which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Workforce Innovation and Opportunity Act to recognize digital skills and digital literacy as critical adult education and literacy objectives, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H7C3A52C1AD214DD0A540AD3C0B302C5C"><section section-type="section-one" id="H22C56AB83DA3469E8F84DA778D4E396D"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Investing in Digital Skills Act</short-title></quote>. </text></section><section id="HBF4DE1582D7142EEA3740610B3CE2F3F"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>) is amended—</text><paragraph id="HC321EEF8D0654B019DC205CADB80F74B"><enum>(1)</enum><text>by redesignating paragraphs (15) through (71) as paragraphs (16) through (72), respectively; and</text></paragraph><paragraph id="HF9BA6F24DA8D429BA807C8ED7A2A0FDD"><enum>(2)</enum><text>by inserting after paragraph (14) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H801DDB1C10DF448FA640466F08C6405D"><paragraph id="HDC962846E12E4FCCB3C39B57FDE992AA"><enum>(15)</enum><header>Digital literacy skills</header><text display-inline="yes-display-inline">The term <term>digital literacy skills</term> has the meaning given the term in section 202 of the Museum and Library Services Act (<external-xref legal-doc="usc" parsable-cite="usc/20/9101">20 U.S.C. 9101</external-xref>).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H5BE68ADF15A7470B8D82842857DE8EA1"><enum>3.</enum><header>Adult digital literacy skills</header><subsection id="HFCFBE4D4B77746D29D024FBB13818756"><enum>(a)</enum><header>Purpose</header><text display-inline="yes-display-inline">Section 202 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3271">29 U.S.C. 3271</external-xref>) is amended—</text><paragraph commented="no" id="H2F11C12B399143ECB81716AECD274BA7"><enum>(1)</enum><text>by amending paragraph (1) to read as follows: </text><quoted-block style="OLC" display-inline="no-display-inline" id="H9BE6765B23B24A5A822C2FCE3CC4D5F1"><paragraph id="HA4F22AB16D84497D9FE38587F248A357"><enum>(1)</enum><text display-inline="yes-display-inline">assist adults to become literate and obtain the knowledge and skills (including digital literacy skills and information literacy) necessary for employment, economic self-sufficiency, and full participation in all aspects of adult life;</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" id="H1829966A65AD4C8896F2DFB5D44D4AAB"><enum>(2)</enum><text>in paragraph (4)(A)—</text><subparagraph commented="no" id="HB710781B29DC442494E77FFD7CC3503C"><enum>(A)</enum><text>in clause (i), by striking <quote>and</quote> at the end; and</text></subparagraph><subparagraph commented="no" id="H2727B1712C8E47DB9A14451DF6149DA3"><enum>(B)</enum><text>by inserting after clause (ii) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HEEB64862F81D4BD792AF12677805DEE4"><clause commented="no" id="H01D0D99E53DD468F8D4E29DF87282653"><enum>(iii)</enum><text display-inline="yes-display-inline">digital literacy skills and information literacy; and</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="HE4D96E760FA6434388DE28AF330738A0"><enum>(b)</enum><header>Definitions</header><text>Section 203 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3272">29 U.S.C. 3272</external-xref>) is amended—</text><paragraph id="HAD88312953FD4840A7BD39131CE2B6C4"><enum>(1)</enum><text>by redesignating paragraphs (10) through (17) as paragraphs (11) through (18), respectively;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id37807bc77a2b4e0682c99a98d4325fb8"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text><subparagraph commented="no" id="H8E3DA30EE4EE4CE6A1717F0C18728228"><enum>(A)</enum><text>in subparagraph (B), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph commented="no" id="H46645E037B2340758650CE43A8C3BE12"><enum>(B)</enum><text>by redesignating subparagraph (C) as subparagraph (D); and</text></subparagraph><subparagraph commented="no" id="H3E9AE408D9BD4FF39E0C201557A1EEFA"><enum>(C)</enum><text>by inserting after subparagraph (B) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H0662D0272C614971A50248291047A178"><subparagraph commented="no" id="HF1AD051FD9EA442EBDBF3E69AB65ABE3"><enum>(C)</enum><text display-inline="yes-display-inline">develop and use digital technology skills; and</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H74D0CC0F569A4CAB80AB0327A12C977D"><enum>(3)</enum><text>in paragraph (2), by inserting <quote>, digital skills activities offered in conjunction with other adult education and literacy activities</quote> after <quote>family literacy activities</quote>;</text></paragraph><paragraph commented="no" id="H39461E4CE9BB4C5591E22761EE235F59"><enum>(4)</enum><text>in paragraph (9), by adding at the end the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="H76D62FB3BBD44704A4FAD3C42DAF5827"><subparagraph commented="no" id="H04237D34FC744F388D21D33D3226A721"><enum>(E)</enum><text display-inline="yes-display-inline">Digital literacy and information literacy activities to enable parents or family members to develop and use digital literacy skills and information literacy to support their children’s learning.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id41415a335246430eacddfa9ba0e1403c"><enum>(5)</enum><text>by inserting after paragraph (9) the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="id19EC71F6AB3C4D87A0D91F0F69A85973"><paragraph commented="no" display-inline="no-display-inline" id="idc9cc4b01b40847bc86cbdaf51bef236b"><enum>(10)</enum><header>Information literacy</header><text>The term <term>information literacy</term> means the set of skills needed to find, retrieve, understand, evaluate, analyze, and effectively use information (which encompasses spoken and broadcast words and videos, printed materials, and digital content, data, and images).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H5743FEE72F3148CCBF2703E14B74A681"><enum>(6)</enum><text>in paragraph (14), as redesignated by paragraph (1), by striking <quote>and solve problems,</quote> and all that follows through the period at the end and inserting <quote>solve problems, and use digital technology at levels of proficiency necessary to function effectively as an employee, a parent or a family member, and a member of society.</quote>. </text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id5033b59e614e4c46814c7068fa04b6a1"><enum>4.</enum><header>Prohibition on financial assistance for programs that involve political activities</header><text display-inline="no-display-inline">Section 194(6) of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3254">29 U.S.C. 3254(6)</external-xref>) is amended by striking <quote>title</quote> and inserting <quote>Act</quote>.</text></section></legis-body></bill>
