R. 9924</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20241004">October 4, 2024</action-date><action-desc><sponsor name-id="L000601">Mr. Landsman</sponsor> (for himself, <cosponsor name-id="L000603">Mr. Luttrell</cosponsor>, <cosponsor name-id="D000530">Mr. Deluzio</cosponsor>, <cosponsor name-id="V000135">Mr. Van Orden</cosponsor>, <cosponsor name-id="C001127">Mrs. Cherfilus-McCormick</cosponsor>, <cosponsor name-id="B001285">Ms. Brownley</cosponsor>, and <cosponsor name-id="K000402">Mr. Kennedy</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to establish standard practices for a grant or pilot program administered by the Secretary of Veterans Affairs through the Veterans Health Administration, and for other purposes.</official-title></form><legis-body id="H268FF606AC5943F7AF9E3519CB9F6992" style="OLC"><section id="H82F1D2FCB81A4713B36EBF819102E6B5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>What Works for Preventing Veteran Suicide Act</short-title></quote>.</text></section><section id="H3984D38F7A784610A709B335B6EEDD5D" section-type="subsequent-section"><enum>2.</enum><header>Establishment of standard practices for a grant or pilot program administered by the Secretary of Veterans Affairs through the Veterans Health Administration</header><subsection id="HA88BF5FA8B574DB89655DCCADA9A7131"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Section 527 of title 38, United States Code, is amended—</text><paragraph id="H44DB768E70BE4D458381F2E08A19C022"><enum>(1)</enum><text>in subsection (a), by inserting <quote><header-in-text level="paragraph" style="USC"><enum-in-header>(1)</enum-in-header></header-in-text></quote> before <quote>The Secretary,</quote>;</text></paragraph><paragraph id="HD7478ADB73E24B97A510FC31E043F8E0"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating subsections (b) and (c) as paragraphs (2) and (3), respectively; and</text></paragraph><paragraph id="HA20D6134B5F84C7F9315250EFFF2D2F8"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following new subsection (b):</text><quoted-block style="USC" id="H097FDF52EAA2418C86063864EF6F378F" display-inline="no-display-inline"><subsection id="H18F7FDA6D5854D1491A36406491E3B34"><enum>(b)</enum><text display-inline="yes-display-inline">The Secretary shall prescribe regulations that establish standard practices that, unless otherwise prohibited by law, shall apply to a grant program or pilot program relating to suicide prevention or mental health carried out through the Veterans Health Administration. Such practices shall include the following:</text><paragraph id="H44E5BF67CFD64E1EA618E456FD0CB250"><enum>(1)</enum><text>The establishment of clear and measurable objectives.</text></paragraph><paragraph id="H577503C187874515BA8044BBEE57E288"><enum>(2)</enum><text>The development of a methodology and plan to—</text><subparagraph id="H8943E9D82FB1460DA23CAAB6E95599C9"><enum>(A)</enum><text>determine information necessary to evaluate the program;</text></subparagraph><subparagraph id="HAFD5E516DC544F469A67583F547A8CCF"><enum>(B)</enum><text display-inline="yes-display-inline">identify sources, methods, timing, and frequency for collecting of such information;</text></subparagraph><subparagraph id="H381E004437084FEF95F92AD8A6925AAF"><enum>(C)</enum><text display-inline="yes-display-inline">determine how such information will be analyzed to evaluate the program’s implementation and performance and to identify lessons learned; and</text></subparagraph><subparagraph id="H6F234DD907514762848B51A7D1C86416"><enum>(D)</enum><text display-inline="yes-display-inline">identify criteria or standards for informing decisions about whether the program should be expanded, extended, or made permanent.</text></subparagraph></paragraph><paragraph id="H7E34D4E71E184D04841EB5774A8BFA03"><enum>(3)</enum><text>The communication of program objectives, assessment methodology, and evaluation plan with entities determined relevant to the program by the Secretary—</text><subparagraph id="HC628B2F20EE7436681EAE04773107AA5"><enum>(A)</enum><text>during the development of the program;</text></subparagraph><subparagraph id="H091A7538CA894112A31B64A4B5298778"><enum>(B)</enum><text>at least 30 days prior to the beginning of the program; and</text></subparagraph><subparagraph id="H6C304EC801F34A5AB1003B49F5CED0E2"><enum>(C)</enum><text>throughout the term of the program.</text></subparagraph></paragraph><paragraph id="HB749030CC6BF4C9EAD502F65B925649D"><enum>(4)</enum><text>At the conclusion of the program, the performance of an evaluation of the program—</text><subparagraph id="HEFBE1EC3C2B54C77AF80925DF7CCA8B9"><enum>(A)</enum><text>to validate lessons learned; and</text></subparagraph><subparagraph id="HF768C6852D754208B56EF855ED398B7D"><enum>(B)</enum><text>to assess the generalizability of the program.</text></subparagraph></paragraph><paragraph id="H5E4CAD6B2E8347E68A96FA6AAF89E4E3"><enum>(5)</enum><text>The sharing of program results and best practices with entities determined relevant to the program by the Secretary.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H21425A421C514D7D98E440132B6F76E4"><enum>(b)</enum><header>Regulations</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall prescribe regulations under section 527(b) of such title, as amended by subsection (a).</text></subsection><subsection id="H13A8591C1AF3452186B068599C1DBC22"><enum>(c)</enum><header>Applicability</header><text display-inline="yes-display-inline">The standard practices prescribed in such regulations shall apply to a grant or pilot program without regard to when such program was established.</text></subsection></section></legis-body></bill>
