which was referred to the <committee-name committee-id="HED00">Committee on Education and the Workforce</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Supporting the designation of the week of April 29 through May 3, 2024, as <quote>National Specialized Instructional Support Personnel Appreciation Week</quote>.</official-title></form><preamble><whereas><text>Whereas there are more than 1,000,000 specialized instructional support personnel serving the schools and students of the United States, including—</text><paragraph id="idA49F73147C9E4742B5E3B93CC6B64DCB"><enum>(1)</enum><text>school counselors;</text></paragraph><paragraph id="id13FE23093A9A4978AB109B5B759FE9A6"><enum>(2)</enum><text>school social workers;</text></paragraph><paragraph id="idBCA38FEC58964795B69FB6F4E42D2A04"><enum>(3)</enum><text>school psychologists; and</text></paragraph><paragraph id="id46D6237367A74C2B9DE3DAFE3279358C"><enum>(4)</enum><text>other qualified professional personnel, such as—</text><subparagraph id="idEA6612BCAD404989912B40290E42C5D1"><enum>(A)</enum><text>school nurses;</text></subparagraph><subparagraph id="idB3B81FFC1DC845AEB0AE704A5FAE1948"><enum>(B)</enum><text>psychologists;</text></subparagraph><subparagraph id="id0204522B285642CEB4EF43A97C9022A7"><enum>(C)</enum><text>social workers;</text></subparagraph><subparagraph id="id4F63E4C151304CEE9AE667B6E5726B4A"><enum>(D)</enum><text>occupational therapists;</text></subparagraph><subparagraph id="idAF36EC8D867347B7B4919A2BFB5551B7"><enum>(E)</enum><text>physical therapists;</text></subparagraph><subparagraph id="id4AAF702D0F424834A3983C2B2941E573"><enum>(F)</enum><text>art therapists;</text></subparagraph><subparagraph id="id7F4874236A9D43CFB4A2D604989F00A2"><enum>(G)</enum><text>dance/movement therapists;</text></subparagraph><subparagraph id="id8E93A2AA94CE4B2584497EFC975BB23B"><enum>(H)</enum><text>music therapists;</text></subparagraph><subparagraph id="idCC8D2197FF8049C696990F2E14D6FDBD"><enum>(I)</enum><text>speech-language pathologists; and</text></subparagraph><subparagraph id="id7C5F6F99039E410890E662F5D4DDF7C0"><enum>(J)</enum><text>audiologists;</text></subparagraph></paragraph></whereas><whereas><text>Whereas specialized instructional support personnel provide school-based prevention and early intervention services to reduce barriers to learning;</text></whereas><whereas><text>Whereas specialized instructional support personnel work with teachers, school leaders, and parents to ensure that all students are successful in school;</text></whereas><whereas><text>Whereas specialized instructional support personnel encourage multidisciplinary collaboration to promote student and school success;</text></whereas><whereas><text>Whereas specialized instructional support personnel provide educational, social, emotional, and behavioral interventions and activities that support—</text><paragraph id="id27BCACB9E53640988C6E791FA75896AE"><enum>(1)</enum><text>student learning; and</text></paragraph><paragraph id="id2D5BB2EADE574098B63D29F9200B634B"><enum>(2)</enum><text>teaching;</text></paragraph></whereas><whereas><text>Whereas specialized instructional support personnel help to create environments that are safe, supportive, and conducive to learning;</text></whereas><whereas><text>Whereas safe and supportive school environments are associated with improved academic performance;</text></whereas><whereas><text>Whereas specialized instructional support personnel support—</text><paragraph id="id7BA7368E7B0546CD800B74840E5287A0"><enum>(1)</enum><text>student communication;</text></paragraph><paragraph id="idF8703B52003C466B810FDCDD08325EDF"><enum>(2)</enum><text>the development of social skills by students;</text></paragraph><paragraph id="idCDAF4678F03F4D0190A455DB18FAEBAF"><enum>(3)</enum><text>the physical wellness of students;</text></paragraph><paragraph id="idA59FCC01A76E402B8E002CC43C484640"><enum>(4)</enum><text>the physical development of students; and</text></paragraph><paragraph id="idBFB8C33A555D4523B040E1B5188B507B"><enum>(5)</enum><text>the behavioral, emotional, and mental health of students; and</text></paragraph></whereas><whereas><text>Whereas specialized instructional support personnel serve all students who struggle with barriers to learning: Now, therefore, be it</text></whereas></preamble><resolution-body style="OLC" id="HA1D28091318949C7889DCEFF8BE72CEA"><section display-inline="yes-display-inline" section-type="undesignated-section" id="HD80285B9EADA415E9F31DE99B0149AAE"><text>That the House of Representatives—</text><paragraph id="H1EEF65D07274442789A2F37DB4D6E8DC"><enum>(1)</enum><text>supports the designation of <quote>National Specialized Instructional Support Personnel Appreciation Week</quote>;</text></paragraph><paragraph id="HEB1B7F381D9C45E5B41ED67BDCF1241B"><enum>(2)</enum><text>recognizes that specialized instructional support personnel implement evidence-based practices to improve student outcomes;</text></paragraph><paragraph id="H6DAFCAA30F37497DB257C7B1EB623085"><enum>(3)</enum><text>commends—</text><subparagraph id="HEA7599972CCB4226B4239ED7D8BA8CE9"><enum>(A)</enum><text>those individuals who work as specialized instructional support personnel; and</text></subparagraph><subparagraph id="H2573A69F6BFF4C989088995E092016EA"><enum>(B)</enum><text>the individuals and organizations that support the efforts made by specialized instructional support personnel to promote and improve the availability of specialized instructional support services;</text></subparagraph></paragraph><paragraph id="HF87B697C23E04939BB60A3112B300612"><enum>(4)</enum><text>encourages Federal, State, and local policymakers to work together to raise awareness of the importance of specialized instructional support personnel in school climate and education efforts;</text></paragraph><paragraph id="H9222519E04D3447BBF93B32D2EAB1A39"><enum>(5)</enum><text>recognizes the important role of specialized instructional support personnel in efforts to improve mental health, reduce drug use, and improve overall community safety for students; and</text></paragraph><paragraph id="H6F75826CA15A480BB199CC7C3A311E75"><enum>(6)</enum><text display-inline="yes-display-inline">encourages experts to share best practices related to specialized instructional support and specialized instructional support personnel so that others can replicate the success of those experts.</text></paragraph></section></resolution-body></resolution>
