8d25ee17238e79"><enum>(4)</enum><text>AI education and training related to another focus area as specified by the eligible applicant.</text></paragraph></subsection><subsection id="id1ad2ccdacc244d488f14e3c7265e467b"><enum>(e)</enum><header>Activities</header><text>A designated Center of AI Excellence shall develop and disseminate information about best practices for—</text><paragraph id="idc944c274cde04c2d8f90b6451f99bec6"><enum>(1)</enum><text>artificial intelligence research and education at community colleges and area career and technical education schools;</text></paragraph><paragraph id="id00ae6cc241ee4b67b0bb1eeeeb3780e9"><enum>(2)</enum><text>methods to scale up successful programs that perform research or provide education on artificial intelligence at community colleges and area career and technical education schools;</text></paragraph><paragraph id="id665fdf8533e94ceeb6cb248419fec219"><enum>(3)</enum><text>providing hands-on research opportunities on artificial intelligence and learning opportunities for students that are enabled through artificial intelligence; and</text></paragraph><paragraph id="idc2035dda254e46fcb5b269168d81e392"><enum>(4)</enum><text>identifying pathways for students to jobs that are enabled by artificial intelligence.</text></paragraph></subsection></section><section id="id275cd82ea4354eaf964598fde078ec13"><enum>10.</enum><header>Award program for research on AI in education</header><subsection id="id7744e498da5740999dd2ffe75ef51600"><enum>(a)</enum><header>Eligible entity</header><text>In this section, the term <term>eligible entity</term> means—</text><paragraph id="id9b3abeffa56d43a8a45fa79e75a24169"><enum>(1)</enum><text>an institution of higher education;</text></paragraph><paragraph id="id39440ac5f9ee4a8b8a89e0179b56e938"><enum>(2)</enum><text>a nonprofit organization; or</text></paragraph><paragraph id="id44888598b8ca4b5e976cdb3f32fe5ba9"><enum>(3)</enum><text>a consortium of 1 or more institution of higher education or a nonprofit organization and 1 or more private entities.</text></paragraph></subsection><subsection id="idb34f4b401cd94a90b663d463dfcff885"><enum>(b)</enum><header>Program authorized</header><paragraph id="id4d9b0e9f5f534f15a563c95fc9f154cd"><enum>(1)</enum><header>In general</header><text>The Director shall make awards, on a competitive, merit-reviewed basis, to eligible entities, to enable the eligible entities to promote research on teaching models, tools, and materials for artificial intelligence and integration with other key emerging technologies, such as quantum information science and technologies and photonics, with a focus on teaching and learning for kindergarten through grade 12 students who are from low-income, rural, or Tribal populations.</text></paragraph><paragraph id="id38447fea6c4c401bae88d47d8e092b20"><enum>(2)</enum><header>Method</header><text>The Director may carry out this section by making awards through new or existing programs.</text></paragraph></subsection><subsection id="idfec1324dfb2143d5b2e07fbf36a07f4f"><enum>(c)</enum><header>Application</header><paragraph id="id8c7b94cfe7e440a4a30dc1a2576ab0e5"><enum>(1)</enum><header>In general</header><text>An eligible entity that desires to receive an award under this section shall submit an application to the Director at such time, in such manner, and containing such information as the Director may require.</text></paragraph><paragraph id="ida16e924ec84d4d7f903d0f183865fcb8"><enum>(2)</enum><header>Contents</header><text>An application described in paragraph (1) shall include—</text><subparagraph id="ida20f818b15b14e819acb76dd47a2c7bd"><enum>(A)</enum><text>a description of the student demographics on which the research supported under the award intends to focus;</text></subparagraph><subparagraph id="id8523d366e44940bcb78c7ab99125eaf5"><enum>(B)</enum><text>a description of any regional partnerships the eligible entity plans to utilize to carry out the award;</text></subparagraph><subparagraph id="id06f1fe8f30b840b899b92c4b494c6377"><enum>(C)</enum><text>with respect to an application that concerns the use or integration of artificial intelligence, a description of potential ethical concerns and implications of teacher and student interactions with artificial intelligence systems;</text></subparagraph><subparagraph id="id6ff0816afba745ec97ca3de79feef15d"><enum>(D)</enum><text>a description of how the research on teaching models, tools, and materials were developed in consultation with other educators, academia, industry, and civil society organizations; and </text></subparagraph><subparagraph id="id70e21947edac4e8f8b366e63f5874329"><enum>(E)</enum><text>such other information as the Director may require.</text></subparagraph></paragraph></subsection><subsection id="idca02f1f49d6346419fa8883d32c8f9a0"><enum>(d)</enum><header>Use of award funds</header><text>An eligible entity that receives an award under this section shall carry out a program described in subsection (b)(1) that—</text><paragraph id="id292767817c984571ab3eaaccf1a8fec1"><enum>(1)</enum><text>emphasizes preparing incoming teachers to integrate artificial intelligence, key emerging technologies, and computational thinking into their classrooms in innovative ways; and</text></paragraph><paragraph id="id99ea7753ac3d4970883e38a81348c4b3"><enum>(2)</enum><text>supports research to develop, pilot, fully implement, or test areas, such as—</text><subparagraph id="idb93e488c57084840baab567bdf1b40f4"><enum>(A)</enum><text>instructional materials and high-quality learning opportunities for teaching artificial intelligence and key emerging technologies;</text></subparagraph><subparagraph id="id5a1657bbcf784efa99ad0b43d1f5f93a"><enum>(B)</enum><text>models for the preparation of new teachers who will teach artificial intelligence and key emerging technologies;</text></subparagraph><subparagraph id="idee6a3cabe8aa4620b259d96c89a2b140"><enum>(C)</enum><text>scalable models of professional development and ongoing support for teachers; and</text></subparagraph><subparagraph id="id80492e7b7f284c8ba027725977075e66"><enum>(D)</enum><text>tools and models for teaching and learning aimed at supporting student success and inclusion in artificial intelligence and key emerging technologies across diverse populations, including low-income, rural, and Tribal populations.</text></subparagraph></paragraph></subsection></section><section id="id8e1570b5746342068bb7dee3d15ece07"><enum>11.</enum><header>National Science Foundation awards for artificial intelligence resources</header><subsection id="id8d7ffc8ce2e84617bac66c1ec00327e8"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id76710432685849528cb444ff3363df9d"><enum>(1)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means—</text><subparagraph id="id6da7249acb174d9c9b2da6218f7cd51b"><enum>(A)</enum><text>an elementary school or secondary school, as defined in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/8101">20 U.S.C. 8101</external-xref>);</text></subparagraph><subparagraph id="id521950947b604049be6ce21ed64c124b"><enum>(B)</enum><text>an institution of higher education, including—</text><clause id="id7f2661d3dfb04891a0581cd583fd5c0b"><enum>(i)</enum><text>an emerging research institution;</text></clause><clause id="id1b8f79b03d7f49919a988de82618541d"><enum>(ii)</enum><text>an EPSCoR institution;</text></clause><clause id="id36ca888ce99b4ff7a172e2cc03c7f9a2"><enum>(iii)</enum><text>a minority-serving institution;</text></clause><clause id="idcb54510ee93f4a19a6d5e7c2e5aa80a4"><enum>(iv)</enum><text>a historically Black college or university;</text></clause><clause id="id6767e841ef51423db1b7d8b8153b4e0b"><enum>(v)</enum><text>a Tribal College or University; or</text></clause><clause id="id92279ae917bb4979b97d54e459f74f4c"><enum>(vi)</enum><text>a community college; or</text></clause></subparagraph><subparagraph id="iddc4bc47de6c54e0aa4c1763d4215ddae"><enum>(C)</enum><text>a technical and vocational school.</text></subparagraph></paragraph><paragraph id="idc32f352e1c054d19abce507757cb5162"><enum>(2)</enum><header>Technical and vocational school</header><text>The term <term>technical and vocational school</term> has the meaning given the term <term>area career and technical school</term> in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>).</text></paragraph></subsection><subsection id="idaf15e2165d184bff86efef27c6c230e8"><enum>(b)</enum><header>Awards authorized</header><text>The Director shall make awards to eligible entities to enable the eligible entities to provide or increase access to artificial intelligence tools and applications to the students and researchers served by the eligible entities.</text></subsection><subsection id="id1af8217f4a294108925c1ee8f6a0a350"><enum>(c)</enum><header>Preference</header><text>In making awards under subsection (b), the Director shall give preference to eligible entities that—</text><paragraph id="id8bef2c41761b4fe7bcd9d83ca186121f"><enum>(1)</enum><text>expand the geographic diversity of funded entities; or</text></paragraph><paragraph id="id2dc5364529be4615b841f29e7830fea7"><enum>(2)</enum><text>are emerging research institutions, EPSCoR institutions, minority-serving institutions, historically Black colleges and universities, Tribal Colleges or Universities, community colleges, or technical and vocational schools.</text></paragraph></subsection></section><section id="id50df234cb16147239d04af176c701f52"><enum>12.</enum><header>National Science Foundation National STEM Teachers Corps</header><text display-inline="no-display-inline">Section 10311(c)(6) of the Research and Development, Competition, and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18991">42 U.S.C. 18991(c)(6)</external-xref>) is amended—</text><paragraph id="id046b3bc373524056b2539573576b6bb2"><enum>(1)</enum><text>in subparagraph (F), by striking <quote>and</quote> after the semicolon;</text></paragraph><paragraph id="id04a8e8be80984085973e06fabc762739"><enum>(2)</enum><text>in subparagraph (G), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="id84672221da994a43b02744e1b421ba02"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id4cbb56042f8b41398138396b4c1e9408"><subparagraph id="id2cb1bcf9b0ce43a4b6ac2f7f2c0f2957"><enum>(H)</enum><text>incorporating artificial intelligence skills development into the priorities of the National STEM Teacher Corps, including prioritizing the development of artificial intelligence best practices for high school teachers, created in consultation with other educators and academia.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="id8fadf7cdec7848b5be5bc2416fbfb93c"><enum>13.</enum><header>Guidance for the introduction and use of artificial intelligence in prekindergarten through grade 12</header><subsection id="idf8d71cb5a4064d28911b02d90ccc6aff"><enum>(a)</enum><header>In general</header><text>Not later than 2 years after the date of enactment of this Act, the Director, in coordination with the Secretary of Education, the Director of the National Institute of Standards and Technology, and the Director of the Office of Science and Technology Policy, shall develop and make publicly available guidance for the introduction and use of artificial intelligence in prekindergarten through grade 12 classrooms.</text></subsection><subsection id="id6c33964889e643fb9578ba938186d6e3"><enum>(b)</enum><header>Considerations</header><text>The guidance required under subsection (a) shall include—</text><paragraph commented="no" display-inline="no-display-inline" id="id4f39bcc8c9754315b23d13a773e143bd"><enum>(1)</enum><text display-inline="yes-display-inline">considerations for—</text><subparagraph id="idb6be535bb4074127aa77f67e4b1db0a9"><enum>(A)</enum><text>the use of artificial intelligence in prekindergarten through grade 12 classrooms in rural areas and economically distressed areas; and</text></subparagraph><subparagraph id="id3e7631d3b64b429e9a25512085e8bf1a"><enum>(B)</enum><text>the differing applications of artificial intelligence in STEM and the liberal arts; and</text></subparagraph></paragraph><paragraph id="id2b4116d9379a48c6bafe1e91459f73f9" commented="no"><enum>(2)</enum><text>a description of how the guidance was developed in consultation with educators, academia, industry, and civil society organizations.</text></paragraph></subsection></section><section id="idf783f0aaaec548859295ea852b3b7db2"><enum>14.</enum><header>NSF grand challenges relating to artificial intelligence education and training</header><subsection id="id5ab0c6dc1b2f436fb3272a6d80175589"><enum>(a)</enum><header>Grand challenge</header><text>The term <term>grand challenge</term> means a prize competition under section 24 of the Stevenson-Wydler Technology Innovation Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/15/3719">15 U.S.C. 3719</external-xref>).</text></subsection><subsection id="id7a2f4f0b3d76478cb55676937ad3d043"><enum>(b)</enum><header>In general</header><text>The Director, in coordination with the Secretaries of Labor and Education, shall support grand challenges to stimulate innovation regarding—</text><paragraph id="id9f3e43eae9ea45b5af06fa1dff1a68e3"><enum>(1)</enum><text>how to train 1,000,000 or more workers, including educators, technical and vocational workers, and professionals, in the United States by 2028 in areas related to the creation, deployment, or use of artificial intelligence, such as foundational knowledge, critical thinking, programming skills, machine learning, or deep learning;</text></paragraph><paragraph id="id3256002242c846c5988f8a16dc8d4e98"><enum>(2)</enum><text>how to overcome barriers in the development of the artificial intelligence education and training;</text></paragraph><paragraph id="id6244033291ac4cae8f5a4fbce3fa7270"><enum>(3)</enum><text>methods and strategies for creating artificial intelligence education and training that does not displace workers, including teachers, in the workforce;</text></paragraph><paragraph id="ida156072c28e24b77b4f3dd02721a0883"><enum>(4)</enum><text>ways to increase the number of women who receive artificial intelligence education and training; and</text></paragraph><paragraph id="id0b93529eb87a4176a474a488726bb03f"><enum>(5)</enum><text>how to ensure rural areas of the United States are able to benefit from artificial intelligence education and training.</text></paragraph></subsection></section><section id="id3B50EEFD709648289DF87B87EF25E2A1"><enum>15.</enum><header>Gift authority</header><text display-inline="no-display-inline">In carrying out this Act, the Director may receive and use funds donated by others, including receipt and use of donations from private entities to fund scholarships and fellowships authorized under this Act.</text></section></legis-body></bill>
