<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>2d Session</session><legis-num>S. 3814</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20240227">February 27, 2024</action-date><action-desc><sponsor name-id="S355">Mr. Cruz</sponsor> (for himself, <cosponsor name-id="S374">Mr. Cotton</cosponsor>, <cosponsor name-id="S350">Mr. Rubio</cosponsor>, and <cosponsor name-id="S407">Mr. Hagerty</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit actions that would authorize conduct of official United States Government business in the Gaza Strip or the West Bank.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Terminating Unlawful Negligence and Nullifying Exemptions and Licenses to Sanctions Act of 2024</short-title></quote> or the <quote><short-title>TUNNELS Act of 2024</short-title></quote>.</text></section><section id="idf1062a6f8f0747fea446bbaa7854c74c"><enum>2.</enum><header>Prohibition on actions that would authorize conduct of official United States Government business in the Gaza Strip or the West Bank</header><subsection id="id10a73071e97645bb8a75d3fba4213663"><enum>(a)</enum><header>In general</header><text>Beginning on the date of the enactment of this Act, the President may not take any action described in subsection (c) if taking such action would authorize the conduct of the official business of the United States Government by employees, grantees, or contractors thereof in the West Bank or Gaza Strip that would otherwise be prohibited by the Global Terrorism Sanctions Regulations under part 594 of title 31, Code of Federal Regulations (as in effect on December 20, 2022), or the Foreign Terrorist Organizations Sanctions Regulations under part 597 of that title (as in effect on the date of the enactment of this Act).</text></subsection><subsection id="id379821d94cdc4f7d89a5e9f39efeab2f"><enum>(b)</enum><header>Application to existing actions</header><text>Any action described in subsection (c) that was taken before the date of the enactment of this Act is rescinded. </text></subsection><subsection id="ided3de81f3f544402a371e8b24b2eb228"><enum>(c)</enum><header>Actions described</header><text>An action described in this subsection is an action that reduces the application of the Global Terrorism Sanctions Regulations under part 594 of title 31, Code of Federal Regulations (as in effect on December 20, 2022), or the Foreign Terrorist Organizations Sanctions Regulations under part 597 of that title (as in effect on the date of the enactment of this Act), including—</text><paragraph commented="no" display-inline="no-display-inline" id="idd0c034c56eec427a884de82c7849eace"><enum>(1)</enum><text display-inline="yes-display-inline">any termination or waiver of the application of sanctions; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6b32457bca3e4d0b85fabab26a88c23b"><enum>(2)</enum><text display-inline="yes-display-inline">any licensing action; or </text></paragraph><paragraph id="id9e44192afda54a428f2d22655548b986" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">any removal of any person from the list of specially designated nationals and blocked persons maintained by the Office of Foreign Assets Control of the Department of the Treasury. </text></paragraph></subsection></section></legis-body></bill>
