which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To authorize appropriations for certain agricultural research of the Department of Agriculture, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Oregon Research Bounty Act of 2024</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id99c4ad9e648f4b73b843a4b75fac03eb"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to permanently authorize certain programs of the Agricultural Research Service. </text></section><section commented="no" display-inline="no-display-inline" id="idb20f4980f3254a7fb3c91b4906e75ab8"><enum>3.</enum><header>Definition of Secretary</header><text display-inline="no-display-inline">In this Act, the term <term>Secretary</term> means the Secretary of Agriculture.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id191223156a5440c9bec9f362b756a2b6"><enum>4.</enum><header>Agricultural research</header><subsection commented="no" display-inline="no-display-inline" id="id25296576390a46e0b2825ad8ecbd54c9"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text>The Secretary shall carry out each of the research activities required by this section by making grants or entering into cooperative agreements.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="iddfe0720f0d4a42d388ecd3aeb7508ef4"><enum>(b)</enum><header>Smoke exposure</header><paragraph commented="no" display-inline="no-display-inline" id="id36ef949223924bed955585cdde7b97c7"><enum>(1)</enum><header display-inline="yes-display-inline">Purpose</header><text>The purpose of this subsection is to support research to address the impacts of wildfire smoke on wine grape production.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0e6d43bf12ac42ad9620293bde7a34d0"><enum>(2)</enum><header display-inline="yes-display-inline">Research</header><text>The Secretary shall carry out research to assist growers and processors of wine grapes by—</text><subparagraph commented="no" display-inline="no-display-inline" id="id3c1a9bd85f7d4875afd751b785a9a4b2"><enum>(A)</enum><text display-inline="yes-display-inline">establishing science-based threshold levels of smoke compounds that cause smoke-tainted grapes;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7ac1aa5d1eb948c4a1b709dbe69436f7"><enum>(B)</enum><text display-inline="yes-display-inline">identifying the compounds responsible for smoke taint in grapes;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id69b3127e389c4e1fbf05b9d93a8c7722"><enum>(C)</enum><text display-inline="yes-display-inline">developing mitigation methods to reduce or eliminate smoke taint in grapes; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6396981e4b0e4ff5b53ec35116c1b99c"><enum>(D)</enum><text display-inline="yes-display-inline">identifying compounds that can act as a barrier between grapes and smoke compounds. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2a87bbdbc7c84b51ba2cc2d1c5a84141"><enum>(3)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this subsection $5,000,000 for each fiscal year.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id2e57bbee314a473289dc1d1e86033c39"><enum>(c)</enum><header>Resilient dryland farming</header><paragraph commented="no" display-inline="no-display-inline" id="id74C5157D94814526AFE7A8980B7CAE8F"><enum>(1)</enum><header display-inline="yes-display-inline">Research</header><text>The Secretary shall carry out research on resilient dryland farming of cereal grains, with a focus on—</text><subparagraph id="id8527511ce74d4d34b383acd1f86c915b"><enum>(A)</enum><text>improving yield and quality parameters; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7958c34dede8435abcd3bf7db4170d09"><enum>(B)</enum><text display-inline="yes-display-inline">developing cropping systems capable of tolerating drought, heat, and diseases; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd330293e39394fbcbbd6197445d3d525"><enum>(C)</enum><text display-inline="yes-display-inline">quantifying economic and environmental benefits from dryland crop production systems. </text></subparagraph></paragraph><paragraph id="idA74C663A3FD5458FB66DCF3F59A96D3B" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this subsection $5,000,000 for each fiscal year.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idb14cf340d1ec4013909852a61ed41908"><enum>(d)</enum><header display-inline="yes-display-inline">Small fruits</header><paragraph commented="no" display-inline="no-display-inline" id="id933E666DCB694454A089F7B79F5CEEE4"><enum>(1)</enum><header display-inline="yes-display-inline">Purpose</header><text>The purpose of this subsection is to support research to promote sustainable and organic production of berry and grape crops with the goal of reducing pesticide use and improving quality and yield. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2A78D8C30C114FDEBB35425C2D030EA4"><enum>(2)</enum><header display-inline="yes-display-inline">Research</header><text>The Secretary shall carry out research to improve the ability, with respect to berry and grape crops—</text><subparagraph commented="no" display-inline="no-display-inline" id="ida960969cc6904a94a563ea6f791cc855"><enum>(A)</enum><text display-inline="yes-display-inline">to forecast pest and disease spread; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id24f862f9bc584bf19a3acbea2918d920"><enum>(B)</enum><text display-inline="yes-display-inline">to implement precision management strategies; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9390bd15a5cb4c3abbb482b52a19903b"><enum>(C)</enum><text display-inline="yes-display-inline">to improve the overall quality of fruit. </text></subparagraph></paragraph><paragraph id="id0B7552E2AB2D47C7BFB2B75D3E7AAA38" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this subsection $5,000,000 for each fiscal year.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id98ef9c58b1be45688de01f61e9314e9f"><enum>(e)</enum><header>Rangeland precision livestock management</header><paragraph commented="no" display-inline="no-display-inline" id="id69634369ECFC4FD6B246A98FA039A3B6"><enum>(1)</enum><header display-inline="yes-display-inline">Purpose</header><text>The purpose of this subsection is to develop precision livestock management strategies and tools to promote economically efficient and environmentally responsive livestock production systems for the Western rangeland.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDE7406889A514AE6B3C0C81D11B57763"><enum>(2)</enum><header display-inline="yes-display-inline">Activities</header><text>The Secretary shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="idf381f7c5467747e1a0d77e7ad31a7665"><enum>(A)</enum><text display-inline="yes-display-inline">for the purpose of optimizing the health and productivity of Western rangeland-based livestock and the Western rangeland ecosystem, develop—</text><clause commented="no" display-inline="no-display-inline" id="ida8b806c49190459a9e3321ae829e46d9"><enum>(i)</enum><text display-inline="yes-display-inline">precision nutrition strategies for rangeland-based livestock; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idd86180295dca497396d6b5e076e5157e"><enum>(ii)</enum><text display-inline="yes-display-inline">technology-based rangeland and livestock management strategies; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb72009f2c55444cab29e24d15262125c"><enum>(B)</enum><text display-inline="yes-display-inline">transfer new knowledge and technology strategies into data-informed tools and decision guidance for Western livestock and rangeland managers. </text></subparagraph></paragraph><paragraph id="id8DCE74792849448AB3E78B07547EB79A" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this subsection $5,000,000 for each fiscal year. </text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id1e585463d6474f209a1c68ef337d65c1"><enum>(f)</enum><header>Pacific shellfish genetics</header><paragraph commented="no" display-inline="no-display-inline" id="id38DCC4741A004B91B45A56FDE9373A08"><enum>(1)</enum><header display-inline="yes-display-inline">Finding</header><text>Congress finds that there exist—</text><subparagraph commented="no" display-inline="no-display-inline" id="id6255a5b6a57d47028bd2954e60c7c05c"><enum>(A)</enum><text display-inline="yes-display-inline">an economic importance of shellfish aquaculture for rural and coastal communities on the Pacific coast; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id86cad1bd540944dea36c8d17ce83a651"><enum>(B)</enum><text display-inline="yes-display-inline">the need for resilient, healthy genetic shellfish stocks that can withstand the changing ocean and coastal conditions in the Pacific coastal region and new shellfish disease threats. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEB14FB5B25A948A0A4EBE86BBDB59627"><enum>(2)</enum><header display-inline="yes-display-inline">Program</header><text>The Secretary shall carry out a shellfish genetics and breeding program—</text><subparagraph commented="no" display-inline="no-display-inline" id="iddd5d7ed971a242f88eef7dea3b9b5d79"><enum>(A)</enum><text display-inline="yes-display-inline">to develop genetically improved shellfish stock;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida6b919fc80fe4cc88591f75b845ff903"><enum>(B)</enum><text display-inline="yes-display-inline">to promote enhanced disease resiliency of shellfish;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id07f54ce9f46348f686711370609191db"><enum>(C)</enum><text display-inline="yes-display-inline">to modernize shellfish production technologies; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id38cd0e0efd364e6f8688e82dcf1a2aaf"><enum>(D)</enum><text display-inline="yes-display-inline">to transfer technology and improved stocks to shellfish farmers in Pacific States. </text></subparagraph></paragraph><paragraph id="id636AABD758C14A2F9489C4A4F250601B" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this subsection $5,000,000 for each fiscal year.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idfec63fae645a44ca8b77e21f38eebb22"><enum>(g)</enum><header>Hemp production systems</header><paragraph commented="no" display-inline="no-display-inline" id="idF74F36F19E4646DD8F02286F7F30A26D"><enum>(1)</enum><header display-inline="yes-display-inline">Finding</header><text>Congress finds that there is an emerging market potential for United States hemp and hemp-based products for a variety of uses.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id56CAC33E10504544A4F9CE40AC0B461A"><enum>(2)</enum><header display-inline="yes-display-inline">Research</header><text>The Secretary shall carry out, in accordance with Federal and State laws, regionally focused research, development, stakeholder engagement, and technology transfer activities to improve agronomic and agro-economic understanding of effectively integrating hemp into existing agricultural cropping, processing, and marketing systems. </text></paragraph><paragraph id="id5A6DDAEA1E8D48678853D27FF81B5D51" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this subsection $5,000,000 for each fiscal year.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ide7921657c3a9420d849aa19de9a04ce7"><enum>(h)</enum><header>Rangeland research</header><paragraph commented="no" display-inline="no-display-inline" id="id9513EE1542C14D1197C049BC0293107B"><enum>(1)</enum><header display-inline="yes-display-inline">Finding</header><text>Congress finds that there is a demonstrated potential for cooperative partnerships to address complex sagebrush steppe ecosystem challenges in the Great Basin region.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5C50AA5FA72C4A13A7AE5736A94CAE4B"><enum>(2)</enum><header display-inline="yes-display-inline">Research</header><text>The Secretary shall support a regional, multi-institutional cooperative partnership to advance collaborative science-based conservation research, extension, and education to address time-sensitive and shared rangeland challenges affecting sustainable agricultural productivity, rural communities, and ecosystem health. </text></paragraph><paragraph id="id81A47CD5CDC2487EB7E558AE54FF21DA" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this subsection $5,000,000 for each fiscal year.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idfa66e3ed780b4097aad5021c5e7661db"><enum>(i)</enum><header>Sudden oak death</header><paragraph commented="no" display-inline="no-display-inline" id="idCC86615821154FF1A802C85E2F73878B"><enum>(1)</enum><header display-inline="yes-display-inline">Finding</header><text>Congress finds that the European strain 1 and the North American strain 1 of the sudden oak death pathogen are major threats to western Douglas-fir and tanoak forests, resulting in quarantine restrictions that threaten United States forests and export markets for log shipments and lily bulbs. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE3C2147DB4034C64B37655E7E86C6444"><enum>(2)</enum><header display-inline="yes-display-inline">Research</header><text>The Secretary shall carry out research to improve—</text><subparagraph commented="no" display-inline="no-display-inline" id="id443e8634a47d4d50aadf5d92278d6040"><enum>(A)</enum><text display-inline="yes-display-inline">understanding of the European strain 1 and North American strain 1 of the sudden oak death pathogen; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="iddb412c9897eb4017aa06cb432acc50fb"><enum>(B)</enum><text display-inline="yes-display-inline">treatment methods to inform control and management techniques for those strains in wildlands.</text></subparagraph></paragraph><paragraph id="idEADF7858C8E14D6B80429D903E8AE7E6" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this subsection $5,000,000 for each fiscal year.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ida4a23cb0822c4e798ab0f65decb1901d"><enum>(j)</enum><header>Forest products research</header><paragraph commented="no" display-inline="no-display-inline" id="idB62C77E0FEED47BC92C084BE16A87331"><enum>(1)</enum><header display-inline="yes-display-inline">Findings</header><text>Congress finds that—</text><subparagraph commented="no" display-inline="no-display-inline" id="id1015e733b32c47feabbaca617fc8b58e"><enum>(A)</enum><text>the forest products sector plays an important role in the United States economy; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idae7b28d928d34615be946d8eec35e22f"><enum>(B)</enum><text>the creation of new and improved value-added products and renewable energy from the United States wood supply is critical to the sustainability of the United States economy. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE21089F1B5574AF796947BFECCE28B4F"><enum>(2)</enum><header display-inline="yes-display-inline">Research</header><text>The Secretary, in coordination with the Forest Products Laboratory of the Forest Service, shall carry out research on—</text><subparagraph commented="no" display-inline="no-display-inline" id="id79cab3aab75041c88814222b06f91a76"><enum>(A)</enum><text display-inline="yes-display-inline">wood product quality improvement; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb7d949b4ceeb474395b1cc60c8644adc"><enum>(B)</enum><text display-inline="yes-display-inline">improvement in forest products evaluation standards and valuation techniques; and</text></subparagraph><subparagraph id="ida8a16f3531be418d84e38c3bece6d69d"><enum>(C)</enum><text>advances in forest production innovation, development, and testing. </text></subparagraph></paragraph><paragraph id="idE0E97E7E06A745509B1B04FEFC69BCD6" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this subsection $5,000,000 for each fiscal year.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id490ea8969e8b4b02a19100bcfb06dee3"><enum>(k)</enum><header>Hops research</header><paragraph commented="no" display-inline="no-display-inline" id="idF7C937DE2B29442A9FDEDE12DA8ECA92"><enum>(1)</enum><header display-inline="yes-display-inline">Research</header><text>The Secretary shall carry out research relating to hop production.</text></paragraph><paragraph id="id18556DEE1E4A46C8AC3E4FCEBE444E99" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this subsection $5,000,000 for each fiscal year.</text></paragraph></subsection><subsection id="id545eddc552a9475199a9a47fb0a9b089"><enum>(l)</enum><header>Soil carbon research</header><paragraph id="id87bb32a4f4d6440bbbe3142de4b87562"><enum>(1)</enum><header>Finding</header><text>Congress finds that there is a need for research into current and future dryland production practices in cereal grain cropping systems to increase profitability, conserve soil, enhance soil water storage, promote sequestration of carbon and soil health, and reduce reliance on herbicides.</text></paragraph><paragraph id="id286852895eb1497288cd37ca82035802"><enum>(2)</enum><header>Research</header><text>The Secretary shall carry out research focused on—</text><subparagraph id="idA260578F897B4FA6986144620D58E06A"><enum>(A)</enum><text>improving yields; </text></subparagraph><subparagraph id="idBAE2E2442DE24824BE2B66A548313A4C"><enum>(B)</enum><text>assessing the level of carbon sequestration through existing practices; </text></subparagraph><subparagraph id="id16B2BFCA35574FD28AD34638DE8E189D"><enum>(C)</enum><text>developing new cropping systems capable of tolerating drought, heat, and diseases by improving soil health; </text></subparagraph><subparagraph id="id5B00766722B14EB49E39822561FC3B75"><enum>(D)</enum><text>improving sequestration of carbon;</text></subparagraph><subparagraph id="id179896d17d05432791b3a624bd9b43dc"><enum>(E)</enum><text>forecasting pest and disease spread;</text></subparagraph><subparagraph id="id5938e37a9c7e45c8b7698bf6c5d12b97"><enum>(F)</enum><text>implementing precision management strategies; and </text></subparagraph><subparagraph id="idD4FBB9264875454486E76689D2D28362"><enum>(G)</enum><text>identifying opportunities for increasing sustainability of dryland crop production.</text></subparagraph></paragraph><paragraph id="id1E4498C4175D4EA9AADEF19698855305"><enum>(3)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this subsection $5,000,000 for each fiscal year.</text></paragraph></subsection><subsection id="id6aa4048101504092ad37d9dcf1c056e6"><enum>(m)</enum><header>Tree fruit post-Harvest research</header><paragraph id="idb740e3ff2829459db1986dfcc724d7ee"><enum>(1)</enum><header>Finding</header><text>Congress finds that the tree fruit industry faces significant economic vulnerability from variations in post-harvest quality control.</text></paragraph><paragraph id="idd0e04516515243079dd04cfa0f718640" commented="no"><enum>(2)</enum><header>Research</header><text>The Secretary shall carry out research relating to cherry and pear fruit physiology and pathology necessary to promote enhanced quality and resiliency from endemic and emerging diseases. </text></paragraph><paragraph id="id8562202CEFCA418AB04A3753687E3A47"><enum>(3)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this subsection $5,000,000 for each fiscal year.</text></paragraph></subsection></section></legis-body></bill>
