which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Public Health Service Act to reauthorize the Project ECHO Grant Program, to establish grants under such program to disseminate knowledge and build capacity to address Alzheimer’s disease and other dementias, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H9F8DDD5B2387400DA622C317CE0D2DDB"><section section-type="section-one" id="H2343D32155664A4A947131D7560F575F"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Accelerating Access to Dementia and Alzheimer’s Provider Training Act</short-title></quote> or the <quote><short-title>AADAPT Act</short-title></quote>.</text></section><section id="H3585CD22961243E5B09861A0EE013EDF"><enum>2.</enum><header>Reauthorization of Project ECHO Grant Program; Project ECHO grants for Alzheimer’s disease and related dementia care</header><subsection commented="no" id="H1EC07A40991549BD9385A4DFCD1B2DCF"><enum>(a)</enum><header>Definitions</header><text>Section 330N(a)(1) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-20">42 U.S.C. 254c–20(a)(1)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H26E27217503241D49B8A99F508ECFB97"><paragraph commented="no" id="HDD0201251D7B4764B696FCA0355A5B23"><enum>(1)</enum><header>Eligible entity</header><text display-inline="yes-display-inline">The term <term>eligible entity</term> means—</text><subparagraph commented="no" id="HA5E2B02707174FB8B37D6CD691F8380D"><enum>(A)</enum><text display-inline="yes-display-inline">in the case of a grant under subsection (b)(1), an entity that provides, or supports the provision of, health care services in rural areas, frontier areas, health professional shortage areas, or medically underserved areas, or to medically underserved populations or Native Americans, including Indian Tribes, Tribal organizations, and urban Indian organizations, and which may include entities leading, or capable of leading, a technology-enabled collaborative learning and capacity building model or engaging in technology-enabled collaborative training of participants in such model; and</text></subparagraph><subparagraph commented="no" id="H7B14EEAEF03C42BDABE9CC514918106D"><enum>(B)</enum><text display-inline="yes-display-inline">in the case of a grant under subsection (b)(2), a public or nonprofit private entity that is leading, or is capable of leading, a model described in subsection (b)(2)(A) for Alzheimer’s disease and related dementias.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H6536FCE9497B4B9A894CED608BC851A8"><enum>(b)</enum><header>Grants</header><text>Section 330N(b) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-20">42 U.S.C. 254c–20(b)</external-xref>) is amended—</text><paragraph commented="no" id="HBEF0945911CE4EB28B8C2ECAB591E740"><enum>(1)</enum><text>by striking <quote><header-in-text level="subsection" style="OLC">Established</header-in-text>.—The Secretary</quote> and inserting </text><quoted-block style="OLC" display-inline="yes-display-inline" id="H20AE6959DC964374AA0DF331302EEEDE"><text><header-in-text level="subsection" style="OLC">Established</header-in-text>.—</text><paragraph commented="no" id="H63E23F6611A346D29F10362E040291A5"><enum>(1)</enum><header>In general</header><text>The Secretary</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H9485F8B8A3684941AA229CF7BCEC481C"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H9C9BD82CAA27414BB79C99AF82A309C0"><paragraph id="HA40EC2E4E7D646659901F8E7D7578028"><enum>(2)</enum><header>Project ECHO grants for Alzheimer’s disease and related dementia care</header><subparagraph id="H761F005232A64268BAB4B3636837A03C"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this paragraph, the Secretary shall award 1 or more grants to eligible entities to evaluate, develop, and, as appropriate, expand the use of technology-enabled collaborative learning and capacity building models for eligible health care professionals to improve retention of health care providers and to increase access to early and accurate diagnosis of Alzheimer’s disease and related dementias and quality dementia care.</text></subparagraph><subparagraph id="HC627AE64108A400791E947991BA96A92"><enum>(B)</enum><header>Eligible health care professional defined</header><text>In this paragraph, the term <term>eligible health care professional</term> means a health care professional who—</text><clause id="H19E443CBB6AB4A838D321007A6C07A97"><enum>(i)</enum><text>provides primary care services, including such services provided—</text><subclause id="HF1F9700EC79C4421B7E025A1DBC336F4"><enum>(I)</enum><text>in rural areas, frontier areas, health professional shortage areas, or medically underserved areas; or</text></subclause><subclause id="H1714EEEF14514D87B3327956D86F382E"><enum>(II)</enum><text>to medically underserved populations or Native Americans; and</text></subclause></clause><clause id="HD5A8E32734614CD39D80000C65304E9E"><enum>(ii)</enum><text>is licensed, registered, or certified in accordance with applicable law regarding the provision of such services.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HAF678140E4E047C6B9131DDC5C30CD1E"><enum>(c)</enum><header>Supplement not supplant</header><text>Section 330N(f) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-20">42 U.S.C. 254c–20(f)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HAD8C75A2CD42452AAC792A47DA4F89AB"><subsection id="HECD39F02E7484907AC8FD589AE76E325"><enum>(f)</enum><header>Application</header><text display-inline="yes-display-inline">An eligible entity that seeks to receive a grant under subsection (b) shall submit to the Secretary an application, at such time, in such manner, and containing such information as the Secretary may require. Such application shall include—</text><paragraph id="H4400CAD8746840E7B24AF5754B0FC78C"><enum>(1)</enum><text display-inline="yes-display-inline">plans to assess the effect of technology-enabled collaborative learning and capacity building models on patient outcomes and health care providers; and</text></paragraph><paragraph id="HCC263EEEB5D34ED1A181A90754CBB082"><enum>(2)</enum><text display-inline="yes-display-inline">in the case of an application submitted for a grant under subsection (b)(2), assurances that funds received under such grant shall supplement and not supplant funds received from any other source.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H19B042B59A0249B6904BE358C1B6DDAC"><enum>(d)</enum><header>Reports</header><paragraph id="H02ACA9A8B625486F843DC334E45A567A"><enum>(1)</enum><header>By eligible entities</header><text>Section 330N(e) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-20">42 U.S.C. 254c–20(e)</external-xref>) is amended—</text><subparagraph id="H0002F3BFEA384BD59067E611AEBD3474"><enum>(A)</enum><text>in the first sentence—</text><clause id="H37349C5CBD1B4654AE13B7EA660E3F40"><enum>(i)</enum><text>by striking <quote>this section</quote> and inserting <quote>subsection (b)(1), and shall require entities awarded a grant under subsection (b)(2),</quote>; and</text></clause><clause id="H13794794DE9D4B2AA8F6E3E97136E10B"><enum>(ii)</enum><text>by striking <quote>subsection (b).</quote> and inserting <quote>subsection (b)(1).</quote>; and </text></clause></subparagraph><subparagraph id="H77B4A4C74F0145B3A3EA92E72C039C71"><enum>(B)</enum><text>by inserting after the first sentence the following: <quote>Each entity awarded a grant under subsection (b)(2) shall submit to the Advisory Council on Alzheimer’s Research, Care, and Services a report containing such collected information.</quote>.</text></subparagraph></paragraph><paragraph id="HA27505B0169B434CB3BC20F4418EFA45"><enum>(2)</enum><header>By Secretary</header><text display-inline="yes-display-inline">Section 330N(j) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-20">42 U.S.C. 254c–20(j)</external-xref>) is amended—</text><subparagraph id="H31C24AE9FD3C4BB58B809D7C08324CF5"><enum>(A)</enum><text>in paragraph (2), by redesignating subparagraphs (A) through (C) as clauses (i) through (iii), respectively, and adjusting the margins accordingly;</text></subparagraph><subparagraph id="H66F1FE68B91B48248B983707DBDF6B80"><enum>(B)</enum><text>by redesignating paragraphs (1) through (3) as subparagraphs (A) through (C), respectively, and adjusting the margins accordingly;</text></subparagraph><subparagraph id="H4138EA7BDDF249478C495B237B94FF92"><enum>(C)</enum><text>by striking <quote>Not later than 4 years after</quote> and inserting the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="H22B05495F1EA4E99AE2AB5E59A7EDF49"><paragraph id="H4E4F8DA11FB94468B28CF77A70303B9D"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 4 years after</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="HD7898C487D124EDB93660A74E41E7869"><enum>(D)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H2C92B4EC97B749C5AFFBEC03231FEA34"><paragraph id="HC8864F3E93704970B07482FBDA805B5B"><enum>(2)</enum><header>Update to report</header><text display-inline="yes-display-inline">Not later than 4 years after the date of enactment of subsection (b)(2), the Secretary shall prepare and submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives, and post on the internet website of the Department of Health and Human Services, an updated version of the report described in paragraph (1).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="H1D2682849857444A8BFB221365E8978D"><enum>(e)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Section 330N(k) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-20">42 U.S.C. 254c–20(k)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H0610CCBB90AE4FB38EA2AE80557A2603"><subsection id="HCB1F7C5B87CB465699218A19651B83E4"><enum>(k)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this section—</text><paragraph id="HBD887022D7E143CDB2781EBFD68C1166"><enum>(1)</enum><text>other than with respect to grants under subsection (b)(2), $10,000,000 for each of fiscal years 2022 through 2031; and</text></paragraph><paragraph id="H16D77CC9B5B942A09B09C1BEFFABA522"><enum>(2)</enum><text>with respect to grants under subsection (b)(2), $1,000,000 for each of fiscal years 2026 through 2031.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
