which was referred to the <committee-name committee-id="HHA00">Committee on House Administration</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Requiring each full-time employee of the House of Representatives to complete active shooter training during each Congress, and for other purposes.</official-title></form><resolution-body style="OLC" id="H97A82E6AB01548FBB7C05332884D3946"><section display-inline="no-display-inline" section-type="section-one" id="H2A3DCB540F144689B56748AA649A28BB"><enum>1.</enum><header>Mandatory completion of active shooter training for full-time House employees</header><subsection id="H3301098410C94FDA99BA852BF9FE7D6A"><enum>(a)</enum><header>Requiring training for all full-Time employees of the House</header><paragraph id="H30402842784F443BA941A1EAEC3AD3BA"><enum>(1)</enum><header>Requirement</header><text display-inline="yes-display-inline">Not later than 60 days after the date of the adoption of this resolution, the Committee on House Administration shall issue regulations to require each full-time employee of the House of Representatives to complete active shooter training during each Congress.</text></paragraph><paragraph id="H63A68724652442C8B76E37527D5E4926"><enum>(2)</enum><header>Offering training to others serving in House offices</header><text display-inline="yes-display-inline">For purposes of this resolution, to the extent practicable, the training under <internal-xref idref="H30402842784F443BA941A1EAEC3AD3BA" legis-path="1.(a)(1)">paragraph (1)</internal-xref> shall be offered to individuals serving as Members of the House of Representatives (including Delegates and the Resident Commissioner), individuals serving as officers of the House, part-time employees of the House, individuals serving in an office of the House as an intern, participants in a fellowship program, and detailees from another office of the Federal government, but such individuals shall not be required to complete the training.</text></paragraph><paragraph id="HDC198F81159E4EDA817E4D4B920210FC"><enum>(3)</enum><header>Appropriateness of training based on location of office</header><text display-inline="yes-display-inline">The program required under this subsection shall provide training for employees of an office which is appropriate for the needs of the office, taking into account whether the office is located in a House office building or in a Congressional district office.</text></paragraph></subsection><subsection id="HA5624426225442FB924BE2D202EDF981"><enum>(b)</enum><header>Availability of remote training</header><text display-inline="yes-display-inline">The program required under <internal-xref idref="H3301098410C94FDA99BA852BF9FE7D6A" legis-path="1.(a)">subsection (a)</internal-xref> shall be provided remotely and no individual shall be required to receive training under the program in person, except that an individual may, at the individual’s option, receive training under the program in person beginning with the second session of the One Hundred Nineteenth Congress.</text></subsection><subsection id="HBDBEDD20B94142C5809826C97A244CDE"><enum>(c)</enum><header>Use of existing House resources</header><text display-inline="yes-display-inline">To the greatest extent practicable, the program required under this section shall be carried out by the Office of the Sergeant at Arms, in consultation with the United States Capitol Police, through the use of existing resources, including video recording and programming, of the House of Representatives.</text></subsection><subsection id="HDC862876C3C541ECB6DC0DC29C32728E"><enum>(d)</enum><header>Inclusion in other required training</header><text display-inline="yes-display-inline">For the purposes of the requirement under <internal-xref idref="H3301098410C94FDA99BA852BF9FE7D6A" legis-path="1.(a)">subsection (a)</internal-xref>, the training described in such subsection may be combined with other training required by the House. </text></subsection><subsection id="H3E48C8AEB8E043198C3A84CD2C526386"><enum>(e)</enum><header>Deadline for completion of training</header><text display-inline="yes-display-inline">Under the regulations issued by the Committee on House Administration under <internal-xref idref="H3301098410C94FDA99BA852BF9FE7D6A" legis-path="1.(a)">subsection (a)</internal-xref>, an individual shall complete the program of training required under such subsection, and a certificate of completion of such training shall be added to the individual’s training record under the Congressional Staff Academy—</text><paragraph id="H009CE9F34EAE473BAA6DDACB7972FF71"><enum>(1)</enum><text display-inline="yes-display-inline">in the case of an individual who is serving as a full-time employee of the House as of the first day of the second session of Congress, not later than December 31 of the year in which the session begins; or</text></paragraph><paragraph id="H16A7FA837B8E4E48BFF736C46974DDDF"><enum>(2)</enum><text display-inline="yes-display-inline">in the case of any other individual, not later than 60 days after the date the individual first becomes a full-time employee of the House during the session.</text></paragraph></subsection><subsection id="HA6580F1C51D846F3816A9C31CD861BD9"><enum>(f)</enum><header>Effective date</header><text>This section shall apply with respect to the One Hundred Nineteenth Congress and each succeeding Congress.</text></subsection></section></resolution-body></resolution>
