which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 38, United States Code, to authorize pre-enrollment of certain combat service members of the Armed Forces in the system of annual patient enrollment of the Department of Veterans Affairs.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Combat Veterans Pre-Enrollment Act of 2024</short-title></quote>.</text></section><section id="id85b13871a7a346a7a53a17d7d879149f"><enum>2.</enum><header>Pre-enrollment of certain combat service members of the Armed Forces in the patient enrollment system of the Department of Veterans Affairs</header><subsection commented="no" display-inline="no-display-inline" id="id77062469168c404fa7ffe0930509f694"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 1705 of title 38, United States Code, is amended by adding at the end the following new subsection:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id97435D4A30D5498F931C2376054F608C"><subsection commented="no" display-inline="no-display-inline" id="ida0d3b7b1f509478c99d7b97c9f0d6482"><enum>(e<superscript></superscript>)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id37bed44ea4984c3e91203850ce01269b"><enum>(1)</enum><text>The Secretary may pre-enroll in the system of annual patient enrollment established and operated under subsection (a) a member of the Armed Forces during the 180-day period before the separation of such member from service in the Armed Forces if the Secretary determines such member would be eligible for enrollment under such subsection and would be described in section 1710(e)(1)(D) of this title upon separating from such service.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8fabc70845c64a739f2fe89bff919775" indent="up1"><enum>(2)</enum><text>In this subsection, the term <term>pre-enroll</term> means, with respect to a member of the Armed Forces, all activities necessary to permit a final enrollment determination with respect to the enrollment of such member in the system of annual patient enrollment established and operated under subsection (a) immediately upon the separation of such member from the Armed Forces.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id5ddb42bcbe824e1085118fe1347967f8"><enum>(b)</enum><header>Establishment of pre-Enrollment mechanism</header><paragraph commented="no" display-inline="no-display-inline" id="id73374e28fb62402c8e34dc7b6f629a8b"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs and the Secretary of Defense shall establish a mechanism to permit pre-enrollment of members of the Armed Forces in the system of annual patient enrollment of the Department of Veterans Affairs pursuant to section 1705(e) of title 38, United States Code, as added by subsection (a). </text></paragraph><paragraph id="idf0c21b5d89dc436e9f436ed98d468f5b"><enum>(2)</enum><header>Briefings on initial implementation</header><subparagraph commented="no" display-inline="no-display-inline" id="id582a5c2716a14a61b6957baa63e72bce"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than each of 180 days, one year, and two years after the date of the enactment of this Act, the Department of Veterans Affairs-Department of Defense Joint Executive Committee established under section 320 of title 38, United States Code, shall provide to the appropriate committees of Congress a briefing on the implementation of the mechanism required under paragraph (1). </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0894ad3bbec14720ba313b5cdcf5fd11"><enum>(B)</enum><header>Appropriate committees of Congress defined</header><text>In this paragraph, the term <term>appropriate committees of Congress</term> means—</text><clause commented="no" display-inline="no-display-inline" id="idf1b0445f327e4515b1fb30f8cb411b99"><enum>(i)</enum><text>the Committee on Veterans’ Affairs and the Committee on Armed Services of the Senate; and</text></clause><clause id="id00F6CFBA60B84933AAF9EA4429F4B547" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text>the Committee on Veterans’ Affairs and the Committee on Armed Services of the House of Representatives. </text></clause></subparagraph></paragraph></subsection><subsection id="ide23dea7c703f47de945a8245290e43c8"><enum>(c)</enum><header>Annual report</header><text>Section 8111(f)(2) of title 38, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idc2e28db105ec4b8999697d747b0cf10a"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (E) and (F) as subparagraphs (F) and (G), respectively; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id42dbfe41c799434a8c55cd43b76e87aa"><enum>(2)</enum><text>by inserting after subparagraph (D) the following new subparagraph (E):</text><quoted-block style="OLC" display-inline="no-display-inline" id="id22757130DDE44C5DA0F96702741E44FE"><subparagraph commented="no" display-inline="no-display-inline" id="id3c67accd97c54ef281a48fdffe04dc5a" indent="up1"><enum>(E)</enum><text>With respect to the pre-enrollment of members of the Armed Forces in the system of annual patient enrollment of the Department under section 1705(e) of this title during the preceding fiscal year, the following:</text><clause id="idb36718642e354990bc56ea5d8b018411"><enum>(i)</enum><text>The number of such members who pre-enrolled in such system.</text></clause><clause id="id48e968331c2b449eaa3d514c19fa60a9"><enum>(ii)</enum><text>The number of such members who applied for pre-enrollment but were denied final enrollment in such system.</text></clause><clause id="idd16744eb761049b79b85f60bbf01ac17"><enum>(iii)</enum><text>Aggregated demographic information for such members, including age, ethnicity, length of service, military rank, and branch of service.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
