Security</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Homeland Security Act of 2002 to establish a DHS Cybersecurity Internship Program, and for other purposes.</official-title></form><legis-body id="H8EA03981CDA14D00A4D59EE10A072D22" style="OLC"><section id="H34E153BE74164474AF4DFEDC3C7E2F8C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>DHS Cybersecurity Internship Program Act</short-title></quote>.</text></section><section id="HF0582F5E5A204545A73BDD540DC6B61B"><enum>2.</enum><header>Department of homeland security cybersecurity internship program."</header><subsection id="H5CE41E3C75454C5DB3CE027F02FA8D4B"><enum>(a)</enum><header>Program</header><text>Subtitle D of title XIII of the Homeland Security Act of 2002 is amended by adding at the end the following new section:</text><quoted-block id="H2780423D834448B0A711034819687B85" style="OLC"><section id="HA5EE57EB977E44DCB1FB8F3DFD5C135C"><enum>1334.</enum><header>Cybersecurity internship program</header><subsection id="HC59E9AB85A8849A0BCE00C24C0C837F4"><enum>(a)</enum><header>Program</header><text display-inline="yes-display-inline">The Secretary shall carry out a cybersecurity internship program (in this section referred to as the <quote>Program</quote>) under which an eligible individual participates in a paid cybersecurity internship at the Department with duties aligned to such participant’s respective education, skills, and experience.</text></subsection><subsection id="HCE7C3CF76AAD494292CE91CFF5DF660B"><enum>(b)</enum><header>Eligibility</header><text>To be eligible to participate in the Program, an individual shall—</text><paragraph id="HC0DC55040CAA44379AFED1D3103A0089"><enum>(1)</enum><text>be a citizen of the United States;</text></paragraph><paragraph id="H563FA036BB594F37A5A8550F4CA286B3" commented="no"><enum>(2)</enum><text>be at least 16 years old; and</text></paragraph><paragraph id="HB03C57E0BBDC46D9B3DFC9B701E00066" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">be enrolled in a secondary school, technical, trade, or vocational school, or institution of higher education, in accordance with subsection (c).</text></paragraph></subsection><subsection id="H55A7F8D4B91348EBA27F94D1FBA09094" commented="no"><enum>(c)</enum><header>Composition</header><text display-inline="yes-display-inline">The Secretary shall, as practicable, ensure that participants selected for the Program for each intern class include students enrolled in each of the following:</text><paragraph id="H14E2A6FBA9EA4FCBA57ACB8B5FE8EE3C" commented="no"><enum>(1)</enum><text>Secondary schools.</text></paragraph><paragraph id="H26A3A109407D4EDEAE46C12F0BB15BB3" commented="no"><enum>(2)</enum><text>Junior or community colleges.</text></paragraph><paragraph id="HE50CE0C6ADDA4F78A5933545A21CBECC" commented="no"><enum>(3)</enum><text>Undergraduate degree programs.</text></paragraph><paragraph id="HC4363329321E46669C81F4AA9B86728B" commented="no"><enum>(4)</enum><text>Postgraduate degree programs.</text></paragraph><paragraph id="HC2F331B80EF744EAAA3A53210508E541"><enum>(5)</enum><text display-inline="yes-display-inline">Technical, trade, or vocational schools.</text></paragraph></subsection><subsection id="HD7C0D906419B4FE5A183A86298A844E0"><enum>(d)</enum><header>Reports</header><paragraph id="H227DFBA1533F4CC4A284484D6EBDC87E"><enum>(1)</enum><header>Reports</header><text>Not later than one year after the date of the enactment of this section and annually thereafter, the Secretary shall submit to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report on the Program.</text></paragraph><paragraph id="H59911630CDD14DEA8084B584B740BB36"><enum>(2)</enum><header>Matters</header><text>Each report under paragraph (1) shall include, with respect to the most recent Program year, the following:</text><subparagraph id="H3D668DA066254A9D9F288B60C82D2A9B"><enum>(A)</enum><text>A description of outreach efforts by the Secretary to raise awareness of the Program among secondary schools and institutions of higher education, including among junior or community colleges, historically-Black colleges and universities, and other minority-serving institutions.</text></subparagraph><subparagraph id="H5C3EB5F2CEA644E4A331AF1746BE6A06"><enum>(B)</enum><text>Information on specific recruiting efforts by the Secretary to increase participation in the Program.</text></subparagraph><subparagraph id="H5EF98957F4EF4CB8A4DFB27CB7363C18"><enum>(C)</enum><text display-inline="yes-display-inline">The number of individuals participating in the Program, listed by the type of school or program in which the individual is enrolled at the time of participation, and information on the nature of each such participation, including Department components supported, and the duties of each such individual.</text></subparagraph></paragraph><paragraph id="HD01352EB224E455D8453080CB7FB7DCB"><enum>(3)</enum><header>Consolidation</header><text>Reports submitted under this subsection may be consolidated with the reports required under section 1333(e).</text></paragraph></subsection><subsection id="HDBFC35CDF85C47ACA1435CE31A32C743"><enum>(e)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H380E00EA91BD49D28C2614FBBE2E486B"><enum>(1)</enum><header>Historically black college or university</header><text>The term <quote>historically Black college or university</quote> has the meaning given the term <quote>part B institution</quote> in section 322 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1061">20 U.S.C. 1061</external-xref>).</text></paragraph><paragraph id="HBF28C200666F4EFF9397AB9555C2C720"><enum>(2)</enum><header>Institution of higher education</header><text>The term <quote>institution of higher education</quote> has the meaning given that term in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>).</text></paragraph><paragraph id="H3642FB8F10AF417CAC0B0F0CE9F22816"><enum>(3)</enum><header>Junior or community college</header><text>The term <quote>junior or community college</quote> has the meaning given that term in section 312 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1058">20 U.S.C. 1058</external-xref>).</text></paragraph><paragraph id="HA889E499769047CBB5D89426B3E72AE8"><enum>(4)</enum><header>Minority-serving institution</header><text>The term <quote>minority-serving institution</quote> means an eligible institution of higher education described in section 371(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1067q">20 U.S.C. 1067q(a)</external-xref>).</text></paragraph><paragraph id="H274FCCBC42434A799423EF62D5B94D7F"><enum>(5)</enum><header>Secondary school</header><text display-inline="yes-display-inline">The term <quote>secondary school</quote> means a school or program that provides secondary education, as determined under State law, except that the term does not include any education beyond grade 12.</text></paragraph><paragraph id="H7E2CE995A46D480AB4B6B7054F9ECFBC"><enum>(6)</enum><header>Technical, trade, or vocational school</header><text>The term <quote>technical, trade, or vocational school</quote> has the meaning given that term in section 411.167 of title 20, Code of Federal Regulations.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H15CB0BD7D2A84BB2BCC9BBED1321A36A"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents in section 1(b) of the Homeland Security Act of 2002 is amended by inserting after the item relating to section 1333 the following new item:</text><quoted-block style="OLC" id="H21472148B8FF4CA88D6553BF2B180CD2" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">Sec. 1334.
