<whereas><text>Whereas President Joe Biden and Secretary of Homeland Security Alejandro Mayorkas have created the worst border security crisis in the Nation’s history;</text></whereas> <whereas><text>Whereas President Biden, beginning on day one of his administration, systematically dismantled effective border security measures and interior immigration enforcement;</text></whereas>
<whereas><text>Whereas the Biden administration’s open-borders policies have incentivized 9,500,000 illegal aliens from all around the world, including criminal aliens and suspected terrorists, to arrive at the southwest border;</text></whereas> <whereas><text>Whereas the Biden administration has allowed at least 6,400,000 illegal aliens from the southwest border to travel to American communities;</text></whereas>
<whereas><text>Whereas current immigration law allows for the United States to enter into asylum cooperative agreements with other countries to allow for the removal of certain aliens seeking asylum in the United States;</text></whereas> <whereas><text>Whereas asylum cooperative agreements provide the United States with another tool to reduce the incentives for illegal immigration;</text></whereas>
<whereas><text>Whereas asylum cooperative agreements increase cooperation with United States allies in the Western Hemisphere and around the world and promote shared responsibility;</text></whereas> <whereas><text>Whereas the previous administration announced asylum cooperative agreements with El Salvador, Guatemala, and Honduras;</text></whereas>
<whereas><text>Whereas the Biden administration suspended and terminated these asylum cooperative agreements as part of its open-borders agenda that has encouraged mass illegal immigration to the southwest border;</text></whereas> <whereas><text>Whereas the border wall aids the Border Patrol in its mission to <quote>detect and prevent the illegal entry of individuals into the United States</quote>;</text></whereas>
<whereas><text>Whereas the Biden administration stopped the previous administration’s southwest border wall construction;</text></whereas> <whereas><text>Whereas the Immigration and Nationality Act mandates that the Secretary of Homeland Security detain inadmissible aliens arriving at the border who express an intention to apply for asylum or fear of persecution;</text></whereas>
<whereas><text>Whereas the Immigration and Nationality Act mandates that the Secretary of Homeland Security detain, during removal proceedings, aliens who arrive at the border and are found to be inadmissible;</text></whereas> <whereas><text>Whereas the Biden administration has purposely violated United States immigration law by refusing to detain inadmissible aliens arriving at the border;</text></whereas>
<whereas><text>Whereas the Biden administration’s purposeful violation of the mandatory detention statutes of the Immigration and Nationality Act has resulted in the mass release of millions of illegal aliens into United States communities;</text></whereas> <whereas><text>Whereas the Biden administration could expand expedited removal to more quickly remove illegal aliens at the border and screen more illegal aliens for asylum eligibility instead of mass releasing them into the United States;</text></whereas>
<whereas><text>Whereas, when implemented by the Trump administration, the Migrant Protection Protocols helped reduce illegal immigration;</text></whereas> <whereas><text>Whereas, despite its effectiveness and despite the advice of career Department of Homeland Security officials not to do so, the Biden administration terminated the Migrant Protection Protocols;</text></whereas>
<whereas><text>Whereas the Biden administration has purposely violated United States immigration law by abusing discretionary case-by-case and other parole authorities to mass parole illegal aliens who would otherwise have no legal basis to enter and remain in the United States;</text></whereas> <whereas><text>Whereas the Biden administration issued multiple memoranda limiting circumstances under which immigration enforcement actions can be taken against illegal aliens;</text></whereas>
<whereas><text>Whereas these memoranda are the basis for lower numbers of criminal alien removals from the United States;</text></whereas> <whereas><text>Whereas additional criminal aliens remain on American streets, free to offend and victimize more Americans, because of the Biden administration’s lack of immigration enforcement;</text></whereas>
<whereas><text>Whereas these memoranda are the basis for policies directing Federal Government attorneys in immigration court to not pursue removal cases against illegal aliens;</text></whereas> <whereas><text>Whereas the Biden administration’s open-borders policies signal to illegal aliens that when they come to the United States they will be released and will not be removed;</text></whereas>
<whereas><text>Whereas the Biden administration’s open-borders policies encourage illegal aliens to come to the United States and allow illegal and other criminal aliens to remain in the country;</text></whereas> <whereas><text>Whereas the illegal alien who viciously allegedly murdered 22-year-old Athens, Georgia, nursing student Laken Riley is a beneficiary of the Biden administration’s open-borders policies;</text></whereas>
<whereas><text>Whereas, during the State of the Union speech, President Biden described Laken Riley’s illegal alien alleged murderer as <quote>an illegal</quote>;</text></whereas> <whereas><text>Whereas, two days later, after pressure from open-borders advocates, President Biden noted in a television interview that he felt <quote>regret</quote> for using the word <quote>illegal</quote> to describe Laken Riley’s illegal alien alleged murderer;</text></whereas>
<whereas><text>Whereas, during that interview, President Biden claimed that illegal aliens like Laken Riley’s alleged murderer <quote>built the country</quote>;</text></whereas> <whereas><text>Whereas Laken Riley’s illegal alien alleged murderer should not have been released by the Biden administration into the United States;</text></whereas>
<whereas><text>Whereas Laken Riley’s illegal alien alleged murderer should have been arrested and detained by U.S. Immigration and Customs Enforcement after he committed crimes in the United States; and</text></whereas> <whereas><text>Whereas Laken Riley’s illegal alien alleged murderer is but one of countless illegal alien criminals and terrorists the Biden administration has released into the United States: Now, therefore, be it</text></whereas></preamble>

<section id="HDC88A9AC75A7415D9CCA6F701CF931EF" section-type="undesignated-section" display-inline="yes-display-inline"><enum/><text display-inline="yes-display-inline">That the House of Representatives—</text> <paragraph id="HAC6F5DD4910F48739BD280C5C6F71E3B"><enum>(1)</enum><text>affirms the Biden administration has taken executive actions that created the current border crisis, including—</text>
<subparagraph id="HC1A4DE9CD1944D1BBC68A2AECD9CEDF3"><enum>(A)</enum><text>ending the Migrant Protection Protocols;</text></subparagraph> <subparagraph id="HC38ED740198E4AA184BC34A3CD3153BC"><enum>(B)</enum><text>terminating asylum cooperative agreements with Guatemala, Honduras, and El Salvador;</text></subparagraph>
<subparagraph id="HF9E7E24ADD7B4282843C31823E384BC9"><enum>(C)</enum><text>abusing parole authority;</text></subparagraph> <subparagraph id="HA0B66191DF5C4CDB893BBFFF756694F7"><enum>(D)</enum><text>stopping the previous administration’s southwest border wall construction;</text></subparagraph>
<subparagraph id="HB0D2D19C25B54C3C85955CAFBED5C8F8"><enum>(E)</enum><text>issuing memoranda limiting immigration enforcement;</text></subparagraph> <subparagraph id="H5412141683524EEA92AE565244CC07C3"><enum>(F)</enum><text>removing fewer criminal aliens from the United States; and</text></subparagraph>
<subparagraph id="H6F368D6D5D5E4C93A010939A85CCD453"><enum>(G)</enum><text>purposely violating statutes that require the detention of inadmissible aliens;</text></subparagraph></paragraph> <paragraph id="HCEAB4B04CB634C8DB581FD6B0C6D67BA"><enum>(2)</enum><text>denounces the Biden administration’s open-borders policies, which allowed Laken Riley’s illegal alien alleged murderer to enter the United States and ensured he would not be removed until it was too late—if at all;</text></paragraph>
<paragraph id="H749E2BC5C0C64D8BAF3310C52A361DDA"><enum>(3)</enum><text>condemns the public safety crisis caused by the Biden administration’s open-borders policies;</text></paragraph> <paragraph id="HB4C1BE598B374C0E80B211F1B47B526F"><enum>(4)</enum><text>urges the Biden administration to rescind its open-borders policies; and</text></paragraph>
