<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>2d Session</session><legis-num>S. 3879</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20240306">March 6, 2024</action-date><action-desc><sponsor name-id="S355">Mr. Cruz</sponsor> (for himself, <cosponsor name-id="S412">Mr. Tuberville</cosponsor>, and <cosponsor name-id="S416">Mrs. Britt</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Under Secretary of Commerce for Standards and Technology and the Administrator of National Oceanic and Atmospheric Administration to develop a standard methodology for identifying the country of origin of red snapper imported into the United States, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Illegal Red Snapper Enforcement Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id57d31ff049e5446daa309db1976a33f5"><enum>2.</enum><header>Methodology for identifying the country of origin of red snapper imported into the United States</header><subsection id="id927a419e92a04d1e9a7b367a3af9de30"><enum>(a)</enum><header>Definitions</header><text>In this section: </text><paragraph id="id92111e9e3a05496d980abcca8cbd33c7"><enum>(1)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of the National Oceanic and Atmospheric Administration.</text></paragraph><paragraph id="id761a832826244aac8f64121484a0ec23"><enum>(2)</enum><header>Appropriate committees of Congress</header><text>The term <term>appropriate committees of Congress</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="id7be5973092ed4fd3a4b0e2f048500314"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Commerce, Science, and Transportation of the Senate; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id164bf930b82a41d5a609a077aec850f1"><enum>(B)</enum><text display-inline="yes-display-inline">the Committee on Transportation and Infrastructure and the Committee on Natural Resources of the House of Representatives.</text></subparagraph></paragraph><paragraph id="idb9c615bed88a4fae987973ab01d8933d"><enum>(3)</enum><header>Under Secretary</header><text>The term <term>Under Secretary</term> means the Under Secretary of Commerce for Standards and Technology and the Director of the National Institute of Standards and Technology.</text></paragraph></subsection><subsection id="id82ed31074e4e4b7180dc0c288c720cca"><enum>(b)</enum><header>Standard methodology for identification</header><text>The Under Secretary and the Administrator, in consultation with the Commissioner of U.S. Customs and Border Protection and the Commandant of the Coast Guard, shall jointly develop a standard methodology based on chemical analysis for identifying the country of origin of red snapper imported into the United States that—</text><paragraph commented="no" display-inline="no-display-inline" id="id23fedc69cb874440a4e65299a79f036a"><enum>(1)</enum><text display-inline="yes-display-inline">is consistent with the needs of Federal and State law enforcement agencies in combating illegal, unreported, and unregulated fishing;</text></paragraph><paragraph id="ida35d3cf43f6d4caf84e02644301b4def"><enum>(2)</enum><text>minimizes processing time; and</text></paragraph><paragraph id="id4eee215663a44e11a1bbb8fb7fccb08b"><enum>(3)</enum><text>involves the use of a field kit that can be easily carried by one individual.</text></paragraph></subsection><subsection id="id13b4e9f4bad9405e8b26cb519f8c8b54"><enum>(c)</enum><header>Report</header><text>Not later 2 years after the date of the enactment of this Act, the Under Secretary shall submit to the appropriate committees of Congress a report that includes the following: </text><paragraph id="idfbe17b5924de4e33b2b455b7b0f1daea"><enum>(1)</enum><text>A summary of the methodology developed under subsection (b). </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id00dc31067fa34dc7953e435b65230a8f"><enum>(2)</enum><text>A plan for operationalizing the methodology. </text></paragraph><paragraph id="idca1e9679713844dbbfe0613e363f38b6"><enum>(3)</enum><text>Recommendations for further research on identification methods, including other potential applications of the methodology. </text></paragraph></subsection></section></legis-body></bill>
