R. 9994</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20241015">October 15, 2024</action-date><action-desc><sponsor name-id="S001215">Ms. Stevens</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Internal Revenue Code of 1986 to increase the amount that can be withdrawn without penalty from individual retirement plans as first-time homebuyer distributions.</official-title></form><legis-body id="H6E5F4651F56249A58ED7EAAEFFF1B8B8" style="OLC"><section id="H265018CAE2B64798B6027A42430C1127" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>First Time Homeowner Savings Plan Act</short-title></quote>.</text></section><section id="H2FF785C9A8704E459799C21353484F05"><enum>2.</enum><header>Increase in limitation on penalty-free first-time homebuyer distributions</header><subsection id="HBBFCE6B2D87E4CF2A2E5CA45B93762CA"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/72">Section 72(t)(8)(B)(i)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>$10,000</quote> and inserting <quote>$25,000</quote>.</text></subsection><subsection id="H9B9C246A5886492B9B44D160579CF5A7"><enum>(b)</enum><header>Inflation adjustment</header><text>Section 72(t)(8) of such Code is amended by adding at the end the following new subparagraph:</text><quoted-block display-inline="no-display-inline" id="H0BF4F197DC1F40909BBD131494B65FB8" style="OLC"><subparagraph id="H4222750DF7E642E1AF42EE3C648A139C"><enum>(G)</enum><header>Inflation adjustment</header><text>In the case of any taxable year beginning in a calendar year after 2025, the $25,000 amount in subparagraph (B)(i) shall be increased by an amount equal to—</text><clause id="H5D7DAD44FE0140598C74C0849AB47E55"><enum>(i)</enum><text>such dollar amount, multiplied by</text></clause><clause id="H1DA4ED6F74524C8B938E7042D83AE52E"><enum>(ii)</enum><text>the cost-of-living adjustment determined under section 1(f)(3) for the calendar year in which the taxable year begins, determined by substituting <quote>calendar year 2024</quote> for <quote>calendar year 2016</quote> in subparagraph (A)(ii) thereof.</text></clause><continuation-text continuation-text-level="subparagraph">Any increase determined under the preceding sentence shall be rounded to the nearest multiple of $100.</continuation-text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H9798E570CCC14982863C425FA591B6DF"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to distributions made December 31, 2024, in taxable years ending after such date.</text></subsection></section></legis-body></bill>
