<section id="H2CC1FB0DE0374235B8E0C10FDFF2328C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Office of National Drug Control Policy Reauthorization Act of 2024</short-title></quote>.</text></section> <section id="HD259B5436DEE48B49AB355383C6FD2BB"><enum>2.</enum><header>Office of National Drug Control Policy Reauthorization</header> <subsection id="H0EEF48BC9AAA4022B4D2E803B9B86268"><enum>(a)</enum><header>Amendments to the Office of National Drug Control Policy Reauthorization Act of 1998</header><text display-inline="yes-display-inline">The <short-title>Office of National Drug Control Policy Reauthorization Act of 1998</short-title> (<external-xref legal-doc="usc" parsable-cite="usc/21/1701">21 U.S.C. 1701 et seq.</external-xref>) is amended—</text> 
<paragraph id="H0BB74CD63EF047C7906AD0395A38B706"><enum>(1)</enum><text display-inline="yes-display-inline">in section 702 (<external-xref legal-doc="usc" parsable-cite="usc/21/1701">21 U.S.C. 1701</external-xref>)—</text> <subparagraph id="H90229DC3D0524EC580D30B646C860384"><enum>(A)</enum><text>in paragraph (2)(A)(ii), by striking <quote>Government Reform</quote> and inserting <quote>Accountability</quote>;</text></subparagraph> 
<subparagraph id="H6A785DEE994C4EFDAAEBA516F8C034F5"><enum>(B)</enum><text>in paragraph (3)—</text> <clause id="HE78E6E2E62894A8BA1A0C1452E43CC73"><enum>(i)</enum><text>in subparagraph (L), by striking <quote>; and</quote> and inserting a semicolon;</text></clause> 
<clause id="HAACF86A10AEA4D12AE7A2640D6FCD1AE"><enum>(ii)</enum><text>in subparagraph (M), by striking the period at the end and inserting <quote>; and</quote>; and</text></clause> <clause id="H19B1D802159A454EAFBA3BFEBD0EE7CB"><enum>(iii)</enum><text>by adding at the end the following:</text>

<subparagraph id="H9F60463D60C64BCAAD5CC7B6D6686C84"><enum>(N)</enum><text display-inline="yes-display-inline">tertiary prevention support or services, including opioid antagonists or overdose reversal agents such as naloxone, and other harm reduction activities such as overdose and drug detection testing. </text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph> <subparagraph id="HFD30F9A1612A4F079E003505F8A8B8F1"><enum>(C)</enum><text>by amending paragraph (7) to read as follows:; </text> 
<quoted-block style="OLC" id="HA231C33C7FA543A889DF023CE04D54A5" display-inline="no-display-inline"> 
<paragraph id="HF0BC705CEB394039BD04099A3EFC9E7A"><enum>(7)</enum><header>Emerging drug threat</header><text display-inline="yes-display-inline">The term <term>emerging drug threat</term> means the occurrence of a new and growing trend in the illicit use or misuse of a drug, class of drugs, or non-controlled substance, or a new or evolving method of drug consumption or trafficking, including rapid expansion in the supply of or demand for such a drug or substance.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph> <subparagraph id="HE5B9DACB532D46609074BEBC459E07C4" commented="no"><enum>(D)</enum><text display-inline="yes-display-inline">in paragraph (9), by striking <quote>drug laws</quote> and inserting the following: <quote>drug, trade, and illicit drug trafficking laws</quote>;</text></subparagraph> 
<subparagraph id="H65950422C4404FB1BEF6BF87EEF747FE"><enum>(E)</enum><text>in paragraph (10), by inserting after <quote>demand reduction,</quote> the following: <quote>illicit drug trafficking,</quote>;</text></subparagraph> <subparagraph id="H4E8B39288E264376A25E5FD2B631018E"><enum>(F)</enum><text>by redesignating paragraphs (15), (16), and (17) as paragraphs (17), (18), and (19), respectively;</text></subparagraph> 
<subparagraph id="HF22D6380CC9942DD8DEC3770FBFC747C"><enum>(G)</enum><text>by inserting after paragraph (14) the following new paragraph:</text> <quoted-block style="OLC" id="HC07366E2E4444AE8AD8688A0FE629454" display-inline="no-display-inline"> <paragraph id="H63ABAD9D68974DEEBE06F4BC05717E26"><enum>(15)</enum><header>Precursor chemical</header> <subparagraph id="H81E985A7990843D1A9D7389994BC8DB6"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The term <term>precursor chemical</term> includes a listed chemical and an unregulated precursor.</text></subparagraph> 
<subparagraph id="H1B6876805FF143CA853C0E7509662A4E" commented="no"><enum>(B)</enum><header>Listed chemical</header><text display-inline="yes-display-inline">The term <term>listed chemical</term> has the meaning given that term in section 102 of the Controlled Substances Act (<external-xref legal-doc="usc" parsable-cite="usc/21/802">21 U.S.C. 802</external-xref>).</text></subparagraph> <subparagraph id="H53CE1E5DEF4244B39C55B978ACE2B58A"><enum>(C)</enum><header>Unregulated precursor</header><text>The term <term>unregulated precursor</term>—</text> 
<clause id="HA52E7C4E12854FA6A0303A3B51E08E6A"><enum>(i)</enum><text display-inline="yes-display-inline">means any chemical used in the production of illicit drugs that has not been identified as a listed chemical under the Controlled Substances Act; and</text></clause> <clause id="H779FD8893DC64B2FB1C383B58284A5E6"><enum>(ii)</enum><text>does not include a solvent or reagent.</text></clause></subparagraph></paragraph> 
<paragraph id="HFBDFF596C5FA4818B100F7B44BA0ACC1"><enum>(16)</enum><header>State</header><text display-inline="yes-display-inline">The term ‘State’ means each of the several States of the United States, the District of Columbia, and each territory or possession of the United States. </text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph> <subparagraph id="H35FEC642D172466986F285C3F8FA7CD1"><enum>(H)</enum><text>in paragraph (19), as so redesignated—</text> 
<clause id="HEB12045687194CA98BD5392B138CA44A"><enum>(i)</enum><text>by redesignating subparagraphs (G) and (H) as subparagraphs (H) and (I), respectively; and</text></clause> <clause id="HDF019190A5EE4BAEADB6A0CCE96CB560"><enum>(ii)</enum><text>by inserting after subparagraph (F) the following:</text>

<subparagraph id="H99EE4671BC4B4003B6409EDB9C55D86A"><enum>(G)</enum><text>activities to map, track, dismantle, and disrupt the financial enablers of drug trafficking organizations, transnational criminal organizations, and money launderers involved in the manufacture and trafficking of drugs in the United States and in foreign countries;</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph> <subparagraph id="HAA6C4DC8886948DB9316221A4AD7EF62"><enum>(I)</enum><text>by inserting at the end the following:</text>

<paragraph id="HA7A222F6F6804F09986DBDFC12614668"><enum>(20)</enum><header>United states</header><text>The term <term>United States</term>, when used in a geographical sense, means all of the States, the District of Columbia, and the territories and possessions of the United States, and any waters within the jurisdiction of the United States.</text></paragraph> <paragraph id="HD5A30DA9705A40B9AC109A9625F9C79F"><enum>(21)</enum><header>Evidence</header><text display-inline="yes-display-inline">The term ‘evidence’ has the meaning given that term in section 3561 of title 44, United States Code.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="H1F330CB6E656474C99DFCD776527489B"><enum>(2)</enum><text display-inline="yes-display-inline">in section 703(d) (<external-xref legal-doc="usc" parsable-cite="usc/21/1702">21 U.S.C. 1702(d)</external-xref>)—</text> <subparagraph id="HD4D7508128864563A7E049EAA4F2991B" commented="no"><enum>(A)</enum><text>in paragraph (5)(B), by striking <quote>accepted by a contractor to be used in its performance of a contract for the Office.</quote> and inserting the following: </text>

<paragraph id="H20267F9143004CC7A8C8CF59C6C58F91"><enum>(3)</enum><text>in section 704 (<external-xref legal-doc="usc" parsable-cite="usc/21/1703">21 U.S.C. 1703</external-xref>)—</text> <subparagraph id="HEE48C224C5D34DBE82705E6FB7AEF51A"><enum>(A)</enum><text>in subsection (a)(1)(C), by striking <quote>shall</quote> and inserting <quote>may</quote>; </text></subparagraph> 
<subparagraph id="H6F15C4D360B947BEBBD386AE44496292"><enum>(B)</enum><text>in subsection (b)—</text> <clause id="H82A049434B984C1093557D9A4311B7FB"><enum>(i)</enum><text>in paragraph (16), by inserting after <quote>to treat addiction</quote> the following: <quote>, encourage primary substance use prevention, and increase accessibility and effectiveness of life-saving opioid antagonists or reversal agents, such as naloxone</quote>;</text></clause>

<paragraph id="H8BAA83149DC143A28D57E5988342149A" commented="no"><enum>(21)</enum><text>shall coordinate with the Secretary of Homeland Security, the Attorney General, and the Secretary of State regarding the status of the enforcement of clauses (i) and (ii) of subparagraph (A) and subparagraph (B) of section 237(a)(2) (<external-xref legal-doc="usc" parsable-cite="usc/8/1227">8 U.S.C. 1227(a)(2)</external-xref>) and subparagraphs (A) and (C) of section 212(a)(2) (<external-xref legal-doc="usc" parsable-cite="usc/8/1182">8 U.S.C. 1182(a)(2)</external-xref>) for the purposes of ensuring such drug control and illicit drug trafficking enforcement activities are adequately resourced.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph> <subparagraph id="H04A4A349A80C4CEAAA9C33D548F46415"><enum>(C)</enum><text>in subsection (c)—</text> 
<clause id="HE6A3B4D268F14FDBA6E1B1B578C618FF"><enum>(i)</enum><text>in paragraph (1)(C), by striking <quote>supply reduction, and State, local, and tribal affairs, including any drug law enforcement activities</quote> and inserting the following: <quote>supply reduction, accessibility to life-saving opioid antagonists or reversal agents, such as naloxone, and State, local, and Tribal affairs, including any drug related law enforcement activities</quote>;</text></clause> <clause id="H24EAFBAFD97741F7BAD73F7A26449013"><enum>(ii)</enum><text>in paragraph (3)(C)—</text>

<clause id="HA4DDE2467E374E6BA438E334C07E70BF"><enum>(i)</enum><header>Purposes</header><text display-inline="yes-display-inline">The Caribbean Border Counternarcotics Strategy shall—</text> <subclause id="H38F9A5998D3A4808BCBA0F05E6A0021F"><enum>(I)</enum><text>set forth the strategy of the Federal Government for preventing the illegal trafficking of drugs through the Caribbean region into the United States, including through ports of entry, between ports of entry, and across air and maritime approaches;</text></subclause> 
<subclause id="H28CB936C8833443386CA8BC7FBBDBDA4"><enum>(II)</enum><text>state the specific roles and responsibilities of each relevant National Drug Control Program agency for implementing the strategy;</text></subclause> <subclause id="HC35979A2B803411C9D73FAE6B1177BDD"><enum>(III)</enum><text>identify the specific resources required to enable the relevant National Drug Control Program agencies to implement the strategy, to the extent practicable; and</text></subclause> 
<subclause id="H3C587A46555F45A38875140BEDF71FC4"><enum>(IV)</enum><text>be designed to promote, and not hinder, legitimate trade and travel.</text></subclause></clause> <clause id="HDD27F3C47596424F9330E34B38E57851"><enum>(ii)</enum><header>Specific content related to Puerto Rico and the United States Virgin Islands</header><text>The Caribbean Border Counternarcotics Strategy shall include—</text> 
<subclause id="H9E325860CDE7416EA71D6874EF7EFFB7"><enum>(I)</enum><text>a strategy to prevent the illegal trafficking of drugs to or through Puerto Rico and the United States Virgin Islands, including measures to substantially reduce drug-related violent crime on such islands; and</text></subclause> <subclause id="H23520D50658A44E19BA5E164C2A08C16"><enum>(II)</enum><text>recommendations for additional assistance or authorities, if any, needed by Federal, State, and local law enforcement agencies relating to the strategy, including an evaluation of Federal technical and financial assistance, infrastructure capacity building, and interoperability deficiencies.</text></subclause></clause></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subclause></clause> 
<clause id="H61F75F2A67414DE995CA466F4AABBD6F"><enum>(iv)</enum><text>in paragraph (5), by striking <quote>data</quote> each place it appears and inserting <quote>evidence, data,</quote>;</text></clause></subparagraph> <subparagraph id="HC1018645FDCD43E4A379A2EEBA14FE1E"><enum>(B)</enum><text>in subsection (f)—</text>

<subparagraph id="H0D37A71E207B4B5E87B744684A93261E" commented="no"><enum>(A)</enum><text>For each substance identified by the Director as having a significant impact on illicit drug use in the United States, data sufficient to—</text> <clause id="HC831776C1F4646FFB66FCA5B46717A26" commented="no"><enum>(i)</enum><text>assess supply reduction efforts, including, to the extent practicable, the total amount of substances seized;</text></clause> 
<clause id="HFADD8BBA607044319487B919313A9024" commented="no"><enum>(ii)</enum><text>assess drug use behaviors;</text></clause> <clause id="H1226DA97B8B24A7DB11712BBF71FCAD3" commented="no"><enum>(iii)</enum><text>estimate the prevalence of substance use disorders;</text></clause> 
<clause id="H903B121280F44856B283C5F08C990268" commented="no"><enum>(iv)</enum><text>show the number of fatal and non-fatal overdoses; and</text></clause> <clause id="H7FA085C66C454B458C325AC8160FE3E9" commented="no"><enum>(v)</enum><text>assess the provision of substance use disorder treatment.</text></clause></subparagraph> 
<subparagraph id="H88D9EE3BFE9A434E8816B886EF4B6300" commented="no"><enum>(B)</enum><text>Any quantifiable measures the Director determines to be appropriate to detail progress toward the achievement of the goals of the National Drug Control Strategy, including, to the extent practicable, data disaggregated by specific geographic areas or sub-populations of interest.</text></subparagraph> <subparagraph id="HFF38F8E34318435D9B83B771732F64D8" commented="no"><enum>(C)</enum><text display-inline="yes-display-inline">Data sufficient to assess the effectiveness of such substance use disorder treatments.</text></subparagraph> 
<subparagraph id="H97AA89771B86420192518D67F71085E7" commented="no"><enum>(D)</enum><text>To the extent practicable, data sufficient to show the extent of prescription drug diversion, trafficking, and misuse in the calendar year and each of the previous 3 calendar years.</text></subparagraph> <subparagraph id="HB8AEAE022DD040A099517A62A40410EE" commented="no"><enum>(E)</enum><text>Any quantifiable measures the Director determines to be appropriate to detail progress toward the achievement of the goals of the National Drug Control Strategy, including to the extent practicable, data disaggregated by specific geographic areas or sub-populations of interest.</text></subparagraph></paragraph><after-quoted-block>; and </after-quoted-block></quoted-block></clause></subparagraph>

<subsection id="H3ACB6DB46E4F4EF6B6D24BCF22F155CC" commented="no"><enum>(t)</enum><header>Supplemental grants for Fentanyl Interdiction Activities</header> 
<paragraph id="HF6203B490C674F30A4DCDDDE5194CD2D" commented="no"><enum>(1)</enum><header>Minimum allocation of funds for fentanyl interdiction activities</header><text>Of the amounts allocated for grants under subsection (s), not less than $5,000,000 shall be allocated for the purpose of making grants under subsection (s)(4).</text></paragraph> <paragraph id="H36360B58C747463C87FA5E86BCAB6518" commented="no"><enum>(2)</enum><header>Additional funds</header><text display-inline="yes-display-inline">In addition to amounts allocated under subparagraph (A) for the purpose of making grants under subsection (s)(4), the Director may use amounts otherwise appropriated to carry out this section for such purpose. </text></paragraph></subsection> 
<subsection id="H3054BF4FE63B4F65B7308A60A1B5177F" commented="no"><enum>(u)</enum><header>Additional Judiciary Prosecutorial Resources</header> 
<paragraph id="H889ADEFCFFB34FDF978E261E28B9693D" commented="no"><enum>(1)</enum><header>Temporary reassignment of assistant United States attorneys</header> 
<subparagraph id="H0B2B6C6588674332AE600EB155BC48C6" commented="no"><enum>(A)</enum><header>Authority</header><text>The Attorney General may identify assistant United States attorneys who may be made available for temporary reassignment under subsection (b)(2) for a period of time determined by the Attorney General in coordination with the Director, during which an assistant United States attorney shall prioritize the investigation and prosecution of organizations and individuals trafficking in fentanyl or fentanyl analogues.</text></subparagraph> <subparagraph id="H9FA7BDCC4764446FBBCF5C5E8EC69BFC" commented="no"><enum>(B)</enum><header>Extension of reassignment</header><text>Such reassignment may be extended by the Attorney General for such time as may be necessary to conclude any ongoing investigation or prosecution in which the assistant United States attorney is engaged.</text></subparagraph></paragraph> 
<paragraph id="H7466C0FC1646401F98EA70EEB665E24B" commented="no"><enum>(2)</enum><header>Process for temporary reassignment</header><text>The Attorney General may establish a process under which the Director, in consultation with the Executive Boards of each designated high intensity drug trafficking area, may request such an assistant United States attorney to be so temporarily reassigned.</text></paragraph></subsection> <subsection id="H873CE2F300014A268E823710BF758A30" commented="no"><enum>(v)</enum><header>Use of Funds To Combat Fentanyl Trafficking</header> <paragraph id="HDECF1C8486BF42AB952AAAF5B7ED66DE" commented="no"><enum>(1)</enum><header>Requirement</header><text display-inline="yes-display-inline">As part of the documentation that supports the President’s annual budget request for the Office, the Director shall submit to Congress a report describing the use of HIDTA funds for the purposes of enhancing fentanyl seizure and interdiction activities under subsection (s)(4) or (t) and to investigate and prosecute organizations and individuals trafficking in fentanyl or fentanyl analogues in the prior calendar year.</text></paragraph> 
<paragraph id="HCEB7E1AFCE6445B8B07AAB077758B216" commented="no"><enum>(2)</enum><header>Contents</header><text>The report shall include—</text> <subparagraph id="H3D3A713921554CA88240B882A39CC12F" commented="no"><enum>(A)</enum><text>the amounts of fentanyl or fentanyl analogues seized by HIDTA-funded initiative in the area during the previous year; and</text></subparagraph> 
<subparagraph id="HE3F5773B25F147FA9E58B523D822CA07" commented="no"><enum>(B)</enum><text>law enforcement intelligence and predictive data from the Drug Enforcement Administration showing patterns and trends in abuse, trafficking, and transportation in fentanyl and fentanyl analogues. </text></subparagraph></paragraph></subsection> <subsection id="HCF5BF5504ABA4391BBA5ADC17B090E4F"><enum>(w)</enum><header>Protection from unreasonable search and seizure</header><text display-inline="yes-display-inline">Any program or activity that receives funds made available under this section shall be conducted in a manner consistent with the requirements of the Fourth Amendment to the Constitution of the United States. </text></subsection> 
<subsection id="HCA0583912A1547C29BB97B4630667E17"><enum>(x)</enum><header>Report on Data Analytical Services Program</header> 
<paragraph id="H48A92F805FF941069A26F9D1CB1DE855"><enum>(1)</enum><header>Report</header><text>With respect to the Data Analytical Services program (formally known as Hemisphere), and any successor program, the Director shall submit to the Committee on Oversight and Accountability and the Committee on the Judiciary of the House of Representatives, and the Committee on the Judiciary of the Senate a report every two years on any activities of the program—</text> <subparagraph id="H9A6EFBAE1FE5483585083AEF71EA896E"><enum>(A)</enum><text>funded by the Office; and</text></subparagraph> 
<subparagraph id="HC8C6E5A932A14692BAABE33B5CE64A94"><enum>(B)</enum><text>carried out in two years prior to the submission of the report.</text></subparagraph></paragraph> <paragraph id="H4AB0EEB026C1462C952657C28D7AB74F"><enum>(2)</enum><header>Contents of report</header><text>The report required by paragraph (1) shall include the following:</text> 
<subparagraph id="H4336AF2625A34B168925D756DA6A76DD" commented="no"><enum>(A)</enum><text>A documentation of any activities of the Data Analytical Services program, including—</text> <clause id="H6E86EE0D02064887A69653EBBAFEC3DC" commented="no"><enum>(i)</enum><text>the amount of searches conducted for each HIDTA; and</text></clause> 
<clause id="H631AFFC38C334C359E76CF745E5DB4C0" commented="no"><enum>(ii)</enum><text>each requesting local law enforcement jurisdiction. </text></clause></subparagraph> <subparagraph id="H84484DD793FA4045878723F9F550D6B6" commented="no"><enum>(B)</enum><text>Information on how the program was funded and how funds were expended under the program, including information on any—</text> 
<clause id="H1DA9CB93ABAB42BB8587F432D506C9C9" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">funding sources derived from each HIDTA’s funding allocation for a HIDTA, or any other source of funding, for the program; and</text></clause> <clause id="HFC541D78C04B45698458172ED0AEAA54" commented="no"><enum>(ii)</enum><text>payments made by the program to any non-governmental entity or external vendor.</text></clause></subparagraph> 
<subparagraph id="HFDA313A3B5894D3CA34B3F5DA6D411B8" commented="no"><enum>(C)</enum><text>A description of any policies and guidelines provided to HIDTA personnel and local law enforcement jurisdictions governing the operation of the program in order to ensure that such program does not infringe on rights protected under the Fourth Amendment or violate legally protected privacy of United States citizens or individuals legally in the United States, along with any recommendations by the Director to strengthen such policies and guidelines.</text></subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="H2D12EE1C3679443E9B2CDDF83B1A5326"><enum>(7)</enum><text display-inline="yes-display-inline">in section 709(f)(1) (<external-xref legal-doc="usc" parsable-cite="usc/21/1708">21 U.S.C. 1708(f)(1)</external-xref>)—</text>

<paragraph id="H8864877E116A455FAE6DF6C0224FB0D7"><enum>(2)</enum><header>Disbursement</header><text display-inline="yes-display-inline">The Director shall, using amounts authorized to be appropriated by section 1024 of the Anti-Drug Abuse Act of 1988 (<external-xref legal-doc="usc" parsable-cite="usc/21/1524">21 U.S.C. 1524</external-xref>), disburse $2,500,000 made available under subsection (a), for each of the fiscal years 2025 through 2031.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H4EA8C978731A439AAE7BD4AC25D4FEEE"><enum>(d)</enum><header>Reauthorization of community-based coalition enhancement grants to address local drug crises</header><text display-inline="yes-display-inline">Section 103 of the Comprehensive Addiction and Recovery Act of 2016 (<external-xref legal-doc="usc" parsable-cite="usc/21/1536">21 U.S.C. 1536</external-xref>) is amended—</text>

<section id="H762277B71A3346989EBA7C541630D8DF" commented="no"><enum>1121.</enum><header>Requirement for life saving opioid overdose reversal study</header> 
<subsection id="HD1519F79501E4647BEBB795B9DC96D12" commented="no"><enum>(a)</enum><header>Finding</header><text display-inline="yes-display-inline">Congress finds that it is vital to support access to treatment and emergency intervention tools to address drug addiction while also pursuing strategies to ensure communities have readily available access to life-saving drug overdose reversal medications, including opioid antagonists or reversal agents, such as naloxone, in case of an emergency. </text></subsection> <subsection id="H61D89FA3B4E04C9F86F0D18E534F6956" commented="no"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this section, the Director of the Office of National Drug Control Policy shall submit to Congress a report that contains the following:</text> 
<paragraph id="H23C968A36A94407BB6DA85C5BEBF79D4" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">A summary of the relevant roles, responsibilities, and authorities of each relevant National Drug Control Program agency to ensure that life-saving drug overdose reversal medications are readily available in case of an emergency, including life-saving opioid antagonists or reversal agents, such as naloxone, across the Nation. </text></paragraph> <paragraph id="HECC88B242DFC47058D8179B9AD9F1F45" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">A strategy for the Federal Government to ensure that State, local, and Tribal governments, and agencies thereof including law enforcement and public health and safety entities, have life-saving drug overdose reversal medications readily available in case of an emergency, including life-saving opioid antagonists or reversal agents, such as naloxone, which at a minimum identifies—</text> 
<subparagraph id="H70664D1DC52C49CA9020D216CB90DCC6" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">any Federal and State policies and actions necessary for the relevant National Drug Control Program agencies to take to address—</text> <clause id="H40023BA9E61E4C15A96E2170C862874F" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">the challenges faced by pharmacists, prescription drug providers, dispensers (including manufacturers, distributors, and retailers), and other health care providers, to make such medications readily available to patients over the counter for emergency use;</text></clause> 
<clause id="H170DC719E74449A6A928C1E5DCCC53A5" commented="no"><enum>(ii)</enum><text display-inline="yes-display-inline">the challenges faced by pharmacists, health care providers, and State health officials to educate the public on the risks and benefits of such medications, including how to effectively use such medications; and </text></clause> <clause id="H7499057812EA4292BF9FCD08810D3295" commented="no"><enum>(iii)</enum><text display-inline="yes-display-inline">the appropriate training of State and local health care providers and first responders on the use of such medications; and </text></clause></subparagraph> 
<subparagraph id="H944500CFEADA453092C21810184DEA7D" commented="no"><enum>(B)</enum><text>identifies any budgetary resources, personnel resources, licensing requirements, and legal authorities that relevant National Drug Control Program agencies needs to enable the availability of such life-saving emergency drug overdose medications; </text></subparagraph></paragraph> <paragraph id="H28B0D025331D47478F37866874C0E154" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">A summary of policies in effect before the submission of the report that are administered by—</text> 
<subparagraph id="H4F840AE9D036471DA00CA2F06F47D27B" commented="no"><enum>(A)</enum><text>the Director of the Office National Drug Control Policy;</text></subparagraph> <subparagraph id="H062CFFBA2CFE4C1A949F46C0B2B4CC72" commented="no"><enum>(B)</enum><text>the Secretary of Health and Human Services; and</text></subparagraph> 
<subparagraph id="H717D0881252A4793B9F24696134024E9" commented="no"><enum>(C)</enum><text>each National Drug Control Program agency, as applicable.</text></subparagraph></paragraph> <paragraph id="HB94BB791ECD140BF88FE352044DB316B" commented="no"><enum>(4)</enum><text display-inline="yes-display-inline">A summary of the specific actions taken over the previous 10 years before the submission of the report by the Substance Abuse and Mental Health Services Administration and the Drug Enforcement Administration to coordinate with one another and with State health agencies to ensure that—</text> 
<subparagraph id="HF6B6E9BDE8294AAEB37FAD92294D62CD" commented="no"><enum>(A)</enum><text>such treatments, including medications, are accessible to the public; and</text></subparagraph> <subparagraph id="HD691516269134B3897615AE3735C17AA" commented="no"><enum>(B)</enum><text>appropriate public education on the use of, and the risks and benefits of, such treatments, including medications, are readily available.</text></subparagraph></paragraph></subsection> 
<subsection id="H7F55F360291B4C7B86492E8B22280C88" commented="no"><enum>(c)</enum><header>Updates</header><text>Any significant update made to the strategy included in the report required by paragraph (2)(B) after such report is submitted shall be included in the next National Drug Control Strategy submitted to Congress after such update is made. </text></subsection></section><after-quoted-block>. </after-quoted-block></quoted-block></paragraph> <paragraph id="H557B4264D83A4602898BED8F853C6F33"><enum>(2)</enum><header>Technical and conforming amendment</header><text display-inline="yes-display-inline">The Table of Contents for the Office of National Drug Control Policy Reauthorization Act of 2006 is amended by adding at the end the following new item:</text>
