which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Defense to develop a biotechnology roadmap to guide the efforts of the Department of Defense relating to biotechnology, and for other purposes.</official-title></form><legis-body id="HBF5CD4A47F994A14B6EFB72569C3E052" style="OLC"><section id="H3EFD78FE49934A96B69552123A5B1948" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Biotech Futures Act</short-title></quote>. </text></section><section id="H1BDFC05828514CF4A1525289DD6F66A8"><enum>2.</enum><header>Biotechnology roadmap</header><subsection id="HAF4B06E7FBEE43BC917141F308481A9B"><enum>(a)</enum><header>Roadmap required</header><text>The Secretary of Defense shall develop a biotechnology roadmap to guide the efforts of the Department of Defense relating to biotechnology.</text></subsection><subsection id="H5C11C30149B74C6395B47BB0FE83A220"><enum>(b)</enum><header>Elements</header><text>In the roadmap required by subsection (a), the Secretary of Defense shall—</text><paragraph id="H4DFE4B452CA2411BA5F7E088FB538EDA"><enum>(1)</enum><text>clearly articulate the strategic objectives of the Department of Defense relating to biotechnology;</text></paragraph><paragraph id="H5805D99C2D9E41AFB2474A30D45FD122"><enum>(2)</enum><text>for each strategic objective, establish specific goals and milestones for the achievement of such objective, including timelines for meeting such goals and milestones;</text></paragraph><paragraph id="H86682207F28644559EDF1DFCD5C2D5CC"><enum>(3)</enum><text>in the case of each updated version of the roadmap following submittal of the initial roadmap under subsection (d)(1), include—</text><subparagraph id="H4C468DBA1AC24C628E6A8C74B0823747"><enum>(A)</enum><text>a review of the goals and milestones established under paragraph (2) to ensure such goals and milestones continue to align with strategic objectives under paragraph (1); and</text></subparagraph><subparagraph id="H2DACC3F3CB354C89B939C2C7563B20EC"><enum>(B)</enum><text>a description of any goals and milestones that changed as a result of such review;</text></subparagraph></paragraph><paragraph id="H179339EF867149E4A9F713E629566318"><enum>(4)</enum><text>separately identify each biotechnology effort covered by the strategy, including any programs, projects, or other activities associated with such effort within the Office of the Secretary of Defense, the Armed Forces, and other organizations of the Department, and for each such effort provide—</text><subparagraph id="H5AF21F34B28341B3B7A37E38CAE6B389"><enum>(A)</enum><text>a description of the effort;</text></subparagraph><subparagraph id="H9171BA92CE7446D7A87C046EF1A54853"><enum>(B)</enum><text>an estimate of the funding dedicated to the effort;</text></subparagraph><subparagraph id="H14F1060E87C445088224721A27B8E952"><enum>(C)</enum><text>a timeline for carrying out the effort; and</text></subparagraph><subparagraph id="H270FF19CE4884900AFC3B4A531E81096"><enum>(D)</enum><text>an explanation of how the effort aligns with the strategic objectives under paragraph (1);</text></subparagraph></paragraph><paragraph id="H434BFFC04E544D1094D13CD12E9151EF"><enum>(5)</enum><text>identify and describe the role of each organization of the Department with responsibilities relating to biotechnology under the strategy;</text></paragraph><paragraph id="HB04536A749B641D98E05333AFD44E636"><enum>(6)</enum><text>establish metrics to measure the progress of the Department in meeting the objectives, goals, and milestones under the strategy;</text></paragraph><paragraph id="HC7932C636BF546EE9215AC47D54FD0CE"><enum>(7)</enum><text>based on such metrics, assess the progress of the Department in meeting such objectives, goals, and milestones;</text></paragraph><paragraph id="HB1C8190BC8584B7D975E9921A44E9BB8"><enum>(8)</enum><text>based on the results of such assessment, make any necessary adjustments to the planning and execution of the roadmap to ensure the Department makes continuous progress toward achieving the objectives under paragraph (1);</text></paragraph><paragraph id="H5AD9D4AF8B3C493294319BF1EC0648CA"><enum>(9)</enum><text>assess the overall risk to the security of the United States of the biotechnology efforts covered by the strategy;</text></paragraph><paragraph id="H2CE190713E93497AB861276E8B8B1852"><enum>(10)</enum><text>analyze any requirements of the Federal Government that hinder the ability of the Department to advance and use biotechnology;</text></paragraph><paragraph id="H6BA5CF15896040338CDCC00314E4188D"><enum>(11)</enum><text>provide for the development and support of the biotechnology workforce of the Department, including personnel with responsibilities relating directly to biotechnology and personnel who indirectly support the biotechnology efforts of the Department such as personnel involved program management, acquisition, investment, and legal matters;</text></paragraph><paragraph id="H051DDD343CF54D9F939A640F23A2D86F"><enum>(12)</enum><text>with respect to the biotechnology workforce described in paragraph (11)—</text><subparagraph id="H68654DB37AD74DEEB16D1428B56A4630"><enum>(A)</enum><text>identify the total number of biotechnology positions required to support the objectives of the roadmap—</text><clause id="HF035A6B1C3094F0CB47AB61D30336403"><enum>(i)</enum><text>as of the date of the road map; and</text></clause><clause id="H6702D7AD148A4E969301F714745EEC91"><enum>(ii)</enum><text>over the periods of five and 10 years following such date;</text></clause></subparagraph><subparagraph id="HC0598FAEFCC447FDA455CDFFF8843E19"><enum>(B)</enum><text>indicate the number of such positions that have been filled as of the date of the roadmap;</text></subparagraph><subparagraph id="H1534D7D79AED47BD9B2CFF9917413768"><enum>(C)</enum><text>describe the positions included in the biotechnology workforce, including a description of—</text><clause id="H35D5C1EF2CD04F40AA011D626FFE79D1"><enum>(i)</enum><text>the role of each position in supporting the objectives under paragraph (1); and</text></clause><clause id="HE8179CF2611A43DA8B7B7059B1F52108"><enum>(ii)</enum><text>the qualifications required for each position, including any qualifications relating to seniority level, education, training, and security clearances;</text></clause></subparagraph><subparagraph id="H3283D25AD4324299961D3C7CD081B313"><enum>(D)</enum><text>identify any challenges affecting the ability of the Department to develop the biotechnology workforce and propose solutions to those challenges;</text></subparagraph><subparagraph id="HCB21DA009ADF49639AB4BE8619A3687D"><enum>(E)</enum><text>assess whether the codes used to define positions and roles within the workforce of the Department adequately cover the range of positions and personnel that comprise the biotechnology workforce, such as personnel in research, engineering, and testing;</text></subparagraph><subparagraph id="H4F6C24A0A6F64C099BB8F9972535408C"><enum>(F)</enum><text>identify mechanisms to enable the Department to access outside expertise relating to biotechnology, including mechanisms to assemble a pool of outside experts who have been prequalified (including by obtaining any necessary security clearances) to provide advice and assistance to the Department on matters relating to biotechnology on an as-needed basis; and</text></subparagraph><subparagraph id="H9F8C3A8F1EB34773B3106B9E8B4C0C42"><enum>(G)</enum><text>assess whether personnel occupying existing positions in the Department could be used to meet biotechnology workforce needs with additional training and, if so, the nature and scope of the training required; and</text></subparagraph></paragraph><paragraph id="H2D6900BAB3204D3FBC0CA748FEE1FBC3"><enum>(13)</enum><text>address collaboration between the Department and international partners to advance research on biotechnology, which shall include—</text><subparagraph id="H39971047BF2A44169A25B9E973A6E348"><enum>(A)</enum><text>a description of any international partnerships under which the United States is collaborating with partners to conduct biotechnology research and development for defense purposes;</text></subparagraph><subparagraph id="H35A1D2BF2DE64431BE30B9E7D6A59EA8"><enum>(B)</enum><text>a description of any new international partnerships that may be entered into, or existing partnerships that may be modified, to provide for such collaboration; and</text></subparagraph><subparagraph id="H9032063BFE7C4F46B742AF97B2EE574B"><enum>(C)</enum><text>identification of any challenges affecting the ability of the Department engage in such collaboration with international partners, including—</text><clause id="H1520D0B70F5449519E769F390EFAAE27"><enum>(i)</enum><text>any limitations on co-investments within international partnerships;</text></clause><clause id="H340EF9C025CF46F191AE2F7413BAD513"><enum>(ii)</enum><text>any United States export controls or other technology protections that hinder information sharing within such partnerships; and</text></clause><clause id="H78A28224D70A48BCA6ACAD676328DC02"><enum>(iii)</enum><text>any other challenges that may prevent the full utilization of such partnerships for such collaboration.</text></clause></subparagraph></paragraph></subsection><subsection id="H3D560779323A47AFA981E2E8E0B0AB7F"><enum>(c)</enum><header>Consultation</header><text>In preparing the roadmap required under subsection (a), the Secretary of Defense shall consult with—</text><paragraph id="H3022CC53032443CE9DAFC90E76CDE4BD"><enum>(1)</enum><text>the Under Secretary of Defense for Research and Engineering;</text></paragraph><paragraph id="H3865DC517A184F7EBF77823392BF7C50"><enum>(2)</enum><text>the Under Secretary of Defense for Acquisition and Sustainment;</text></paragraph><paragraph id="HE7F71C164CA84B89A1EDBB58A6F91A45"><enum>(3)</enum><text>the Secretaries of the military departments; and</text></paragraph><paragraph id="H7135C922526147E99F2C44A0EFA483E8"><enum>(4)</enum><text>such other officials of the Department of Defense as the Secretary determines appropriate.</text></paragraph></subsection><subsection id="HDFBA2831BC094908BFC5E18668A0AAFB"><enum>(d)</enum><header>Submittal to congress; updates</header><paragraph id="H130591F43AF1425CAD7959FA50DB8FBF"><enum>(1)</enum><header>Initial submission</header><text>Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees the roadmap developed under subsection (a).</text></paragraph><paragraph id="HB66C00459ED84552BB479D267052EA75"><enum>(2)</enum><header>Annual updates</header><text>Not less frequently than once every two years following the submittal of the initial roadmap under paragraph (1), the Secretary shall—</text><subparagraph id="H4C9BA3232B8B412289A8CDB813F7364F"><enum>(A)</enum><text>review and update the roadmap; and</text></subparagraph><subparagraph id="HCA3A61F489DD47F2A644852A0D17F166"><enum>(B)</enum><text>submit an updated version of the roadmap to the congressional defense committees.</text></subparagraph></paragraph><paragraph id="H2457A42779FB436D8B8CBCDF0F401D01"><enum>(3)</enum><header>Form</header><text>Each version of the roadmap required to be submitted under this subsection may be submitted in classified form, but if so submitted, shall include an unclassified executive summary.</text></paragraph></subsection><subsection id="H8D3455E617654D0F8E5B373E3CA77EBC"><enum>(e)</enum><header>Public availability</header><text>On annual basis, the Secretary shall make an unclassified version of the most recent roadmap submitted under subsection (d) available on a publicly accessible website of the Department of Defense.</text></subsection><subsection id="H09D7AE349E8F40C4B72A779807A8DB44"><enum>(f)</enum><header>Biotechnology defined</header><text>In this section, the term <term>biotechnology</term> means the application of science and technology to living organisms and to parts, products and models of such organisms to alter living or non-living materials for the production of knowledge, goods, or services.</text></subsection></section></legis-body></bill>
