<bill bill-type="olc" bill-stage="Introduced-in-Senate" dms-id="A1" public-private="public" slc-id="S1-BAI24023-K16-XS-GNP"><form><distribution-code display="yes">II</distribution-code><congress>118th CONGRESS</congress><session>2d Session</session><legis-num>S. 3741</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20240206">February 6, 2024</action-date><action-desc><sponsor name-id="S365">Mr. Scott of South Carolina</sponsor> (for himself, <cosponsor name-id="S420">Mr. Schmitt</cosponsor>, <cosponsor name-id="S395">Mrs. Hyde-Smith</cosponsor>, <cosponsor name-id="S323">Mr. Risch</cosponsor>, <cosponsor name-id="S389">Mr. Kennedy</cosponsor>, and <cosponsor name-id="S397">Mr. Braun</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit the Secretary of Health and Human Services from restricting funding for pregnancy centers.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HBBB03770B19C47C3B64F0127966F81EE"><pagebreak></pagebreak><section section-type="section-one" id="HC33FA7C576D24776ACE2CA5BCB3323A0"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Pregnant and Parenting Women and Families Act</short-title></quote>.</text></section><section id="H20849E347CFC4CEFAC4F911F65E697CD"><enum>2.</enum><header>Prohibition on discrimination against pregnancy centers</header><subsection id="HA18328F184C64A90BDABAE33AD31007E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services may not finalize, implement, or enforce, with respect to expenditures for any pregnancy center, the modification to section 263.11 of title 45, Code of Federal Regulations, as described in the proposed regulation set forth beginning on page 67697 of volume 88 of the Federal Register, or any substantially similar regulatory action.</text></subsection><subsection id="H6852E11234A944049C8C9FF7CB807575"><enum>(b)</enum><header>Definition of pregnancy center</header><text display-inline="yes-display-inline">In subsection (a), the term <term>pregnancy center</term> means any organization, such as a pregnancy resource center, pregnancy help center or organization, or pregnancy medical center, that—</text><paragraph id="HC3C0E41884D444B2913F12EEF3A8C4FE"><enum>(1)</enum><text>supports protecting the life of the mother and the unborn child; and</text></paragraph><paragraph id="HDE59E09A0C3D4ED7A5CDD5DB3059C990"><enum>(2)</enum><text>offers resources and services to mothers, fathers, and families, including but not limited to relationship counseling, prenatal and pregnancy education, pregnancy testing, diapers, baby clothes, or material supports.</text></paragraph></subsection></section></legis-body></bill>
