<distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>2d Session</session><legis-num>S. 3807</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20240227">February 27, 2024</action-date><action-desc><sponsor name-id="S422">Mr. Welch</sponsor> (for himself, <cosponsor name-id="S386">Ms. Duckworth</cosponsor>, <cosponsor name-id="S324">Mrs. Shaheen</cosponsor>, <cosponsor name-id="S370">Mr. Booker</cosponsor>, <cosponsor name-id="S413">Mr. Padilla</cosponsor>, <cosponsor name-id="S313">Mr. Sanders</cosponsor>, <cosponsor name-id="S247">Mr. Wyden</cosponsor>, and <cosponsor name-id="S341">Mr. Blumenthal</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Food and Nutrition Act of 2008 to allow for deductions of student loan payments from income.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section id="id12228cf804e54e8fa891fb678d87a8e6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Student Loan Deduction Act of 2024</short-title></quote>.</text></section><section section-type="subsequent-section" id="S1"><enum>2.</enum><header>Deduction for student loan payments</header><text display-inline="no-display-inline">Section 5(e) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2014">7 U.S.C. 2014(e)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id7EEDE1889D6C421BB2498F9A682072CF"><paragraph id="idf27fca001084481a8e590291b4ad8c92"><enum>(7)</enum><header>Deduction for student loan payments</header><subparagraph commented="no" display-inline="no-display-inline" id="idf354f68a00624527989595958403b4f3"><enum>(A)</enum><header>Definition of student loan</header><text>In this paragraph, the term <term>student loan</term> means any of the following:</text><clause commented="no" display-inline="no-display-inline" id="ide429179570aa4516805a0dff80c20202"><enum>(i)</enum><text display-inline="yes-display-inline">A loan that is made, insured, or guaranteed under title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070">20 U.S.C. 1070 et seq.</external-xref>).</text></clause><clause commented="no" display-inline="no-display-inline" id="ide079764e7a574c3eb8a3452952158b05"><enum>(ii)</enum><text>A private education loan (as defined in section 140(a) of the Truth in Lending Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1650">15 U.S.C. 1650(a)</external-xref>)).</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6ea0fb446f8242f68c5953e0923007f4"><enum>(B)</enum><header display-inline="yes-display-inline">Deduction</header><text>Beginning 180 days after the date of enactment of this paragraph, a household shall be entitled, at certification or recertification, as applicable, with respect to expenses other than expenses paid on behalf of the household by a third party, to a deduction for the amount of monthly payments made by a household member on a student loan of that household member or any other household member.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
