RES. 1216</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240510">May 10, 2024</action-date><action-desc><sponsor name-id="B001281">Mrs. Beatty</sponsor> (for herself and <cosponsor name-id="F000466">Mr. Fitzpatrick</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Expressing support for the goals and ideals of National Stroke Awareness Month.</official-title></form><preamble><whereas><text>Whereas stroke, also known as a cerebrovascular accident, is an acute neurologic injury that occurs when the blood supply to a part of the brain is interrupted by a clot in the artery or a burst of the artery;</text></whereas><whereas><text>Whereas stroke is a medical emergency that can cause permanent neurologic damage or even death if not promptly diagnosed and treated;</text></whereas><whereas><text>Whereas in the United States, stroke is now the fifth leading cause of death;</text></whereas><whereas><text>Whereas 1 person in the United States dies from stroke every 3 minutes and 14 seconds;</text></whereas><whereas><text>Whereas every year, approximately 795,000 people in the United States experience a new or recurrent stroke;</text></whereas><whereas><text>Whereas, in the United States, the total annual costs from stroke are $103,500,000,000 annually, with indirect costs (lost productivity and premature death) at $68,300,000,000;</text></whereas><whereas><text>Whereas the total annual costs of stroke in the United States are projected to increase to $240,670,000,000 by 2030, an increase of 129 percent from 2012;</text></whereas><whereas><text>Whereas stroke is a leading cause of serious long-term disability;</text></whereas><whereas><text>Whereas those disabilities may require ongoing physical, occupational, speech-language, and other therapy and surgeries;</text></whereas><whereas><text>Whereas the permanent health concerns and treatments resulting from stroke have a considerable impact on children, families, and society;</text></whereas><whereas><text>Whereas the Centers for Disease Control and Prevention advises that the most effective stroke treatments are available only if the stroke is recognized and diagnosed within 3 hours of the first symptoms and recommends the public be familiar with and use the mnemonic F.A.S.T. to identify the signs and symptoms of stroke, including— </text><paragraph id="HAF4647CB3C3147BFA5A73DFB6DE1D544"><enum>(1)</enum><text display-inline="yes-display-inline">F—Face Drooping: <quote>Ask the person to smile. Does one side of the face droop?</quote>; </text></paragraph><paragraph id="H3928269720CE47BFA2D86768CDB78A97"><enum>(2)</enum><text>A—Arm Weakness: <quote>Ask the person to raise both arms. Does one arm drift downward?</quote>;</text></paragraph><paragraph id="HB678E5E38F284B639D644D5053634E92"><enum>(3)</enum><text>S—Speech Difficulty: <quote>Ask the person to repeat a simple phrase. Is the speech slurred or strange?</quote>; and </text></paragraph><paragraph id="H1757CD1C7E3844968CD8B214111CF9E1"><enum>(4)</enum><text>T—Time to Call 9–1–1: <quote>If you see any of these signs, call 9–1–1 right away.</quote>; and</text></paragraph></whereas><whereas><text>Whereas May is recognized as National Stroke Awareness Month: Now, therefore, be it</text></whereas></preamble><resolution-body style="traditional" id="H2A1AA932B7064835B599788D7F8C9922"><section display-inline="yes-display-inline" section-type="undesignated-section" id="HAF7000E1FD294336B05AC8348206D10F"><enum/><text>That the House of Representatives—</text><paragraph id="HA64390C3D3734BE681C939F4E270BE8E"><enum>(1)</enum><text display-inline="yes-display-inline">supports the goals and ideals of National Stroke Awareness Month;</text></paragraph><paragraph id="HF64C8E84BF734C7DAB6CE7255B29B87A"><enum>(2)</enum><text>encourages the people of the United States to support the efforts, programs, services, and advocacy of organizations that work to enhance public awareness of stroke; and</text></paragraph><paragraph id="HEA4D164697F54D739AA30A64282A9E56"><enum>(3)</enum><text display-inline="yes-display-inline">encourages continued coordination and cooperation between government, researchers, families, and the public to improve prognoses by increasing access to timely treatments for individuals who suffer strokes.</text></paragraph></section></resolution-body></resolution>
