<section id="H5B063435490E468DB390D69EB33A966F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Windstorm Impact Reduction Program Reauthorization Act of 2024</short-title></quote>.</text></section> <section id="HA8809D6DBC73434D9BF6A6F6BB6078E4"><enum>2.</enum><header>National Windstorm Impact Reduction Program</header><text display-inline="no-display-inline">The National Windstorm Impact Reduction Act of 2004 is amended—</text> 
<paragraph id="HA81D88482CBB40839F40E59F8B9F0E28"><enum>(1)</enum><text>in section 204 (<external-xref legal-doc="usc" parsable-cite="usc/42/15703">42 U.S.C. 15703</external-xref>)—</text> <subparagraph id="H8F9CBAE457FF4BD18FB0D050169EC662"><enum>(A)</enum><text>in subsection (a), by striking <quote>the purpose of which is to achieve</quote> through <quote>cost-effective mitigation measures to reduce those impacts.</quote> and inserting the following: “the purpose of which is to—</text> 
<quoted-block id="H2669DBAC1D6D49888D669AD681A0DC5B" style="OLC"> 
<paragraph id="HA2F3304EC96540049D77DCDB8A3E1AF0"><enum>(1)</enum><text>achieve major measurable reductions in the losses of life and property from windstorms through a coordinated Federal effort, in cooperation with other levels of government, academia, scientific organizations, and the private sector, aimed at improving the understanding of windstorms and their impacts, including wind-driven rain, wind-driven fires, and storm surge impacts; and</text></paragraph> <paragraph id="H1562A0D40AD243A09723C4E9AF82EA5A"><enum>(2)</enum><text>develop and encourage the implementation of cost-effective mitigation measures to reduce the impacts described in paragraph (1), which can be applied to communities with different types of housing and infrastructure in urban and rural areas across the United States.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph> 
<subparagraph id="H70FF8B9446A049B5AD0BD5FDCE9B01F7"><enum>(B)</enum><text>in subsection (b)—</text> <clause id="HAAFA2C2182D942F99F7FE6C16CA6BED2"><enum>(i)</enum><text>in paragraph (1)—</text> 
<subclause id="HFA9ED5483EE74C1BAC6151496F78FE8B"><enum>(I)</enum><text>in subparagraph (A)—</text> <item id="H09589F55227549C6A561C59E46FAD4AA"><enum>(aa)</enum><text>by striking <quote>Federal, State, and local</quote> and inserting <quote>Federal, State, local, and Tribal</quote>; and</text></item> 
<item id="H2C51D05B51DE4D6ABEE1CD34A698915B"><enum>(bb)</enum><text>by inserting <quote>, including with respect to existing buildings and manufactured housing</quote> before the semicolon;</text></item></subclause> <subclause id="H527257CF9263458BA7991BEB529115B8"><enum>(II)</enum><text>by redesignating subparagraphs (B), (C), (D), and (E) as subparagraphs (C), (F), (G), and (H), respectively;</text></subclause> 
<subclause id="HC5CFA5FDD205415BB278B83FBE1DA42C"><enum>(III)</enum><text>by inserting after subparagraph (A) the following new subparagraph:</text> <quoted-block id="H77729E97A2DF4CDBBCD8360F52B19AA7" style="OLC"> <subparagraph id="HBE360AB503C741438176D6ACBE26B518"><enum>(B)</enum><text>ensure the Program supports interdisciplinary research, including collaborations that include social scientists and emergency managers, and collaborations between atmospheric scientists and engineers, that seek to increase the relevance of atmospheric measurements and models for buildings engineering applications;</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subclause> 
<subclause id="HC1884AB81A9D47FE878FD420842F8009"><enum>(IV)</enum><text>by inserting after subparagraph (C), as so redesignated, the following new subparagraphs:</text> <quoted-block id="H64932AA11CF34898821B88169AE9D043" style="OLC"> <subparagraph id="HEC68ED0FB5E74901B489A87E88E21C4B"><enum>(D)</enum><text>support integration of emerging tools and technologies in research and engineering activities carried out by the Program, including relating to artificial intelligence, machine learning, advanced manufacturing technologies, and new materials;</text></subparagraph> 
<subparagraph id="HAB9C53459C64452CB5C3E6C5E7DD52B4"><enum>(E)</enum><text>support property owner utilization of products and construction methods which strengthen residential and commercial properties from the impact of windstorms, wind-driven rain, wind-driven fires, and storm surge impacts, including building methodologies and certification standards;</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subclause></clause> <clause id="HF190DBA21CA144C5A8F42D81886ADC9F"><enum>(ii)</enum><text>in paragraph (2), by inserting <quote>to increase resilience to windstorms and resulting wind-driven rain and storm surge impacts</quote> before the period;</text></clause> 
<clause id="H6CDA36B3B7A44849B4CCE12E83E566C8"><enum>(iii)</enum><text>in paragraph (3)—</text> <subclause id="H07528FEAFCE843758AD9CBF86A2F7094"><enum>(I)</enum><text>in the matter preceding subparagraph (A), by striking <quote>support research in</quote>;</text></subclause> 
<subclause id="HB43C2DD15CBF4312BCC531CC9C2A01C9"><enum>(II)</enum><text>in subparagraph (A)—</text> <item id="H6484958B6967418D9DAD50C03D72C276"><enum>(aa)</enum><text>by inserting <quote>support research in</quote> before <quote>engineering and the atmospheric sciences</quote>; and</text></item> 
<item id="H5BB1F5947C8F4671B53ABD64C1967457"><enum>(bb)</enum><text>by striking <quote>and</quote> after the semicolon;</text></item></subclause> <subclause id="HE9052F5BBD8645DFAAF89E3C948491EB"><enum>(III)</enum><text>by amending subparagraph (B) to read as follows:</text>

<subparagraph id="HE5FB1781135044CDB82FE4C5ACCF6B3E"><enum>(B)</enum><text>support research in economic, behavioral, and social factors influencing development, implementation, and adoption of windstorm and resulting wind-driven rain, wind-driven fires, and storm surge impacts risk assessment, risk communication, and risk reduction measures by individuals, property owners, communities, and policymakers; and</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subclause> <subclause id="H96A644F97D8A4AA8BCBA5EC37789B11B"><enum>(IV)</enum><text>by adding at the end the following new subparagraph:</text> 
<quoted-block id="H63BDC15EA6A24708AC310EF22625F325" style="OLC"> 
<subparagraph id="H1887642C1B814274B6951157EECF974C"><enum>(C)</enum><text>support an analysis of the scientific need, opportunity, and challenges to supporting the design, development, and construction of a tornado research facility for the study of tornado impacts on buildings at scale.;</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subclause></clause> <clause id="H3A631A074131455790F693517E2E1388"><enum>(iv)</enum><text>in paragraph (4)—</text> 
<subclause id="H8AB08E82387F46B8BBDF4DEC3F6D7367"><enum>(I)</enum><text>by striking <quote>The National Oceanic and Atmospheric Administration</quote> and all that follows through the period and inserting the following:</text> <quoted-block style="OLC" id="HE866B1EE0441497383EE8E6FF773E4A7" display-inline="no-display-inline"> <subparagraph id="HFF81B09E0E16453E869D3F9CC793FB9E"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The National Oceanic and Atmospheric Administration shall support atmospheric sciences research to improve the understanding of the behavior of windstorms, and resulting wind-driven rain, wind-driven fires, and storm surge, and their impacts on buildings, structures, and lifelines.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subclause> 
<subclause id="H06C41F95A3F845BFB0AE558343F6F39B" commented="no"><enum>(II)</enum><text>by adding at the end the following new subparagraph:</text> <quoted-block id="H936A6E9041BD40FCB2D7AD6A69FC751D" style="OLC"> <subparagraph id="HB8CF5BB9378144F4A35F92700D63B034" commented="no"><enum>(B)</enum><header>Advisory Committee</header> <clause id="HDFCE5ABC77554810B09DE824BD0CDF43" commented="no"><enum>(i)</enum><header>Establishment</header><text>The Administrator of the National Oceanic and Atmospheric Administration shall establish a Scientific Windstorm Studies Advisory Committee (in this subparagraph referred to as the <quote>Advisory Committee</quote>).</text></clause> 
<clause id="H09703BB0A1E840B2A54AE32CAD1ADABD" commented="no"><enum>(ii)</enum><header>Organization</header><text display-inline="yes-display-inline">The Administrator of the National Oceanic and Atmospheric Administration—</text> <subclause id="H3619F5C2E567498082EE998A9B49200B"><enum>(I)</enum><text>shall establish procedures for selection to the Advisory Committee of individuals not employed by the Federal Government who are qualified in the atmospheric and oceanic sciences and other appropriate fields; and</text></subclause> 
<subclause id="H4DAD722F1570455A831AE8994789805F"><enum>(II)</enum><text>may, pursuant to such procedures, select up to ten individuals, one of whom shall be designated Chair of the Advisory Committee.</text></subclause></clause> <clause id="H735F693735F8482C8BDA09A6AB666CCC"><enum>(iii)</enum><header>Selection</header><text display-inline="yes-display-inline">Selection of individuals to the Advisory Committee shall be based solely on established records of distinguished service, and the Administrator of the National Oceanic and Atmospheric Administration shall ensure a reasonable cross-section of views and expertise is represented. In selecting individuals to serve on the Advisory Committee, the Administrator shall seek and give due consideration to recommendations from the National Academy of Sciences, professional societies, and other appropriate organizations.</text></clause> 
<clause id="H6B61B3570A8F4CA6B57FFC1460AE13C9" commented="no"><enum>(iv)</enum><header>Meetings</header><text display-inline="yes-display-inline">The Advisory Committee shall meet at such times and places as may be designated by the Chair, in consultation with the Administrator of the National Oceanic and Atmospheric Administration.</text></clause> <clause id="H290255B6FE404F5386E5DF25429B5268" commented="no"><enum>(v)</enum><header>Duties</header><text display-inline="yes-display-inline">The Advisory Committee shall advise the Administrator of the National Oceanic and Atmospheric Administration on matters relating to the Administration’s participation in the Program, including the Administration’s roles, goals, and objectives within the Program, its capabilities and research needs, guidance on achieving major objectives, and establishing and measuring performance goals.</text></clause> 
<clause id="H5ADC895A4ACA4214A85ADA20BECABC43" commented="no"><enum>(vi)</enum><header>Report</header><text display-inline="yes-display-inline">The Advisory Committee shall submit to the Administrator of the National Oceanic and Atmospheric Administration a biennial report for submission to Congress. Each such biennial report shall describe the Advisory Committee’s activities and address policy issues or matters that affect the Administration’s participation in the Program.</text></clause> <clause id="H0223C2015C8949CF84FEFB14B032A5AD"><enum>(vii)</enum><header>Termination</header><text display-inline="yes-display-inline">The Advisory Committee shall terminate four years after the date of the enactment of this subparagraph.</text></clause></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subclause></clause> 
<clause id="H0502CB0B828D4B149B84798166D4C48C"><enum>(v)</enum><text>in paragraph (5)—</text> <subclause id="HB94B0429B5844428BB8ADB43945A94AE"><enum>(I)</enum><text>in subparagraph (A)—</text> 
<item id="H86BB2F59B16B4569B9E983AA4162E146"><enum>(aa)</enum><text>in clause (i), by inserting <quote>, maintenance, and updating</quote> after <quote>development</quote>; and</text></item> <item id="H5A19D40B92EE4F089300356072DEC0CE"><enum>(bb)</enum><text>in clause (ii), inserting <quote>, including making such data available and interoperable to the extent practicable</quote> before the semicolon; and</text></item></subclause> 
<subclause id="H8A08F9FA776D4D5EBDFD21021DA27A1B"><enum>(II)</enum><text>in subparagraph (B), by inserting <quote>and scientific organizations</quote> after <quote>National Institutes of Standards and Technology</quote>;</text></subclause></clause></subparagraph> <subparagraph id="HF80284BA705B4526A6E932A2F8B361DC"><enum>(C)</enum><text>in subsection (c)—</text> 
<clause id="H68DB179BC516474DBCA9444C7C7B11E3"><enum>(i)</enum><text>in paragraph (2)—</text> </clause> <clause id="H7E6B7592015C4B6F9D3780353E48E38C"><enum>(ii)</enum><text>in paragraph (2), by striking <quote>to improve knowledge of and data collection on the impact of severe wind on buildings, structures, and infrastructure.</quote> and inserting the following:</text> 
<quoted-block style="OLC" id="H32DE8BBF8D2E4611ADB5BFB1D9A822AB" display-inline="yes-display-inline"><text display-inline="yes-display-inline">to—</text> <subparagraph id="HA4DFB1139969457CA28256BEB074BA4C"><enum>(A)</enum><text display-inline="yes-display-inline">improve knowledge of and data collection on the impact of severe wind on buildings, structures, infrastructure, and community response; and</text></subparagraph> 
<subparagraph id="H2678E0F0CED54FD8B0355FA5837D253F"><enum>(B)</enum><text>understand the impacts of climate variability and climate change on the behavior of windstorms and the changing nature of windstorm risks, including future projections of storm frequency, intensity, and other factors.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></clause> <clause id="HA9142179A93041FB8DADB22DEDA8181A"><enum>(iii)</enum><text>in paragraph (3)—</text>
