which was read twice and referred to the <committee-name committee-id="SSHR00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><action stage="Reported-in-Senate"><action-date date="20240618">June 18, 2024</action-date><action-desc>Reported by <sponsor name-id="S313">Mr. Sanders</sponsor>, with an amendment</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction></action><legis-type>A BILL</legis-type><official-title>To amend the Public Health Service Act to reauthorize the BOLD Infrastructure for Alzheimer’s Act, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one" changed="deleted" reported-display-style="strikethrough" committee-id="SSHR00"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Building Our Largest Dementia Infrastructure for Alzheimer's Reauthorization Act of 2024</short-title></quote> or the <quote><short-title>BOLD Infrastructure for Alzheimer's Reauthorization Act of 2024</short-title></quote>.</text></section><section id="ide746df7869574f938bf29655b4394c03" changed="deleted" reported-display-style="strikethrough" committee-id="SSHR00"><enum>2.</enum><header>Extension of programs with respect to Alzheimer's disease and related dementias</header><subsection commented="no" display-inline="no-display-inline" id="idc7dfed3acf424d4aa0c019019fc4543c"><enum>(a)</enum><header display-inline="yes-display-inline">Cooperative agreements to States and public health departments for Alzheimer’s disease and related dementias</header><text>Section 398 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280c-3">42 U.S.C. 280c–3</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id3732fd2a1426475ba7d623c357aaecab"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idf7ce0ace529948a8ab186b05cf6d204d"><enum>(A)</enum><text display-inline="yes-display-inline">in the matter preceding paragraph (1), by striking <quote>in coordination with the Director of the Centers for Disease Control and Prevention and</quote> and inserting <quote>acting through the Director of the Centers for Disease Control and Prevention, and in coordination with</quote>; and</text></subparagraph><subparagraph id="idf09d7fcb464241b69f1e82e4a88bf2be"><enum>(B)</enum><text>in paragraph (7), by adding a period at the end; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id47ef2034beae4997b0e6166a76786c08"><enum>(2)</enum><text>by transferring subsection (f) to appear after subsection (e).</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id3ec2f04ceb944a499326541770084ae3"><enum>(b)</enum><header>Promotion of public health knowledge and awareness of Alzheimer’s disease and related dementias</header><text>Section 398A(a) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280c-4">42 U.S.C. 280c–4(a)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id68554039ea9141489d7b4964d9cfa8fe"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), in the matter preceding subparagraph (A), by striking <quote>in coordination with the Director of the Centers for Disease Control and Prevention and the heads of other agencies as</quote> and inserting <quote>acting through the Director of the Centers for Disease Control and Prevention, and in coordination with the heads of other agencies, as</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id380dbd49fb8f48c6a275867b69811635"><enum>(2)</enum><text>in paragraph (2)(C)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id5d66c9a3d8364041a98e27efc2ce8fd5"><enum>(A)</enum><text display-inline="yes-display-inline">in clause (vii), by striking <quote>; and</quote> and inserting a semicolon;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4f01bb8010bb416f8d7a85b48d08c821"><enum>(B)</enum><text>by redesignating clause (viii) as clause (ix); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd9253eada39c41808970af00b2785787"><enum>(C)</enum><text>by inserting after clause (vii) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id2BD01D140F1244C6BC218ECF67CFFB0F" changed="deleted" reported-display-style="strikethrough" committee-id="SSHR00"><clause id="id63c55f76be3b4b648b51726d1f4a6c86"><enum>(viii)</enum><text>identifying and translating findings from clinical trials and other studies on Alzheimer's disease and related dementias, including studies on risk reduction, for application and integration into effective and sustained community-level evidence-based practices, interventions, and policies; and</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ide247b73d9eba42cc93c0adb99442b694"><enum>(c)</enum><header display-inline="yes-display-inline">Reauthorization of programs</header><text display-inline="yes-display-inline">Section 398B(e) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280c-5">42 U.S.C. 280c–5(e)</external-xref>) is amended by inserting <quote>, and $33,000,000 for each of fiscal years 2025 through 2029</quote> before the period at the end.</text></subsection></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section id="idcf76f199-9865-4e1c-beb8-5e081e4023b1" section-type="section-one" changed="added" reported-display-style="italic" committee-id="SSHR00"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Building Our Largest Dementia Infrastructure for Alzheimer's Reauthorization Act of 2024</short-title></quote> or the <quote><short-title>BOLD Infrastructure for Alzheimer's Reauthorization Act of 2024</short-title></quote>.</text></section><section id="id21a9a6a5-c256-4d64-8bb2-5b946cf7c9cc" changed="added" reported-display-style="italic" committee-id="SSHR00"><enum>2.</enum><header>Extension of programs with respect to Alzheimer's disease and related dementias</header><subsection commented="no" display-inline="no-display-inline" id="id61ee7894-e20f-4cdc-9da7-d8a73e38ffb0"><enum>(a)</enum><header display-inline="yes-display-inline">Cooperative agreements to States and public health departments for Alzheimer’s disease and related dementias</header><text>Section 398 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280c-3">42 U.S.C. 280c–3</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id9c7b8b59-af9e-464f-b99d-12b2b146cb1d"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id62650e3d-abfd-42ef-9d8c-1d615c349650"><enum>(A)</enum><text display-inline="yes-display-inline">in the matter preceding paragraph (1)—</text><clause commented="no" display-inline="no-display-inline" id="id5f0a3c329e644fc29f984fd78fe68979"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>in coordination with the Director of the Centers for Disease Control and Prevention and the heads of other agencies</quote> and inserting <quote>acting through the Director of the Centers for Disease Control and Prevention, and in coordination with the heads of other relevant Federal departments and agencies</quote>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idc783188c03b044be8551662dca1db0ba"><enum>(ii)</enum><text>by striking <quote>tribes</quote> and inserting <quote>Tribes</quote>;</text></clause></subparagraph><subparagraph id="id730bf027-13dc-4f3d-932f-494fd783aa66"><enum>(B)</enum><text>in paragraph (7), by striking <quote>or the Director of the Centers for Disease Control and Prevention, as appropriate</quote> and inserting <quote>, as appropriate.</quote>; </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcdac835bba894b818c756c1c844ce4b3"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (c)(1), by striking <quote>or Director of the Centers for Disease Control and Prevention</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4017020beef8459f8a7aa81af82ffcf8"><enum>(3)</enum><text>in subsection (e), by striking <quote>Indian tribe</quote> each place it appears and inserting <quote>Indian Tribe</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idae592e5e-156d-42c8-a1fd-49296d7c263a"><enum>(4)</enum><text>by transferring subsection (f) to appear after subsection (e); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idfbd2299364644f1f8c4b147e75598021"><enum>(5)</enum><text>by striking <quote>tribal</quote> each place it appears and inserting <quote>Tribal</quote>.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id89d912ba-87a6-4c45-92e1-ee944b606f6b"><enum>(b)</enum><header>Promotion of public health knowledge and awareness of Alzheimer’s disease and related dementias</header><text>Section 398A of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280c-4">42 U.S.C. 280c–4</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id1636a265662c40d7bc934c89fd8f6151"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id086fa6a3-6e06-40dc-b10e-f7cd087137ff"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), in the matter preceding subparagraph (A), by striking <quote>in coordination with the Director of the Centers for Disease Control and Prevention and the heads of other agencies as</quote> and inserting <quote>acting through the Director of the Centers for Disease Control and Prevention, and in coordination with the heads of other relevant Federal departments and agencies, as</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8d480657-c855-41d1-8e3b-907ca6aa35e0"><enum>(B)</enum><text>in paragraph (2)(C)—</text><clause commented="no" display-inline="no-display-inline" id="idfed38c46-0773-4dca-b089-e0c644d81a96"><enum>(i)</enum><text display-inline="yes-display-inline">in clause (vii), by striking <quote>; and</quote> and inserting a semicolon;</text></clause><clause commented="no" display-inline="no-display-inline" id="id90d043fac5694ca2b90aa56daf3dabdc"><enum>(ii)</enum><text>in clause (viii), by striking <quote>or the Director of the Centers for Disease Control and Prevention</quote>;</text></clause><clause commented="no" display-inline="no-display-inline" id="idd0944bf8-0655-4469-a357-5278d4a717f1"><enum>(iii)</enum><text>by redesignating clause (viii) as clause (ix); and</text></clause><clause commented="no" display-inline="no-display-inline" id="idd3db3ed3-da65-4766-8b6b-7dfae73a232e"><enum>(iv)</enum><text>by inserting after clause (vii) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="ida6e98397-98b7-4ebb-a377-94d82d6252dc" changed="added" reported-display-style="italic" committee-id="SSHR00"><clause id="id71561f51-ecbe-494f-8547-362c72634b35"><enum>(viii)</enum><text>identifying and translating findings from clinical trials and other studies on Alzheimer's disease and related dementias, including studies related to reducing risk of cognitive decline or impairment, into evidence-based practices and interventions; and</text></clause><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph></paragraph><paragraph id="idb87ff366bccc4ef486f1506794be5be0"><enum>(2)</enum><text>by striking <quote>tribal</quote> each place it appears and inserting <quote>Tribal</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1dfa22e5840d456894dfce699132e60f"><enum>(3)</enum><text>by striking <quote>Indian tribes</quote> each place it appears and inserting <quote>Indian Tribes</quote>.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idb95b98ad-d17d-4c16-80d9-2aa95cd5b72b"><enum>(c)</enum><header display-inline="yes-display-inline">Reauthorization of programs</header><text display-inline="yes-display-inline">Section 398B of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280c-5">42 U.S.C. 280c–5</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id5db363b7076d40ef9fbbe04273ff5e88"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (d)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idb838802cab2f4f0fb4f8ac66762b9876"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>tribe</quote> and inserting <quote>Tribe</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8b20a80de3a54ee2b6ae22afe032ae4b"><enum>(B)</enum><text>by striking <quote>tribal</quote> and inserting <quote>Tribal</quote>;
