R. 9714</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240920">September 20, 2024</action-date><action-desc><sponsor name-id="N000190">Mr. Norman</sponsor> (for himself, <cosponsor name-id="M001136">Mrs. McClain</cosponsor>, and <cosponsor name-id="L000604">Mr. Lopez</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HBU00">Committee on the Budget</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Congressional Budget and Impoundment Control Act of 1974 to require the Director of the Congressional Budget Office to provide testimony at annual hearings held by the Committees on the Budget of the House of Representatives and the Senate, and for other purposes.</official-title></form><legis-body id="HF34085158C0E426A8801332F64DDD8EC" style="OLC"><section id="HD9CA9F5029D44F6CBDCF19F2476DAF39" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>CBO Oversight Act</short-title></quote>.</text></section><section id="HE373B60EAC104FA1860DC81E83E41A08"><enum>2.</enum><header>Congressional Budget Office annual hearings requirement</header><subsection id="HFBE88DAFABD5457A976718990D38B557" commented="no"><enum>(a)</enum><header>In general</header><text>Title II of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/601">2 U.S.C. 601 et seq.</external-xref>) is amended by inserting after section 203 the following new section: </text><quoted-block style="appropriations" id="H7D4831A8572B422DA670AEDEE48843CD" display-inline="no-display-inline"><section id="H5959B71ED33C488BA874A0583D79B8A4" commented="no"><enum>204.</enum><header>Congressional Budget Office annual hearings requirement</header><text display-inline="yes-display-inline">During each calendar year, at the request of the chair of the Committee on the Budget of the House of Representatives or the Senate, the Director shall provide testimony at two hearings at each such Committee by the end of the calendar year. Such hearings may address any issue such Committees deem appropriate, including reviewing the accuracy of the baseline projections and estimates prepared by the Office during the most recently completed fiscal year. </text></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HED447D07D40046ACA7C687877B2F35B7" commented="no"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of contents in section 1(b) of such Act is amended by inserting after the item relating to section 203 the following:</text><quoted-block style="OLC" id="H0E33813917FD4F15940833C799A1FA6B" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">Sec. 204.
