Reports on enrollment in coverage for oral health services.</toc-entry></toc></subsection></section><title id="H5B4D2AE547E04997884A080EDE995920" style="OLC"><enum>I</enum><header>Medicare and Medicaid</header><subtitle id="H08B7DEDACDA04080A6B34FCE798652C8"><enum>A</enum><header>Medicare</header><section id="H093795B5F6A44D409C21774AD7CF00D2"><enum>101.</enum><header>Coverage of dental services under the Medicare program</header><subsection id="H08796F1FC7DD4D9C8CD5B9EAF93AD028"><enum>(a)</enum><header>Coverage</header><text>Section 1861(s)(2) of the <act-name parsable-cite="SSA">Social Security Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/1395x">42 U.S.C. 1395x(s)(2)</external-xref>) is amended—</text><paragraph id="H3C854C2E4CB142BE8BB4E6C09827EE1E"><enum>(1)</enum><text>in subparagraph (JJ), by inserting <quote>and</quote> after the semicolon at the end; and</text></paragraph><paragraph id="HF6B4DD3FEDFB445FA6A5BB3FF06D2B69"><enum>(2)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block display-inline="no-display-inline" id="H6D4AF8532F9643C9B831E8E22BE48F06" style="OLC"><subparagraph id="H4FA85C71242F46D2B36F8C3ED133D764" indent="up1"><enum>(KK)</enum><text>oral health services (as defined in subsection (nnn));</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H27D5B8E5DCDB4FFA956E8F46F97AFE2E"><enum>(b)</enum><header>Oral health services defined</header><text>Section 1861 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395x">42 U.S.C. 1395x</external-xref>) is amended by adding at the end the following new subsection:</text><quoted-block display-inline="no-display-inline" id="HCE2BB46712924CEFB03B3187B02346EF" other-style="archaic" style="other"><subsection id="H22F71AD4601B43E1ADDB1C1CFAF0EB3C"><enum>(nnn)</enum><header>Oral health services</header><paragraph commented="no" display-inline="yes-display-inline" id="HBEB83709DA1744C5840BA51BD8AC0C4C"><enum>(1)</enum><text>The term <term>oral health services</term> means services (as defined by the Secretary) that are necessary to prevent disease and promote oral health, restore oral structures to health and function, and treat emergency conditions.</text></paragraph><paragraph id="H5B608CA637A64A088FC8F67107B7F713" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">For purposes of paragraph (1), such term shall include mobile and portable oral health services (as defined by the Secretary) that—</text><subparagraph id="HDCA92746D5C448288D791D23318AF0A1"><enum>(A)</enum><text display-inline="yes-display-inline">are provided for the purpose of overcoming mobility, transportation, and access barriers for individuals; and</text></subparagraph><subparagraph id="HB51279F7BFAD4DABA33CBAAAFD61C73B"><enum>(B)</enum><text>satisfy the standards and certification requirements established under section 1902(a)(88)(C) for the State in which the services are provided.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HC8A9CFC2D066429782F1AEC71EA032F6"><enum>(c)</enum><header>Payment and coinsurance</header><text>Section 1833(a)(1) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395l">42 U.S.C. 1395l(a)(1)</external-xref>) is amended—</text><paragraph id="H72E45B8B5E8D4A49AB0E11EB633180FE"><enum>(1)</enum><text>by striking <quote>and</quote> before <quote>(HH)</quote>; and</text></paragraph><paragraph id="H2E0BB008BD2A415BB94607FCE710F7F6"><enum>(2)</enum><text>by inserting before the semicolon at the end the following: <quote>, and (II) with respect to oral health services (as defined in section 1861(nnn)), the amount paid shall be (i) in the case of such services that are preventive, 100 percent of the lesser of the actual charge for the services or the amount determined under the payment basis determined under section 1848, and (ii) in the case of all other such services, 80 percent of the lesser of the actual charge for the services or the amount determined under the payment basis determined under section 1848</quote>.</text></paragraph></subsection><subsection id="HC56260B141B74EBAAC38939F053827F4"><enum>(d)</enum><header>Payment under physician fee schedule</header><text>Section 1848(j)(3) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395w-4">42 U.S.C. 1395w–4(j)(3)</external-xref>) is amended by inserting <quote>(2)(KK),</quote> after <quote>risk assessment),</quote>.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="H70DFFEA352DA407199A4C7D657EB09DE"><enum>(e)</enum><header>Dentures</header><text>Section 1861(s)(8) of the <act-name parsable-cite="SSA">Social Security Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/1395x">42 U.S.C. 1395x(s)(8)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="H012578F35FB142CC85E6E05076EF5AD4"><enum>(1)</enum><text>by striking <quote>(other than dental)</quote> and inserting <quote>(including dentures)</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H763A76B7F1A448949C92B097A00A2A91"><enum>(2)</enum><text>by striking <quote>internal body</quote>.</text></paragraph></subsection><subsection id="H8ABB1847FA7348AAB8BEB2281F550201"><enum>(f)</enum><header>Repeal of ground for exclusion</header><text>Section 1862(a) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395y">42 U.S.C. 1395y</external-xref>) is amended by striking paragraph (12).</text></subsection><subsection id="H9976355142CE4DC3A1FD94E4D0E442EE" commented="no" display-inline="no-display-inline"><enum>(g)</enum><header>Effective date</header><text>The amendments made by this section shall apply to services furnished on or after January 1, 2025.</text></subsection></section></subtitle><subtitle id="HDD955B278C694A26A5C7D7296590B3D3" style="OLC"><enum>B</enum><header>Medicaid</header><section id="H120A01519E4D469B9B0EAAE976945B21"><enum>111.</enum><header>Coverage of dental services under the Medicaid program</header><subsection id="HD14FF9DCCF6B4B1998274EC96529853F"><enum>(a)</enum><header>In general</header><text>Section 1905 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396d">42 U.S.C. 1396d</external-xref>) is amended—</text><paragraph id="H941B922DDC24499598F347B5182B505B"><enum>(1)</enum><text>in subsection (a)(10), by striking <quote>dental services</quote> and inserting <quote>oral health services (as defined in subsection (kk)(1))</quote>; and</text></paragraph><paragraph id="H16D04867CA804D92AFBFC42E5750B40F"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="HEB02562C63754601A84F3B65105E9174" style="traditional"><subsection id="HCB5FE2234C70419AA564161973DFEB7B"><enum>(kk)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H389639481A9047EB941BFECDDE58D037"><enum>(1)</enum><text>Subject to paragraphs (2) and (3), for purposes of this title, the term <term>oral health services</term> means services (as defined by the Secretary) that are necessary to prevent disease and promote oral health, restore oral structures to health and function, and treat emergency conditions. These services shall include, in the case of pregnant or postpartum women, such services as are necessary to address oral health conditions that exist or are exacerbated by pregnancy or childbirth or which, if left untreated, could adversely affect fetal or child development.</text></paragraph><paragraph id="HB9677E0CC7434B4E8C381D0218A88B92" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">For purposes of paragraph (1), such term shall include—</text><subparagraph id="H9935FC3C6B634EE5B09CFAF6151AC631"><enum>(A)</enum><text>dentures; and</text></subparagraph><subparagraph id="H893228AEF9B7441F80E2228C1CCED9A5"><enum>(B)</enum><text display-inline="yes-display-inline">mobile and portable oral health services (as defined by the Secretary) that—</text><clause id="HB7AE7B689E3A453C8179547A90EDE363"><enum>(i)</enum><text>are provided for the purpose of overcoming mobility, transportation, and access barriers for individuals; and</text></clause><clause id="HEB712C59F81A4A76B1C90B5CEE393BBE"><enum>(ii)</enum><text>satisfy the standards and certification requirements established under section 1902(a)(88)(C) for the State in which the services are provided.</text></clause></subparagraph></paragraph><paragraph id="H6CABB4DD9C3B4E91A2CCD767191DBF80" indent="up1"><enum>(3)</enum><text>For purposes of paragraph (1), such term shall not apply to dental care or services provided to individuals under the age of 21 under subsection (r)(3).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HCAEFF30EB8464B6CA55C09563FBBA45A"><enum>(b)</enum><header>Conforming amendments</header><paragraph id="H0D988B5F0394405D8CDBB9DE123B4189"><enum>(1)</enum><header>State plan requirements</header><text>Section 1902(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396a">42 U.S.C. 1396a(a)</external-xref>) is amended—</text><subparagraph id="H4DFD412ACF874FE085D9A06EE1DE46A8"><enum>(A)</enum><text>in paragraph (10)(A), in the matter preceding clause (i), by inserting <quote>(10),</quote> after <quote>(5),</quote>;</text></subparagraph><subparagraph id="H6EE6E3C4AAC34022905D60CB814AFA21"><enum>(B)</enum><text>in paragraph (86), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="HF7E1A4CC87AA463F9D6DD015220CF857"><enum>(C)</enum><text>in paragraph (87), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="HBC0F5C69BA004E6AB00743A33AAF578F"><enum>(D)</enum><text>by inserting after paragraph (87) the following:</text><quoted-block display-inline="no-display-inline" id="H21714B5CB4B7494EA37E4EE38DF9DD58" style="OLC"><paragraph id="HDF424E5177AC4CB6AA59FEDDE52FFD33"><enum>(88)</enum><text>provide for—</text><subparagraph id="H588073AF9207476399A66BEC69ED9FF6"><enum>(A)</enum><text>informing, in writing, all individuals who have been determined to be eligible for medical assistance of the availability of oral health services (as defined in section 1905(kk));</text></subparagraph><subparagraph id="H57813418245E4886BBBF252035BDE4BB"><enum>(B)</enum><text>conducting targeted outreach to pregnant women who have been determined to be eligible for medical assistance about the availability of medical assistance for such dental services and the importance of receiving dental care while pregnant; and</text></subparagraph><subparagraph id="HD3AA5B53112B4420ACBF1F6AEA2E8161"><enum>(C)</enum><text>establishing and maintaining standards for and certification of mobile and portable oral health services (as described in subsections (r)(3)(C) and (kk)(2)(B) of section 1905).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HD26554695E66401E8ED96EC6176174A3"><enum>(2)</enum><header>Definition of medical assistance</header><text>Section 1905(a)(12) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396d">42 U.S.C. 1396d(a)(12)</external-xref>) is amended by striking <quote>, dentures,</quote>.</text></paragraph></subsection><subsection id="H462A89E0B98A4D9FB8141F1F5DBA3084"><enum>(c)</enum><header>Mobile and portable oral health services under EPSDT</header><text>Section 1905(r)(3) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396d">42 U.S.C. 1396d(r)(3)</external-xref>) is amended—</text><paragraph id="H8D8259F948344822879240F6821C74C9"><enum>(1)</enum><text>in subparagraph (A)(ii), by striking <quote>; and</quote> and inserting a semicolon;</text></paragraph><paragraph id="H9C68F46181DF4347811E363C9EA45DFB"><enum>(2)</enum><text>in subparagraph (B), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="HD3A000F730AE4078A38F57D52281AF33"><enum>(3)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block display-inline="no-display-inline" id="H731DA055B7AB400192FF09303FC49758" style="OLC"><subparagraph id="H190C985A0D234835ADFFED57240E1F34" indent="up1"><enum>(C)</enum><text>which shall include mobile and portable oral health services (as defined by the Secretary) that—</text><clause id="H9869651BF0BA4B9582E922C1F27FDCE8"><enum>(i)</enum><text>are provided for the purpose of overcoming mobility, transportation, or access barriers for children; and</text></clause><clause id="H1E9871A4FE374165BD17783852648C92"><enum>(ii)</enum><text>satisfy the standards and certification requirements established under section 1902(a)(88)(C) for the State in which the services are provided.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H732DE591BB9D4F04ADDA6C9A27CE258C"><enum>(d)</enum><header>Increased federal funding for dental services</header><paragraph id="HBC536EEFC510475C9CF4BB60A3B3B591"><enum>(1)</enum><header>In general</header><text>Section 1905 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396d">42 U.S.C. 1396d</external-xref>), as amended by subsection (a), is further amended—</text><subparagraph id="HA2BB9681B1A44D5C9B52DC8AAB0560FA"><enum>(A)</enum><text>in subsection (b), in the first sentence, by striking <quote>and (ii)</quote> and inserting <quote>(ii), and (ll)</quote>; and</text></subparagraph><subparagraph id="HD96BDC48D1A048B8BDC4084FAB233020"><enum>(B)</enum><text>by adding at the end the following new subsection:</text><quoted-block display-inline="no-display-inline" id="HB17E5CE795E04B4996893BF8948D7D17" style="OLC"><subsection commented="no" id="HAD996C06A38247C881A20DFD477A4333"><enum>(ll)</enum><header>Increased FMAP for oral health services</header><paragraph commented="no" id="H0BDC13187B2846DA974E39718F1D30C4"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding subsection (b) and section 1903(a)(7) and subject to the requirements described in paragraphs (3) and (4), with respect to amounts expended on or after January 1, 2025, for covered oral health expenses (as described in paragraph (2)), the Federal medical assistance percentage for a State that is one of the 50 States or the District of Columbia for such expenses shall be equal to the Federal medical assistance percentage that would otherwise apply to the State for the fiscal year, as determined under subsection (b) or section 1903(a)(7), increased by 15 percentage points.</text></paragraph><paragraph commented="no" id="H264F3703402741D68B09AE8E3FA0B713"><enum>(2)</enum><header>Covered oral health expenses</header><text>For purposes of paragraph (1), the term <term>covered oral health expenses</term> means the amounts expended for medical assistance for oral health services (as defined in subsection (kk)) and amounts expended for the proper and efficient administration of the provision of such oral health services under the State plan.</text></paragraph><paragraph commented="no" id="H7CE97BF6C1284DC786734FF7DAAEA801"><enum>(3)</enum><header>Requirements</header><text display-inline="yes-display-inline">For purposes of paragraph (1), the Federal medical assistance percentage applicable to covered oral health expenses under this subsection shall not apply to a State unless—</text><subparagraph commented="no" id="H1B629A2EFA3D458B9806EAEF986AB2C5"><enum>(A)</enum><text display-inline="yes-display-inline">the State plan for medical assistance provides payment for oral health services (as so defined) furnished by a health care provider at a rate that is not less than 70 percent of the usual and customary fee for such services in the State; and</text></subparagraph><subparagraph commented="no" id="H89C22391DD1F4150A8720D9BCA6C5B54"><enum>(B)</enum><text display-inline="yes-display-inline">the State satisfies such additional requirements as are established by the Secretary, which shall include—</text><clause commented="no" id="H9C311E64747C40EBAD4649459C5145EA"><enum>(i)</enum><text display-inline="yes-display-inline">streamlining of administrative procedures for purposes of ensuring adequate provider participation and increasing patient utilization of oral health services; and</text></clause><clause commented="no" id="H57F0C3F24A5C4C43B66AEBD9E1F49D21"><enum>(ii)</enum><text>the provision of technical assistance to health care providers designed to reduce the number of missed patient appointments and reduce other barriers to the delivery of oral health services.</text></clause></subparagraph></paragraph><paragraph commented="no" id="HFC2FD9CE670F4F6384147E4B2DC8FDC7"><enum>(4)</enum><header>Limitation</header><text>For purposes of amounts expended for covered oral health services, in no case shall any increase under this subsection result in a Federal medical assistance percentage that exceeds 100 percent.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H382B01E93A664378B76CB7352A05C9E7"><enum>(2)</enum><header>Conforming amendment</header><text>Section 1903(a)(7) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396b">42 U.S.C. 1396b(a)(7)</external-xref>) is amended by striking <quote>section 1919(g)(3)(B)</quote> and inserting <quote>sections 1905(ll) and 1919(g)(3)(B)</quote>.</text></paragraph></subsection><subsection id="HBC6F3AB385AC4ADF979E1ADE0A3E206B"><enum>(e)</enum><header>Secretarial responsibilities</header><paragraph id="H09A2E292AE71449A9DF073D405E7213B"><enum>(1)</enum><header>Technical assistance and outreach</header><text>The Secretary of Health and Human Services, acting through the Administrator of the Centers for Medicare &amp; Medicaid Services, shall provide technical assistance to States and conduct outreach to States for purposes of educating and encouraging States to utilize and provide payment under each State Medicaid program for telehealth-enabled dental services in order to provide dental services to traditionally underserved populations in need of such services.</text></paragraph><paragraph id="H6E554BBEFEC14DF28B299688CBCA04DA"><enum>(2)</enum><header>Database and annual report on dental benefits for adult Medicaid enrollees</header><subparagraph id="HB02928C0C7784A27B129F63B3061C7F5"><enum>(A)</enum><header>Medicaid dental benefits database</header><text>The Secretary of Health and Human Services, acting through the Administrator of the Centers for Medicare &amp; Medicaid Services, shall maintain, as accurately and up-to-date as possible, a database that contains with respect to each State (as defined for purposes of title XIX of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396">42 U.S.C. 1396 et seq.</external-xref>)) information regarding the dental benefits available for adults enrolled in the State Medicaid program, including any limits on such benefits and the amount of reimbursement provided under the State Medicaid program for such benefits. The database also shall include a separate description of the dental benefits, benefit limits, and amount of reimbursement provided under each State Medicaid program for pregnant women, if such benefits are not provided to the woman as part of early and periodic screening, diagnostic, and treatment services (as defined in section 1905(r) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396d">42 U.S.C. 1396d(r)</external-xref>)), and a description of the use of dental services by children and adults enrolled in the State Medicaid program.</text></subparagraph><subparagraph id="HF6E7F60F528345F791BA0E0D80F817E7"><enum>(B)</enum><header>Annual report</header><text>The Secretary of Health and Human Services shall make available to the public an annual report regarding the information collected in the database required under subparagraph (A). Each annual report under this subparagraph shall include for each State Medicaid program and with respect to the most recent year for which data are available the yearly dental service utilization rates for children and adults enrolled in the State Medicaid program.</text></subparagraph></paragraph></subsection><subsection id="H48ED8D6CAD1C4A4DBF0F28C695109689"><enum>(f)</enum><header>Effective date</header><paragraph id="HD69C39ADD8A44ABB99EBF561AAB7B55F"><enum>(1)</enum><header>In general</header><text>Except as provided in paragraph (2), the amendments made by this section shall apply to calendar quarters beginning on or after January 1, 2025, without regard to whether or not final regulations to carry out such amendments have been promulgated by such date.</text></paragraph><paragraph id="H21E56AB5F2D84E7280DF395BD5F51895" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Delay permitted for State plan amendment</header><text>In the case of a State plan for medical assistance under title XIX of the Social Security Act which the Secretary of Health and Human Services determines requires State legislation (other than legislation appropriating funds) in order for the plan to meet the additional requirements imposed by the amendments made by this section, the State plan shall not be regarded as failing to comply with the requirements of such title solely on the basis of its failure to meet these additional requirements before the first day of the first calendar quarter beginning after the close of the first regular session of the State legislature that begins after the date of enactment of this Act. For purposes of the previous sentence, in the case of a State that has a 2-year legislative session, each year of such session shall be deemed to be a separate regular session of the State legislature.</text></paragraph></subsection></section></subtitle></title><title id="H7AA5BA6198DE45BE8E497AAD1A7E7720"><enum>II</enum><header>Public health programs</header><subtitle commented="no" level-type="subsequent" id="H5F49827D5DAF4BA3BD7DE5BBF5C5B251"><enum>A</enum><header display-inline="yes-display-inline">National Health Service Corps</header><section id="HB73CA35BFF4B4472BE053697A6280049"><enum>201.</enum><header>National Health Service Corps</header><subsection id="H2BBA89C3238D49D982D5FE7B7A871282"><enum>(a)</enum><header>In general</header><text>Section 331 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254d">42 U.S.C. 254d</external-xref>) is amended—</text><paragraph id="HD728C49B08BE40F3AD027302CCB8D0D2"><enum>(1)</enum><text>in subsection (a)(3), by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="HC9B6F359B86247229A55E438A4D2FB54" style="OLC"><subparagraph id="H59A4E3B86A3D4B5098D025E3B66AB5E5"><enum>(F)</enum><text>The term <term>dental therapist</term> means, with respect to a State or Tribal government that licenses or certifies such dental therapists, a mid-level dental practitioner who—</text><clause commented="no" display-inline="no-display-inline" id="HCC5B010C91794985AA1107F130420635"><enum>(i)</enum><subclause commented="no" display-inline="yes-display-inline" id="H9A57F53834FB4A21AA4918083CB72CB5"><enum>(I)</enum><text display-inline="yes-display-inline">is licensed to practice under the law of the State; or</text></subclause><subclause commented="no" display-inline="no-display-inline" id="HD858CBF1B24D4D4FA55E8E0A079D97AE" indent="up1"><enum>(II)</enum><text display-inline="yes-display-inline">is certified to practice under the Community Health Aide Program of the Indian Health Service under section 119 of the Indian Health Care Improvement Act; and </text></subclause></clause><clause id="H58542A9FD755417591F2C38756843EF3"><enum>(ii)</enum><text display-inline="yes-display-inline">provides preventive and restorative services directly to the public, commensurate with the scope of the practice.</text></clause></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H2F3E353D650B4E17BEFEB533A1CC2232"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph id="H6E36449E9EA84BF4861ADD902E3BFBCF"><enum>(A)</enum><text>in paragraph (1), by inserting <quote>dental therapy programs and</quote> after <quote>schools at which</quote>; and</text></subparagraph><subparagraph id="H71C427FBCDA64072B0EB3D47BD8661DD"><enum>(B)</enum><text>in paragraph (2), by inserting <quote>dental therapists,</quote> after <quote>dentists,</quote>.</text></subparagraph></paragraph></subsection><subsection commented="no" id="HC24110AC180D4EEC9E0364C98059DBDC"><enum>(b)</enum><header>Facilitation of effective provision of corps services</header><text>Section 336(f)(3) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254h-1">42 U.S.C. 254h–1(f)(3)</external-xref>) is amended by inserting <quote>dental therapists,</quote> after <quote>midwives,</quote>.</text></subsection><subsection id="H8F6343E8519246CDAAEF40A1A82492BB"><enum>(c)</enum><header>Scholarship program and loan repayment program</header><paragraph id="H05CD36C757E54643AA26092187407D2F"><enum>(1)</enum><header>Scholarship program</header><text>Section 338A of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254l">42 U.S.C. 254l</external-xref>) is amended—</text><subparagraph id="H77617A908D174714867D9500A559ACC8"><enum>(A)</enum><text>in subsection (a)(1), by inserting <quote>dental therapists,</quote> after <quote>dentists,</quote>; and</text></subparagraph><subparagraph commented="no" id="H3D6D396058324B6BA30A7CDC022DDBEC"><enum>(B)</enum><text>in subsection (b)(1), by inserting <quote>including dental therapy,</quote> after <quote>or other health profession,</quote>.</text></subparagraph></paragraph><paragraph id="HCE8157FF614E49BDAFD45C1E1FB7D828"><enum>(2)</enum><header>Loan repayment program</header><text>Section 338B of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254l-1">42 U.S.C. 254l–1</external-xref>) is amended—</text><subparagraph id="HE3838D56373447D2BA40A7C994EFF6EF"><enum>(A)</enum><text>in subsection (a)(1), by inserting <quote>dental therapists,</quote> after <quote>dentists,</quote>; and</text></subparagraph><subparagraph id="H332E9957829D4D55BED3D277065C5CC0"><enum>(B)</enum><text>in subsection (b)(1)—</text><clause id="H9A57F1A804774067AC8A99AD71F6F333"><enum>(i)</enum><text>in subparagraph (A), by inserting <quote>dental therapist,</quote> after <quote>nurse practitioner,</quote>;</text></clause><clause id="H5AD0B9AFF8C4450C81A24DC7B959F463"><enum>(ii)</enum><text>in subparagraph (B), by inserting <quote>dental therapy,</quote> after <quote>mental health,</quote>; and</text></clause><clause commented="no" id="HCBFF2F21AA6549F7AA86B7F614BA5E7A"><enum>(iii)</enum><text>in subparagraph (C)(ii), by inserting <quote>, including dental therapy</quote> after <quote>health profession</quote>.</text></clause></subparagraph></paragraph><paragraph commented="no" id="H669261D3B2D34761A81D73D75A6AFD79"><enum>(3)</enum><header>Authorization of appropriations</header><text>Section 338H of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254q">42 U.S.C. 254q</external-xref>) is amended—</text><subparagraph commented="no" id="H2A460CCBBDA94BDC997FC20F0E3FC3F8"><enum>(A)</enum><text>in subsection (a), by striking <quote>this section</quote> and inserting <quote>this subpart</quote>; and</text></subparagraph><subparagraph commented="no" id="HFDDB3002468D4D5D8E7C3C29C65CA921"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H3019C52465EF4492BA175D786FA8C9F2" style="OLC"><subsection id="HCEB2411A46BF412BB61FD8CB1DA2FA54"><enum>(d)</enum><header>Authorization of appropriations with respect to oral health professionals</header><text>To carry out this subpart with respect to dentists, dental therapists, and dental hygienists, in addition to the amounts authorized under subsection (a), there is authorized to be appropriated such sums as may be necessary for fiscal years 2025 through 2028, which shall be used to provide an emergency expansion for scholarships to, and loan repayments on behalf of, such oral health professionals.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection></section><section commented="no" id="H349CF005133A4CA78B112395FFD65321"><enum>202.</enum><header>Community based dental residencies</header><text display-inline="no-display-inline">Section 340H of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/256h">42 U.S.C. 256h</external-xref>) is amended by adding at the ending the following:</text><quoted-block display-inline="no-display-inline" id="HDBE1A5BDE19A42D0B857966556525A53" style="OLC"><subsection id="HFE84271CAAE64343A1AA66F665C227D1"><enum>(k)</enum><header>Additional funding</header><text>For the purpose of expanding dental residencies at teaching health centers that operate graduate medical education programs, there is authorized to be appropriated such sums as may be necessary for each of fiscal years 2025 through 2028</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H244EA8A4428B44D78882586A808270E0"><enum>203.</enum><header display-inline="yes-display-inline">Community-based training of dental students</header><subsection commented="no" display-inline="no-display-inline" id="H5E1C1F4E729041B29E7AA3D533D1C570"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text>The Secretary of Health and Human Services (referred to in this section as the <quote>Secretary</quote>) shall establish a pilot program under which the Secretary awards grants to eligible entities for the purpose of supporting the community-based training of dental students. Such grants shall be for a 5-year period, beginning in fiscal year 2025. </text></subsection><subsection commented="no" display-inline="no-display-inline" id="HCB6C11E537B24531972AB0D0BBFF88F7"><enum>(b)</enum><header>Eligible entities</header><text display-inline="yes-display-inline">To be eligible to receive a grant under this section, an entity shall—</text><paragraph commented="no" display-inline="no-display-inline" id="H9B8DC46305DD444D9121EAE5AEE13A27"><enum>(1)</enum><text display-inline="yes-display-inline">be a Federally-qualified health center, rural health center, or Tribal health facility; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0C23602D60294A44BCAB7B4179E77D52"><enum>(2)</enum><text>submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HCCDAC70BBD914D59A092FB9B584A7AD9"><enum>(c)</enum><header>Selection of awardees</header><paragraph commented="no" display-inline="no-display-inline" id="H7C422BBCB92B477B972C2C2D6F6017F2"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall award 6 grants under this section to eligible entities described in subsection (b). In making such awards, the Secretary shall ensure that each entity receiving a grant operates in a different State (including each of the several States and the District of Columbia), territory, or Tribal territory.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1F9D05EF81444D2097254184AD9E15C7"><enum>(2)</enum><header>Priority</header><text>In awarding grants under this section, the Secretary shall give priority to eligible entities that—</text><subparagraph commented="no" display-inline="no-display-inline" id="H85B1E748838D4DAEA03E02D21FFC0215"><enum>(A)</enum><text>have a focus on training students in rural and underserved areas;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H847E8A77A4234A9388548AAB59838DEE"><enum>(B)</enum><text display-inline="yes-display-inline">partner with dental professional schools and programs associated with a historically Black college or university (as defined by the term <quote>part B institution</quote> in section 322 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1061">20 U.S.C. 1061</external-xref>)) or minority-serving institutions (as described in section 371 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1067q">20 U.S.C. 1067q</external-xref>)); or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H95757D7A3961421091A610390F6057E6"><enum>(C)</enum><text>are located in a State or geographic area without a dental school. </text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H6ACD7EEAF55C44B781DB2A9A51EFD0DD"><enum>(d)</enum><header>Use of funds</header><text>An eligible entity receiving a grant under this section—</text><paragraph commented="no" display-inline="no-display-inline" id="HDA1BB7554EFC49BDAB519BCA9635ADC8"><enum>(1)</enum><text display-inline="yes-display-inline">shall use such funds to establish a training program for dental, dental hygienist, dental therapy, and dental assistant students in a community-based, outpatient setting; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD347132F13344D7C95A8D235CA37FAAC"><enum>(2)</enum><text display-inline="yes-display-inline">may use such funds—</text><subparagraph commented="no" display-inline="no-display-inline" id="HAB8F414639AD4F0EBD1BC7450C6F6E3A"><enum>(A)</enum><text display-inline="yes-display-inline">to support faculty and preceptor wages and living stipends for trainees;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HBADDC17BB6A0490F955ECAB671DE38A6"><enum>(B)</enum><text display-inline="yes-display-inline">to purchase equipment, education tools, and make renovations or alterations to a training site; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HBE33357B70204738945C2458EE9B5DD2"><enum>(C)</enum><text>to provide supportive services such as child care, transportation, and food assistance to enable students to persist in and complete a training program; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1143435F258E4DB09F62CAB060EAF1D3"><enum>(3)</enum><text display-inline="yes-display-inline">may use up to 5 percent of the grant amount for planning and development, data collection and reporting, other administrative purposes.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H618ECE5A5F0F45659AD30ADB5D93377E"><enum>(e)</enum><header>Reporting</header><paragraph commented="no" display-inline="no-display-inline" id="H06EF99200F704EFE891BEA78BC2680D4"><enum>(1)</enum><header display-inline="yes-display-inline">Reports from eligible entities</header><text>Each eligible entity receiving a grant under this section shall submit such reports on the program supported by the grant as the Secretary may require.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFAA21BDB47C94A88B9E20959257234B6"><enum>(2)</enum><header>Reports to Congress</header><text>Not later than 1 year after the date on which the program under this section terminates under subsection (f), the Secretary shall submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives a report on the program.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H6A3FD11DBFAA4F08BF4A5B31EB0E603D"><enum>(f)</enum><header>Sunset</header><text>The grant program under this section shall terminate on September 30, 2029.</text></subsection><subsection id="H8153CD2F2A3D492897E50A7BE3290383" commented="no" display-inline="no-display-inline"><enum>(g)</enum><header display-inline="yes-display-inline">Appropriations</header><text>To carry out this section, there is appropriated, out of amounts in the Treasury not otherwise appropriated, $4,500,000 for fiscal year 2025, to remain available through the end of fiscal year 2029. </text></subsection></section></subtitle><subtitle id="H5C69B52CBB5942578259BAE603988CD3"><enum>B</enum><header>Oral health education</header><section id="HE968D82C17564EF6870CAD5791F9AC54"><enum>211.</enum><header>Authorization of appropriations for oral health education for medical providers</header><text display-inline="no-display-inline">Section 747(c) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/293k">42 U.S.C. 293k(c)</external-xref>) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H6ED4B3D8E36E422DAADFCA00E739A053" style="OLC"><paragraph id="HF36155C9BA414FDF9F859170E6713FBB"><enum>(4)</enum><header>Oral health education</header><text>In addition to other amounts authorized under this subsection for purposes of carrying out this section, there is authorized to be appropriated such sums as may be necessary for fiscal years 2025 through 2028 for the purpose of educating nondental medical professionals (including physicians, nurses, nurse practitioners, physician assistants, and pharmacists and particularly such professionals who provide care to children and pregnant and postpartum women) about oral health, including issues such as oral hygiene instruction, topical application of fluoride, and oral health screenings, with the goal of integrating oral health care into overall health care.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="HB91C8FDBFB4840A4A6B87B8291FE9D2D"><enum>212.</enum><header>Oral health education for other non-health professionals</header><text display-inline="no-display-inline">Subpart I of part C of title VII of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/293k">42 U.S.C. 293k et seq.</external-xref>) is amended by inserting after section 748 the following:</text><quoted-block display-inline="no-display-inline" id="H93A2C6A6A5A14641A55DCB2863562340" style="OLC"><section id="H319B22F2D86A450C971F2CC860366E02"><enum>748A.</enum><header>Oral health education for other non-oral health professionals</header><subsection id="HDDADFD008CFF479BA471A7666B810C52"><enum>(a)</enum><header>In general</header><text>The Secretary may make grants to, or enter into contracts with, an accredited public or nonprofit private hospital, educational institutions, or public or private nonprofit entities that the Secretary has determined to be capable of carrying out such grant or contract to educate individuals, such as community health workers, social workers, nutritionists, health educators, occupational therapists, and psychologists, to promote oral health education and literacy and to provide support for behavior change and assistance with care coordination with respect to oral health.</text></subsection><subsection id="H4CFE5315A06B4F30BA924C159B0A47CF"><enum>(b)</enum><header>Authorization of appropriations</header><text>To carry out this section, there is authorized to be appropriated such sums as may be necessary for fiscal years 2025 through 2028.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="HCE76C56C7538439E81FD55911D63D08A"><enum>213.</enum><header>Dental education</header><text display-inline="no-display-inline">Section 748 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/293k-2">42 U.S.C. 293k–2</external-xref>) is amended—</text><paragraph id="HE4178238DBFB43DD807239CC8E377153"><enum>(1)</enum><text>in subsection (a)(1)(H), by striking <quote>pediatric training programs</quote> and inserting <quote>pediatric dental training programs</quote>; and</text></paragraph><paragraph id="H2A0463CCD5B847AD8B4407C76EAD2730"><enum>(2)</enum><text>in subsection (c)—</text><subparagraph id="H858E881C768841FA9DE030B5616C3551"><enum>(A)</enum><text>by striking the subsection heading and inserting <quote><header-in-text level="subsection" style="OLC">Requirements for award</header-in-text>.—</quote>;</text></subparagraph><subparagraph id="HE38269CC8DA34BD1AC260B62337B1FCC"><enum>(B)</enum><text>by amending the matter preceding paragraph (1) to read as follows: <quote>With respect to training provided for under this section, the Secretary shall award grants or contracts only to eligible entities that meet at least 7 of the following criteria:</quote>;</text></subparagraph><subparagraph id="H3AD47BB1CC3042459867A737CF37B911"><enum>(C)</enum><text>in paragraph (2), by striking <quote>have a record of training the greatest percentage of providers, or that have demonstrated significant improvements in the percentage of providers, who enter and</quote> and inserting <quote>train significant numbers of providers who</quote>;</text></subparagraph><subparagraph id="H1D4FC456188C45DB8092E1DEE06867B0"><enum>(D)</enum><text>in paragraph (3)—</text><clause id="HDA244868C3BB4377BA07BC8C160BDC1E"><enum>(i)</enum><text>by striking <quote>have a record of training</quote> and inserting <quote>intend to train</quote>; and</text></clause><clause id="H0E9EFE58AD8A4FD99A6C59825013725E"><enum>(ii)</enum><text>by striking the period at the end and inserting <quote>and have faculty with experience in treating underserved populations.</quote>;</text></clause></subparagraph><subparagraph id="HBFB2981FA5C54B758BC041661F1BA5FF"><enum>(E)</enum><text>in health professional student loans</header><text display-inline="no-display-inline">Subpart 3 of part E of title VII of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/295f">42 U.S.C. 295f et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H642FE3A4A119498E93BAB33505E45257" style="OLC"><section id="HD38EC216EDB046E2A751AA6BA9700503"><enum>779.</enum><header>Oral health professional student loans</header><subsection id="H5A5C864C7D6E4B55A3169D79889BB1FC"><enum>(a)</enum><header>In general</header><text>The Secretary shall establish and operate a student loan fund for oral health professional students, including dental hygienists, dental therapists, and dentists.</text></subsection><subsection id="H834338F35472463D87D5664EE1E1CDA2"><enum>(b)</enum><header>Content</header><text>The Secretary shall establish and operate the student loan fund program under subsection (a) in the same manner and subject to the same terms as the loan fund program established with schools of nursing under section 835.</text></subsection><subsection id="HCFAA1B0BB64442BD8BA33A5098B354EE"><enum>(c)</enum><header>Authorization of appropriations</header><text>To carry out this section, there are authorized to be appropriated such sums as may be necessary for fiscal years 2025 through 2028.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></subtitle><subtitle id="H85B839DC10154ED3919DF15F8D3D2813"><enum>C</enum><header>Other oral health programs</header><section commented="no" id="HB730F72A5E9C43A495DDA7E17A7DAEFE"><enum>221.</enum><header>Access points</header><text display-inline="no-display-inline">Subpart X of part D of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/256f">42 U.S.C. 256f et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H3D49BEA23DB54A6390B285A1D0298FDE" style="OLC"><section id="H1A39E39AED864F178DB329861B38CB63"><enum>340G–2.</enum><header>Funding for oral health services</header><subsection id="H4DF665D95C734B6A945C9B1005B52C5F"><enum>(a)</enum><header>In general</header><text>The Secretary, acting through the Administrator of the Health Resources and Services Administration, shall establish a program to award grants to eligible entities to provide oral health services, or to contract with private dental practices to provide comprehensive oral health services, to low-income individuals and individuals who are underserved with respect to oral health care.</text></subsection><subsection id="H38E628FEF0894D50908DF937FDFAB392"><enum>(b)</enum><header>Technical assistance</header><text>The Secretary shall provide technical assistance to entities receiving grants under subsection (a) to provide technical assistance to such entities in order to—</text><paragraph commented="no" id="HE09BB28C611C4007A43A0E5B8D81D507"><enum>(1)</enum><text>with respect to oral health care services, increase utilization and efficiency and minimize missed appointments, contract with offsite providers, recruit providers (including oral health specialists), and operate programs outside the physical facilities to take advantage of new systems to improve access to oral health services;</text></paragraph><paragraph id="H0D5C1B8433174EDBBCC720169BED0DBE"><enum>(2)</enum><text>address barriers to access to such services and conduct targeted outreach to special populations such as pregnant women, individuals with disabilities, individuals with chronic conditions such as diabetes, and individuals residing in long-term care facilities; or</text></paragraph><paragraph commented="no" id="H138D9A91E4A849D1B16EEE1FAF30D917"><enum>(3)</enum><text>contract with private dental practices that will provide oral health services other than preventive oral health care, including restoration and maintenance of oral health, in order to meet the need for oral health services in the community.</text></paragraph></subsection><subsection id="HAB5B5C7756ED4A15811F1DF3E21FBFEB"><enum>(c)</enum><header>Eligible entities</header><text>To be eligible to receive a grant under subsection (a), an entity shall—</text><paragraph id="H0D4763542D7B4C68AD4547BB69DD7F60"><enum>(1)</enum><text>be—</text><subparagraph id="H0D568E9C146E4403A3407177323504EA"><enum>(A)</enum><text>a Federally qualified health center (as defined in section 1861(aa) of the Social Security Act);</text></subparagraph><subparagraph id="H65C87F9B50DB473FAA4875EC38B723E9"><enum>(B)</enum><text>a safety net clinic or a free clinic (as defined by the Secretary);</text></subparagraph><subparagraph id="H0DC61B72A841442DA103E159DDEE3AD7"><enum>(C)</enum><text>a health care clinic that provides services to Tribal organizations or urban Indian organizations (as such terms are defined in section 4 of the Indian Health Care Improvement Act); or</text></subparagraph><subparagraph id="H8D1C6CB11DE046838FCEA14F2389B75B"><enum>(D)</enum><text>any other interested public or private sector health care provider or organization that the Secretary determines has a demonstrated history of serving a high number of uninsured and or low-income individuals or those who lack ready access to oral health services; and</text></subparagraph></paragraph><paragraph id="H07A295DDDE834004B263C132F6E2F51C"><enum>(2)</enum><text>demonstrate a clear need to expand oral health care services beyond preventive oral health care.</text></paragraph></subsection><subsection id="HD9E1D2088CE64795921F221EFFE66E0C"><enum>(d)</enum><header>Allocation for hiring oral health care specialists</header><text>A portion of the funds available under this section shall be allocated toward hiring oral health care specialists, such as oral surgeons and endodontists, at entities receiving grants under this section.</text></subsection><subsection id="H0AB25053D2D345618F5FD1E04EAA51FA"><enum>(e)</enum><header>Authorization of appropriations</header><text>To carry out this section, there is authorized to be appropriated such sums as may be necessary for each of fiscal years 2025 through 2028.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H319B6FB805DB4E5EA50278CFC1F4F3EB"><enum>222.</enum><header>Dental clinics in schools</header><text display-inline="no-display-inline">Part Q of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280h">42 U.S.C. 280h et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="HC15A74304451437C83579B009BDB47CF" style="OLC"><section commented="no" id="H033FBC2549D743E08E0B2113606C80DB"><enum>399Z–3.</enum><header>Dental clinics in schools</header><subsection commented="no" id="H6C1EA1C84C6C45B09F2932C58D9D8C9C"><enum>(a)</enum><header>In general</header><text>The Secretary shall award grants to qualified entities for the purpose of funding the building, operation, or expansion of dental clinics in schools.</text></subsection><subsection commented="no" id="H3501DD0F0C094D858F7F9B26F118BD58"><enum>(b)</enum><header>Qualified entities</header><text>To receive a grant under this section, a qualified entity shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require.</text></subsection><subsection commented="no" id="H9F1FC3B4401547B3BA209C63EF222182"><enum>(c)</enum><header>Requirements</header><text>An entity receiving a grant under this section shall—</text><paragraph commented="no" id="H22E974A7851148B596657FCF0C48A3B0"><enum>(1)</enum><text>provide comprehensive oral health services at a dental clinic based at a school, including oral health education, oral screening, fluoride application, prophylaxis, sealants, and basic restorative services;</text></paragraph><paragraph commented="no" id="H41C7E4D588064A0F84145AD9917111D8"><enum>(2)</enum><text>develop a coordinated system of care by referring patients to an available qualified oral health provider in the community for any required oral health services not provided in the dental clinic in the school, including restorative services, to ensure that all the oral health needs of students are met; and</text></paragraph><paragraph commented="no" id="HA83C02B733B246189EB897978BC1CF65"><enum>(3)</enum><text>maintain clinic hours that extend beyond school hours.</text></paragraph></subsection><subsection commented="no" id="H71809DC7A21F4C69936A7BBD17DD3E42"><enum>(d)</enum><header>Authorization of appropriations</header><text>For purposes of carrying out this section, there is authorized to be appropriated such sums as may be necessary for fiscal years 2025 through 2028.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H3579BA3AF7C345C6A41BC1C6E06E3DEE"><enum>223.</enum><header>Emergency department care coordination</header><text display-inline="no-display-inline">Part P of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280g">42 U.S.C. 280g et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H3DC5DD57F1FB4631A842B1CF00D9C6C5" style="OLC"><section commented="no" id="H20BE4E734F5643A6AAD1CD6C1106F248"><enum>399V–8.</enum><header>Emergency department care coordination with respect to dental care</header><subsection commented="no" id="H3C12AF5897624AE8B419055CF9D7D2AD"><enum>(a)</enum><header>In general</header><text>The Secretary shall establish a grant program to facilitate individuals receiving dental care at facilities other than hospital emergency departments, under which the Secretary awards grants to eligible entities to cover costs related to construction and renovation, equipment, staff, outreach and education, and any other allowable uses, with respect to the entity's facilities, as the Secretary determines appropriate.</text></subsection><subsection commented="no" id="H68F735B994714B7CB037F945905F6AE4"><enum>(b)</enum><header>Eligible entities</header><text>To be eligible to receive a grant under this section an entity shall—</text><paragraph commented="no" id="HFF9F556646A14F40AB7946DBB97F9475"><enum>(1)</enum><text>be—</text><subparagraph commented="no" id="H593CF8586CBB4B288C64476B4F4539E6"><enum>(A)</enum><text>a Federally qualified health center (as defined in paragraph (4) of section 1861(aa) of the Social Security Act) or rural health clinic (as defined in paragraph (2) of such section);</text></subparagraph><subparagraph commented="no" id="H3C3E7DEC5C6B49549B4A38112608A684"><enum>(B)</enum><text>a private dental practice; or</text></subparagraph><subparagraph commented="no" id="H5DF1527F493B4456864C456F4133E14E"><enum>(C)</enum><text>any other interested public or private sector health care provider or organization, such as a dental school, that the Secretary determines has the capacity to serve in a coordinated, cost-effective manner, a high number of individuals who lack access to oral health services; and</text></subparagraph></paragraph><paragraph commented="no" id="H669D14D2E4944C9495EE39641A99D5BB"><enum>(2)</enum><text>partner with a hospital or urgent care center.</text></paragraph></subsection><subsection commented="no" id="H0E7C388841434A04B53F0A804F63B4BE"><enum>(c)</enum><header>Oral health education for primary care and ED health care providers</header><text>The Secretary shall allocate a portion of the amounts appropriated under subsection (e) toward medical education for primary care and emergency department physicians, nurses, nurse practitioners, and physician assistants to be trained in oral health.</text></subsection><subsection commented="no" id="HBE5BDD60BFC345518F93A81BF3C2FC6B"><enum>(d)</enum><header>Report</header><text>Not later than January 1, 2028, the Secretary shall submit to Congress a report on the best practices determined by the program established under this section to address oral health needs of individuals who go to emergency departments in need of oral health care.</text></subsection><subsection commented="no" id="H8143346908554C2781CAE1255349DC8F"><enum>(e)</enum><header>Authorization of appropriations</header><text>To carry out this section, there is authorized to be appropriated such sums as may be necessary for fiscal years 2025 through 2028.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="HAE7DFC6ECF5C4964B1FDE6FD244B68FC"><enum>224.</enum><header>Research funding</header><subsection commented="no" display-inline="no-display-inline" id="HA30C36F660B04ED3A4927A7199FDD73F"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text>For the period of fiscal years 2025 through 2027, there is authorized to be appropriated for the Secretary of Health and Human Services (referred to in this section as the <quote>Secretary</quote>) such sums as may be necessary to conduct, in consultation with the heads of agencies and offices of the Department of Health and Human Services, including the Director of the Centers for Disease Control and Prevention, the Director of the Agency for Healthcare Research and Quality, the Director of the National Institutes of Health, and the Administrator of the Health Resources and Services Administration—</text><paragraph id="HB270AC9ECDAA44279487C935F1C2E4CB"><enum>(1)</enum><text>research on—</text><subparagraph id="H17FE32183F76469B9C005A20FF8097E7"><enum>(A)</enum><text>the prevention of oral disease;</text></subparagraph><subparagraph id="H37D647E4F2F34EF7BE319D123639D57D"><enum>(B)</enum><text>oral disease management;</text></subparagraph><subparagraph id="HB6BE7D4987E84FF28D9662BD6E95823E"><enum>(C)</enum><text>evidence-based strategies to prevent tooth decay;</text></subparagraph><subparagraph id="HDB06D2CDBBD0460090A0DF11135CB075"><enum>(D)</enum><text>rigorous, multidisciplinary research-based approaches to overcome disparities in oral health;</text></subparagraph><subparagraph id="H1C71181D9AD540A78BEA8C7C377C245B"><enum>(E)</enum><text>perinatal, postnatal, and childhood oral health issues, including the integration of dental providers in settings where pediatricians practice; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H2E085BAAE2F74CED98A4E94BDDD1A637"><enum>(F)</enum><text display-inline="yes-display-inline">access, quality, and outcomes with respect to oral health services; and</text></subparagraph><subparagraph id="H9EEA67F3D38C47EA8B6C0E4DA4BF1F50"><enum>(G)</enum><text>other topics as the Secretary determines appropriate; and</text></subparagraph></paragraph><paragraph id="H3EE7737DDF8544D6941AAC4240EF99A9"><enum>(2)</enum><text>an evaluation of oral health service delivery to underserved and vulnerable populations, including an evaluation of workforce models to enhance oral health service delivery.</text></paragraph></subsection><subsection id="H2F60A22E085644E880B051F8E529C19B"><enum>(b)</enum><header>Supplement not supplant</header><text>Funds appropriated under this section shall be used to supplement, and not supplant, other Federal, State, and local public funds provided for activities described in subsection (a). </text></subsection></section><section id="H0722B65241A0483381B615AABD4C3B00"><enum>225.</enum><header>Mobile and portable dental services</header><text display-inline="no-display-inline">Subpart X of part D of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/256f">42 U.S.C. 256f et seq.</external-xref>), as amended by section 221, is further amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H32AEACF02190437980CDAA19DED9D4D1" style="OLC"><section id="HAB50027D0E74426BBF2525A9784E6D77"><enum>340G–3.</enum><header>Mobile and portable dental services</header><subsection id="H42A7070AA26D411BAF9A7306A95C818B"><enum>(a)</enum><header>In general</header><text>The Secretary shall award grants to Federally qualified health centers (as defined in paragraph (4) of section 1861(aa) of the Social Security Act), rural health clinics (as defined in paragraph (2) of such section), nonprofit dental clinics, and dental schools to provide mobile and portable, comprehensive dental services that provide for the restoration or maintenance of oral health and function (including dental services provided by licensed providers through telehealth-enabled collaboration and supervision) and outreach for dental services to underserved populations. </text></subsection><subsection commented="no" display-inline="no-display-inline" id="HF635855B5E854974A0B5BC61A183BF09"><enum>(b)</enum><header>Eligible entities</header><text>To be eligible to receive a grant under this section, an eligible entity shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require, including information to demonstrate that the entity is capable of providing coordinated care and continuity of care to patients.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="HEDE1B7C8C6F7473B9DF64D7552EF0E56"><enum>(c)</enum><header>Use of funds</header><text display-inline="yes-display-inline">Eligible entities receiving a grant under this section shall deliver the dental services described in subsection (a) at locations such as senior centers, nursing homes, assisted living facilities, schools, licensed child care centers that serve eligible individuals who receive benefits under the State Children's Health Insurance Program under title XXI of the Social Security Act or the Medicaid program under title XIX of the Social Security Act, and facilities that provide services under the Special Supplemental Nutrition Program for Women, Infants, and Children established by section 17 of the Child Nutrition Act of 1966 or under the Head Start Act.</text></subsection><subsection id="HB475610453C74A1A894670B3C3B9AF57"><enum>(d)</enum><header>Authorization of appropriations</header><text>To carry out this section, there are authorized to be appropriated such sums as may be necessary.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></subtitle><subtitle id="HB84F3F0FDC8E4A7AB7EE536C2863F2E3"><enum>D</enum><header>Oral health services as an essential health benefit</header><section id="H5B17C661EA904BCD88CA20628277C3C5"><enum>231.</enum><header>Oral health services as an essential health benefit</header><text display-inline="no-display-inline">Section 1302(b) of the Patient Protection and Affordable Care Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18022">42 U.S.C. 18022(b)</external-xref>) is amended—</text><paragraph id="H8F40E5725DCF438490779B8D15E0259D"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text><subparagraph id="HD06C9BE755C842C08AAF217D36C01ED2"><enum>(a)</enum><header>Demonstration program authorized</header><text>The Secretary of Veterans Affairs may carry out a demonstration program to establish programs to train and employ alternative dental health care providers in order to increase access to dental health care services for veterans who are entitled to such services from the Department of Veterans Affairs and reside in rural and other underserved communities.</text></subsection><subsection id="H81949D6EAF75450EAE581BE7A19AE7FB"><enum>(b)</enum><header>Telehealth</header><text>For purposes of alternative dental health care providers and other dental care providers who are licensed to provide clinical care, dental services provided under the demonstration program under this section may be administered by such providers through telehealth-enabled collaboration and supervision when appropriate and feasible.</text></subsection><subsection id="H9FEFD9BAFFA94695A9D12CBA74FDA3C1"><enum>(c)</enum><header>Alternative dental health care providers defined</header><text>In this section, the term <term>alternative dental health care providers</term> has the meaning given that term in section 340G–1(a)(2) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/256g-1">42 U.S.C. 256g–1(a)(2)</external-xref>).</text></subsection><subsection id="H7F52290BC6D340FDAC7EB5464F7F5BBB"><enum>(d)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated such sums as are necessary to carry out the demonstration program under this section.</text></subsection></section><section id="H15ABA9A00C894AA9B3918C8A75965525"><enum>303.</enum><header>Program of education to promote dental health in veterans</header><subsection id="H113BA9E31E9348CE8FB2A1C4D6E1F99D"><enum>(a)</enum><header>Program required</header><text>The Secretary of Veterans Affairs shall carry out a program of education to promote dental health for veterans who are enrolled in the system of annual patient enrollment of the Department of Veterans Affairs established and operated under section 1705(a) of title 38, United States Code.</text></subsection><subsection id="H6E205AD2AD484504812A26D136AD201F"><enum>(b)</enum><header>Elements</header><text>The program required by subsection (a) shall provide education for veterans on the following:</text><paragraph id="H9F7842C3C09C41BB93B8B58E633E4184"><enum>(1)</enum><text>The association between dental health and overall health and well-being.</text></paragraph><paragraph id="H9343BFF07F5A4E8183E1F0969164E11F"><enum>(2)</enum><text>Proper techniques for dental care.</text></paragraph><paragraph id="H4B5D619B0CCE4C2CA2CEEE5ED387F9C5"><enum>(3)</enum><text>Signs and symptoms of commonly occurring dental conditions.</text></paragraph><paragraph id="HE7A191D007E748DEB89F1D3B15918FD2"><enum>(4)</enum><text>Treatment options for commonly occurring dental issues.</text></paragraph><paragraph id="HC9B0E9C8DB8D4DF4B6929AD49F9BB524"><enum>(5)</enum><text>Options for obtaining access to dental care, including information on eligibility for dental care through the Department.</text></paragraph><paragraph id="HF1312988AB9D4ABBAD49DABD8693D9D3"><enum>(6)</enum><text>Available and accessible options for obtaining low or no-cost dental care, including through dental schools and Federally Qualified Health Centers.</text></paragraph><paragraph id="HFEA29BE73C9B426EB821DA2C11A21681"><enum>(7)</enum><text>Such other matters relating to dental health as the Secretary considers appropriate.</text></paragraph></subsection><subsection id="H5321EF2F1EB048F2BF72AB77BAEEDAD2"><enum>(c)</enum><header>Delivery of educational materials</header><paragraph id="H1AF1038FE4274D42B23E6050FC9A9400"><enum>(1)</enum><header>In general</header><text>The Secretary shall provide educational materials to veterans under the program required by subsection (a) through a variety of mechanisms, including the following:</text><subparagraph id="H2FCFCB6D56D84C898B965D7ED4279CF1"><enum>(A)</enum><text>The availability and distribution of print materials at facilities of the Department (including at medical centers, clinics, Vet Centers, and readjustment counseling centers) and to providers (including members of Patient Aligned Care Teams).</text></subparagraph><subparagraph id="H34BE6E8C0B134F068D3819AEADF95730"><enum>(B)</enum><text>The availability and distribution of materials over the Internet, including through webinars, My HealtheVet, and VA.gov.</text></subparagraph><subparagraph id="H1F2D5C1F7C4B486A8EFF8644D57BEB75"><enum>(C)</enum><text>Presentations by the dental program office of the Department of information, including both small group and large group presentations, and distribution of such information to all locations in which the program is being carried out.</text></subparagraph></paragraph><paragraph id="H3174C45E6476423E986E24E59865B6EE"><enum>(2)</enum><header>Selection of mechanisms</header><text>In selecting mechanisms under paragraph (1), the Secretary shall select mechanisms designed to maximize the number of veterans who receive education under the program.</text></paragraph></subsection><subsection id="H958401DA4F3F480F9A5B2A194382F39D"><enum>(d)</enum><header>Construction</header><text>Nothing in this section shall be construed to alter or revise the eligibility of any veteran for dental care under the laws administered by the Secretary.</text></subsection><subsection id="HEB83A108F42A46B88F79AD1F373FEBDF"><enum>(e)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HC040F4D34320425BB3BE177FF3830298"><enum>(1)</enum><header>Federally qualified health center</header><text>The term <term>Federally Qualified Health Center</term> means a Federally-qualified health center as defined in section 1905(l)(2)(B) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396d">42 U.S.C. 1396d(l)(2)(B)</external-xref>).</text></paragraph><paragraph id="H382997F48794439380A3B6FA610F8DFC"><enum>(2)</enum><header>Vet center</header><text>The term <term>Vet Center</term> has the meaning given that term in section 1712A(h) of title 38, United States Code.</text></paragraph></subsection><subsection id="HAF5AD04F4E2E410B90069CF98C650DD6"><enum>(f)</enum><header>Effective date</header><text>This section shall take effect on the date that is one year after the date of the enactment of this Act.</text></subsection></section><section id="H05E9986DEB544150A370D1F99A2AD3E6"><enum>304.</enum><header>Student loan repayment program to incentivize dental training and ensure the dental workforce of the Department of Veterans Affairs</header><subsection id="HA9E875361D5D46D5B121381423D55651"><enum>(a)</enum><header>Program required</header><text>The Secretary of Veterans Affairs, to ensure that the Department of Veterans Affairs has sufficient staff to provide dental services to veterans, shall implement a loan reimbursement program for qualified dentists, dental hygienists, and oral surgeons who agree—</text><paragraph id="HA57817D8BAB143E580FC7624F87A4DF0"><enum>(1)</enum><text>to be appointed by the Secretary as a dentist, dental hygienist, or oral surgeon, as the case may be, under section 7401 of title 38, United States Code; and</text></paragraph><paragraph id="H13D45FB7CD35445DA3D3520DA72FEEA1"><enum>(2)</enum><text>to serve as a dentist, dental hygienist, or oral surgeon, as the case may be, of the Department pursuant to such appointment at a dental clinic of the Department for a period of not less than five years.</text></paragraph></subsection><subsection id="HF2727229B57D4FBD8060630592176359"><enum>(b)</enum><header>Maximum amount</header><text>The Secretary may reimburse not more than—</text><paragraph id="H484CFBA8495E4EDAB40D66A78D82599E"><enum>(1)</enum><text>$75,000 for each dentist participating in the program under subsection (a);</text></paragraph><paragraph id="HE638508B92F14FC9B1688EA1DF5002A9"><enum>(2)</enum><text>$10,000 for each dental hygienist participating in such program; and</text></paragraph><paragraph id="H3B58070D7A48433BA4C28C4DCF07B557"><enum>(3)</enum><text>$20,000 for each oral surgeon participating in such program.</text></paragraph></subsection><subsection id="HA7B1A3F0979849F6BDAC64BBEC4DE7E9"><enum>(c)</enum><header>Selection of locations</header><text>The Secretary shall monitor demand among veterans for dental care and require participants in the program under subsection (a) to choose from dental clinics of the Department with the greatest need for dentists, dental hygienists, or oral surgeons, as the case may be, according to facility enrollment and patient demand.</text></subsection></section><section id="HAEBE728E3E564F8DB4D0E5881195751B"><enum>305.</enum><header>Educational and training partnerships for dentists, dental hygienists, and oral surgeons</header><text display-inline="no-display-inline">The Secretary of Veterans Affairs shall enter into educational and training partnerships with dental schools, including dental programs within a community college, to provide training and employment opportunities for dentists, dental hygienists, and oral surgeons. </text></section></title><title id="H551572E938574C9C841292548C008592" style="OLC"><enum>IV</enum><header>Federal Bureau of Prisons</header><section id="HEF78EE727A334FBCAA37323D54EB5AD5"><enum>401.</enum><header>Demonstration program on training and employment of alternative dental health care providers for dental health care services for prisoners within the custody of the Bureau of Prisons</header><subsection id="H55DBBB02E4DF4D7B8A1E0AEF2B5E3D11"><enum>(a)</enum><header>Demonstration program authorized</header><text>The Attorney General, acting through the Director of the Bureau of Prisons, may carry out a demonstration program to establish programs to train and employ alternative dental health care providers in order to increase access to dental health services for prisoners within the custody of the Bureau of Prisons.</text></subsection><subsection id="H2861BF2FFEC148018BB3E8E3AAB00CE1"><enum>(b)</enum><header>Telehealth</header><text>For purposes of alternative dental health care providers and any other dental care providers who are licensed to provide clinical care, dental services provided under the demonstration program under this section may be administered by such providers through telehealth-enabled collaboration and supervision when deemed appropriate and feasible.</text></subsection><subsection id="HDE133CAD082E474B92D888E7519C2D2E"><enum>(c)</enum><header>Alternative Dental Health Care Providers Defined</header><text>In this section, the term <term>alternative dental health care providers</term> has the meaning given that term in section 340G–1 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/256g-1">42 U.S.C. 256g–1</external-xref>).</text></subsection><subsection id="H45E331C8F5D241E3808DCB740FF4923B"><enum>(d)</enum><header>Authorization Of Appropriations</header><text>There are authorized to be appropriated such sums as are necessary to carry out the demonstration program under this section.</text></subsection></section></title><title id="H9AAD682E6AD04513BAC6D826364F337D"><enum>V</enum><header>Indian Health Service</header><section id="HC75A7EBE76F04F229D3D5996B59D2A16"><enum>501.</enum><header>Demonstration program on training and employment of alternative dental health care providers for dental health care services under the Indian Health Service</header><subsection id="HF316CFCEA8344EC1A8E8E030B67DC7A1"><enum>(a)</enum><header>Demonstration program authorized</header><text>The Secretary of Health and Human Services, acting through the Indian Health Service, may carry out a demonstration program to establish programs to train and employ alternative dental health care providers in order to help eliminate oral health disparities and increase access to dental services through health programs operated by the Indian Health Service, Indian tribes, tribal organizations, and urban Indian organizations (as those terms are defined in section 4 of the Indian Health Care Improvement Act (<external-xref legal-doc="usc" parsable-cite="usc/25/1603">25 U.S.C. 1603</external-xref>)).</text></subsection><subsection id="H8257725384D54EB9BDF8DF3E73BF466C"><enum>(b)</enum><header>Telehealth</header><text>For purposes of alternative dental health care providers and any other dental care providers who are licensed to provide clinical care, dental services provided under the demonstration program under this section may be administered by such providers through telehealth-enabled collaboration and supervision when deemed appropriate and feasible.</text></subsection><subsection id="H38B2480982A840EA966EF828E0779F97"><enum>(c)</enum><header>Alternative dental health care providers defined</header><text>In this section, the term <term>alternative dental health care providers</term> has the meaning given that term in section 340G–1(a)(2) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/256g-1">42 U.S.C. 256g–1(a)(2)</external-xref>).</text></subsection><subsection id="H78166AA1BE024AFD8BAE225929CF5B25" commented="no" display-inline="no-display-inline"><enum>(d)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated such sums as are necessary to carry out the demonstration program under this section. </text></subsection></section></title><title id="HC91D8F0A5BE44755A7249CCC6EB6A851"><enum>VI</enum><header>Reports to Congress</header><section id="HF94832064D4C48FAA5A165A7B90A7A22"><enum>601.</enum><header>Reports on enrollment in coverage for oral health services</header><subsection id="H0A8E54C7000E46108915114F0A45D10F"><enum>(a)</enum><header>Secretary of Health and Human Services</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services shall submit to Congress the following reports:</text><paragraph id="HADFB2046E1004D658477C007F340AAA2"><enum>(1)</enum><header>Cost-benefit analysis</header><text display-inline="yes-display-inline">Not later than October 1, 2028, a report that provides a comprehensive cost-benefit analysis regarding the expansion of coverage for dental services pursuant to this Act, including whether the provision of such services resulted in a reduction in total health care costs for individuals under the Medicare and Medicaid programs.</text></paragraph><paragraph id="HD2FD311FB28D4BD1975973F0AB786672"><enum>(2)</enum><header>Annual report on enrollment, utilization, and expenditures in dental insurance plans</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, and annually thereafter, an annual report containing detailed information on—</text><subparagraph id="HEAF90B80073548F28EAB65D30CC823EF"><enum>(A)</enum><text display-inline="yes-display-inline">enrollment in private insurance plans providing pediatric and adult dental coverage, whether such coverage is provided through a qualified health plan (as defined in section 1301(a) of the Patient Protection and Affordable Care Act (<external-xref legal-doc="public-law" parsable-cite="pl/111/148">Public Law 111–148</external-xref>)) or a stand-alone dental plan;</text></subparagraph><subparagraph id="HFA45CC3C9FB3419E9C1B4519E0E12577"><enum>(B)</enum><text display-inline="yes-display-inline">the utilization of oral health services by children and adults who receive dental coverage under a qualified health plan or a stand-alone dental plan; and</text></subparagraph><subparagraph id="H59D1D7A0B2A641398769807F9AE28AD3"><enum>(C)</enum><text>expenditures related to oral health services by individuals and families who receive dental coverage in a qualified health plan or stand-alone dental plan.</text></subparagraph></paragraph></subsection><subsection id="HC2AA091226F4406EA2D77D271F3C1DD9"><enum>(b)</enum><header>Comptroller General</header><paragraph id="H78E1C50791B24F16876496A1B94DB579"><enum>(1)</enum><header>Medicaid and Medicare</header><text>Not later than January 1, 2028, the Comptroller General of the United States shall submit to Congress a report that provides a comprehensive analysis and evaluation of the implementation and utilization of the expanded coverage for dental services pursuant to this Act for individuals enrolled in the Medicare and Medicaid programs.</text></paragraph><paragraph id="HBF571D8562224247B4971C1C8F96B24F"><enum>(2)</enum><header>Demonstration programs</header><text>Not later than January 1, 2028, the Comptroller General of the United States shall submit to Congress a report that provides a comprehensive analysis and evaluation of the demonstration programs described in sections 302, 401, and 501, including—</text><subparagraph id="HB85ED00998694199BAF99539A3000C97"><enum>(A)</enum><text>the extent to which the programs improved access to oral health care and increased utilization of oral health services; and</text></subparagraph><subparagraph id="HF50D62BA459A449E8931F076677E5BA4" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>an examination of the training provided under the programs to alternative dental health care providers and the quality of care provided by such providers. </text></subparagraph></paragraph></subsection></section></title></legis-body></bill>
