<official-title display="yes">Strongly condemning the rise of antisemitism on campuses of institutions of higher education across the United States.</official-title>

<preamble> 
<whereas><text>Whereas, on October 7, 2023, Hamas terrorists perpetrated the deadliest attack against Jewish people since the Holocaust;</text></whereas> <whereas><text>Whereas, since the terrorist attack on Israel by Hamas on October 7, Hillel International has tracked a 700-percent increase in antisemitic incidents on campuses of institutions of higher education over the same period last year;</text></whereas> 
<whereas><text>Whereas Jewish students, Israeli students, and students perceived to be Jewish have been targeted with threats, violence, and constant harassment;</text></whereas> <whereas commented="no"><text>Whereas title VI of the Civil Rights Act of 1964 (<external-xref legal-doc="usc" parsable-cite="usc/42/2000d">42 U.S.C. 2000d et seq.</external-xref>) requires that institutions of higher education receiving Federal financial assistance ensure that students are not subject to discrimination based on race, color, or national origin; </text></whereas> 
<whereas commented="no"><text>Whereas Executive Order 13899 (84 Fed. Reg. 68779; relating to enforcing title VI of the Civil Rights Act of 1964 against prohibited forms of discrimination rooted in antisemitism), the September 28, 2023, White House statement titled <quote>Fact Sheet: Biden-Harris Administration Takes Landmark Step to Counter Antisemitism</quote>, and Dear Colleague letters issued by the Department of Education on May 25, 2023, and November 7, 2023, make clear the protections guaranteed by title VI of the Civil Rights Act of 1964 (<external-xref legal-doc="usc" parsable-cite="usc/42/2000d">42 U.S.C. 2000d et seq.</external-xref>) include protections against antisemitism;</text></whereas> <whereas><text>Whereas, according to the Anti-Defamation League, anti-Zionist student groups in more than 50 campuses of institutions of higher education across the United States have established <quote>encampments</quote>;</text></whereas> 
<whereas><text>Whereas the protests taking place at these encampments have been a hotbed of blatantly antisemitic rhetoric and action;</text></whereas> <whereas><text>Whereas many protestors participating in these encampments have expressed explicit support for Hamas terrorism and urged Hamas to commit further violence against Israel;</text></whereas> 
<whereas><text>Whereas some protestors in these encampments have directly confronted Jewish students on or near campus and used antisemitic rhetoric; and</text></whereas> <whereas><text>Whereas many administrators of institutions of higher education have allowed these encampments to continue on their campuses and enabled these activities: Now, therefore, be it</text></whereas></preamble>

<section display-inline="yes-display-inline" section-type="undesignated-section" id="H40DA3EAC7BF74A8EBBEE4F012F25EA6C"><text>That the House of Representatives—</text> <paragraph id="HFD992BD3359F4F70A5EEAFC0C44FEE89"><enum>(1)</enum><text>strongly condemns—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="H172F4CC8AA0D4E008930E46D60A8D8D9"><enum>(A)</enum><text display-inline="yes-display-inline">the rise of antisemitism on campuses of institutions of higher education across the United States; and</text></subparagraph> <subparagraph id="H39A96A6AD24A4932BE2C364E21CFC405"><enum>(B)</enum><text>administrators of institutions of higher education who have enabled ongoing antisemitism on their campuses;</text></subparagraph></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H1C11B86DD1B54681B55C3AE8485AFD46"><enum>(2)</enum><text>urges the Department of Education to take necessary actions to ensure that institutions of higher education are complying with title VI of the Civil Rights Act of 1964 (<external-xref legal-doc="usc" parsable-cite="usc/42/2000d">42 U.S.C. 2000d et seq.</external-xref>) and that students, including Jewish students, are not experiencing discrimination in violation of such title VI; and</text></paragraph> <paragraph id="HF6C465473F344266A27C24E3C1DA8F3F"><enum>(3)</enum><text display-inline="yes-display-inline">urges the executive branch of the Federal Government to withhold Federal funds from institutions of higher education that are not complying with such title VI or are enabling protests that result in discrimination in violation of such title VI.</text></paragraph></section>
