R. 9617</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240917">September 17, 2024</action-date><action-desc><sponsor name-id="B001302">Mr. Biggs</sponsor> (for himself, <cosponsor name-id="O000175">Mr. Ogles</cosponsor>, <cosponsor name-id="G000565">Mr. Gosar</cosponsor>, <cosponsor name-id="C001132">Mr. Crane</cosponsor>, <cosponsor name-id="R000103">Mr. Rosendale</cosponsor>, <cosponsor name-id="G000595">Mr. Good of Virginia</cosponsor>, <cosponsor name-id="D000615">Mr. Duncan</cosponsor>, <cosponsor name-id="H001052">Mr. Harris</cosponsor>, <cosponsor name-id="B000825">Ms. Boebert</cosponsor>, <cosponsor name-id="C001116">Mr. Clyde</cosponsor>, <cosponsor name-id="B001309">Mr. Burchett</cosponsor>, and <cosponsor name-id="M001211">Mrs. Miller of Illinois</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit grants provided under section 106 of the Housing and Community Development Act of 1974 from being used to assist persons who are neither a national of the United States nor lawfully admitted for permanent residence, and for other purposes.</official-title></form><legis-body id="H822474DF0B1645F7AACD7A4854131B9A" style="OLC"><section id="H074FBCF48E1043C49E59611762A09B77" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Keeping Aid for Municipalities And Localities Accountable Act</short-title></quote> or the <quote><short-title>KAMALA Act</short-title></quote>. </text></section><section id="HCA7279D4CF91408090A9ECD8C4203382"><enum>2.</enum><header>Prohibition on assistance for persons not lawfully present</header><subsection id="H53F4D6386CFF4C89BAEC74071404D393"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 105 of the Housing and Community Development Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5305">42 U.S.C. 5305</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="HBD00BF9C1A8546D6AD46B7E3708348FD" display-inline="no-display-inline"><subsection id="HC142D2A839114BF4BBC1C50BF9CBCB76"><enum>(i)</enum><header>Prohibition on use of assistance for persons not lawfully present</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, no amount from a grant under section 106 made in fiscal year 2024 or any succeeding fiscal year may be used to assist persons who are neither a national of the United States nor lawfully admitted for permanent residence under section 101(a)(20) of the Immigration and Nationality Act.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="HFAE63CB83AB549898C40E6F386F1E967"><enum>3.</enum><header>Prohibition on grants to entities that provide assistance to persons not lawfully present</header><text display-inline="no-display-inline">Section 103 of the Housing and Community Development Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5303">42 U.S.C. 5303</external-xref>) is amended—</text><paragraph id="H9F08D0FAEADA481B88D31FE8BCF3A84C"><enum>(1)</enum><text>by striking <quote>The Secretary is authorized to</quote> and inserting: </text><quoted-block style="OLC" id="H086B31D51C944C5B801F91AAAC59E5EC" display-inline="no-display-inline"><subsection id="H9B695695EFB6481DB4DFC89C763ACAEC"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary is authorized to</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H198EF44DF0EE435F86D836C91DF829DA"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="HF92FDA4EF1794281A4C777EFC149CF52" display-inline="no-display-inline"><subsection id="HB5500CD87B674F549000861171DAD3DD"><enum>(b)</enum><header>Limitation</header><text display-inline="yes-display-inline">The Secretary may not make a grant to any State, unit of general local government, or Indian tribe to carry out activities in accordance with the provisions of this title if such State, unit of general local government, or Indian tribe carries out any housing or community development related program that provides assistance to persons who are neither a national of the United States nor lawfully admitted for permanent residence under section 101(a)(20) of the Immigration and Nationality Act.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
