<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>2d Session</session><legis-num>S. 4179</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20240418">April 18, 2024</action-date><action-desc><sponsor name-id="S287">Mr. Cornyn</sponsor> (for himself, <cosponsor name-id="S324">Mrs. Shaheen</cosponsor>, <cosponsor name-id="S337">Mr. Coons</cosponsor>, and <cosponsor name-id="S365">Mr. Scott of South Carolina</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To extend and modify the lend-lease authority to Ukraine.</official-title></form><legis-body><section id="id3093c427bcd244e6b475863ca29b35a0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Ukraine Democracy Defense Lend-Lease Act of 2024</short-title></quote>.</text></section><section id="id91f7df2f9afd406ebc636fe4e85e59da" section-type="subsequent-section"><enum>2.</enum><header>Extension and modification of lend-lease authority to Ukraine</header><text display-inline="no-display-inline">Section 2 of the Ukraine Democracy Defense Lend-Lease Act of 2022 (<external-xref legal-doc="public-law" parsable-cite="pl/117/118">Public Law 117–118</external-xref>; 136 Stat. 1184) is amended—</text><paragraph id="idba2e1ec7a4b140a38806bbca9607e80a"><enum>(1)</enum><text>in subsection (a)(1), by striking <quote>fiscal years 2022 and 2023</quote> and inserting <quote>fiscal years 2022 through 2026</quote>;</text></paragraph><paragraph id="id0a37a6274d7a47a6ac3bf3ff9fc25f72"><enum>(2)</enum><text>by redesignating subsection (c) as subsection (d); and</text></paragraph><paragraph id="id36ffadd3a76041b2a00f21a364fee30d"><enum>(3)</enum><text>by inserting after subsection (b) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idd8e3bd4118414641936539c00e39e722"><subsection id="idc4f3ab2a0642406cb7e951322789796f"><enum>(c)</enum><header>Report</header><text>Not later than 90 days after the use of the authority under subsection (a), the Secretary of Defense, in coordination with the Secretary of State, shall submit to Congress a report that includes—</text><paragraph id="id1fa27eba362b42b3a49d3b506142ff06"><enum>(1)</enum><text>a description of the defense articles loaned or leased to the Government of Ukraine, or to the government of an Eastern European country impacted by the Russian Federation’s invasion of Ukraine, under such authority; and</text></paragraph><paragraph id="idfbff04ea1d774fc197c98e578723b4de"><enum>(2)</enum><text>a strategy and timeline for recovery and return of such defense articles.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
