which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To increase parking opportunities for persons recreating at Federal recreational lands and waters, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>More Parking, More Hiking Act</short-title></quote>.</text></section><section id="id8f4f6623b9d54df3a5d29fdb439143ad"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="id1309db65c85644dbb89333624f762a70"><enum>(1)</enum><header>Federal recreational lands and waters</header><text>The term <term>Federal recreational lands and waters</term> has the meaning given the term in section 802 of the Federal Lands Recreation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6801">16 U.S.C. 6801</external-xref>).</text></paragraph><paragraph id="id9374d0c98f864f6aaf4a0381ca4b91f2"><enum>(2)</enum><header>Secretaries</header><text>The term <term>Secretaries</term> means each of—</text><subparagraph id="id8c6e38a9b7dd4c95a2e69bd53b529e35"><enum>(A)</enum><text>the Secretary of the Interior; and</text></subparagraph><subparagraph id="id8767a54179c547b0911e61561d7ee308"><enum>(B)</enum><text>the Secretary of Agriculture.</text></subparagraph></paragraph></section><section id="id316f9e89f1c844cf85036708b73657a4"><enum>3.</enum><header>Parking opportunities for Federal recreational lands and waters</header><subsection id="iddb98a07bf9cd4f4eb792cbd9621ec280"><enum>(a)</enum><header>In general</header><text>The Secretaries shall seek to increase parking opportunities for persons recreating on Federal recreational lands and waters—</text><paragraph id="id49b26b8378ef428b8fc87a0e1b09526a"><enum>(1)</enum><text>in accordance with existing laws and applicable land use plans;</text></paragraph><paragraph id="id2eddaa4043e943df990e93ed53d66e1c"><enum>(2)</enum><text>in a manner that minimizes any increase in maintenance obligations on Federal recreational lands and waters; and</text></paragraph><paragraph id="idcdb4aa7ae0df4fd18d53b1582bbc5392"><enum>(3)</enum><text>in a manner that does not impact wildlife habitat that is critical to the mission of a Federal agency responsible for managing units of Federal recreational lands and waters.</text></paragraph></subsection><subsection id="idfdceba0ab9ea45079c89140c76f9629f"><enum>(b)</enum><header>Authority</header><text>To supplement the quantity of parking spaces available at units of Federal recreational lands and waters on the date of enactment of this Act, the Secretaries may—</text><paragraph id="id034d8eb0235244c5a15733ef4a47ddbe"><enum>(1)</enum><text>enter into a public-private partnership to provide parking opportunities on non-Federal land;</text></paragraph><paragraph id="id1d952206e04a4ce99f4b612dca61cecf"><enum>(2)</enum><text>enter into partnerships or agreements with State and local governments to provide parking opportunities and transportation systems using non-Federal land and resources;</text></paragraph><paragraph id="id5eaa998aa6994b79b4a5c171a7d0597c"><enum>(3)</enum><text>lease non-Federal land for parking opportunities; or</text></paragraph><paragraph id="idbb1529ee4cd64f85bcde6a6ae0e16c43"><enum>(4)</enum><text>provide alternative transportation systems for a unit of Federal recreational lands and waters.</text></paragraph></subsection><subsection id="id9448e46b50f84aa5b798289ece578359"><enum>(c)</enum><header>Technological solutions</header><text>To the maximum extent practicable, the Secretaries shall investigate the use of, and incorporate, as the Secretaries determine appropriate, technologies to better manage parking availability, access, and information at units of Federal recreational lands and water, including—</text><paragraph id="id4e4f3b1f0e38410196b0c299a7c1c139"><enum>(1)</enum><text>the installation and use of trailhead cameras and monitors to determine parking availability at trailheads, the information from which shall be made available online and via mobile notifications; and</text></paragraph><paragraph id="ide4a99c9690ca4aceab474e1633759e6a"><enum>(2)</enum><text>the use of data collection technology to estimate visitation volumes for use in future planning for parking opportunities at units of Federal recreational lands and waters.</text></paragraph></subsection></section></legis-body></bill>
