R. 9539</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240911">September 11, 2024</action-date><action-desc><sponsor name-id="G000597">Mr. Garbarino</sponsor> (for himself, <cosponsor name-id="N000002">Mr. Nadler</cosponsor>, <cosponsor name-id="D000632">Mr. D'Esposito</cosponsor>, <cosponsor name-id="G000599">Mr. Goldman of New York</cosponsor>, <cosponsor name-id="W000828">Mr. Williams of New York</cosponsor>, <cosponsor name-id="R000579">Mr. Ryan</cosponsor>, <cosponsor name-id="T000469">Mr. Tonko</cosponsor>, <cosponsor name-id="V000081">Ms. Velázquez</cosponsor>, <cosponsor name-id="M001188">Ms. Meng</cosponsor>, <cosponsor name-id="O000172">Ms. Ocasio-Cortez</cosponsor>, <cosponsor name-id="M001137">Mr. Meeks</cosponsor>, <cosponsor name-id="L000599">Mr. Lawler</cosponsor>, <cosponsor name-id="K000402">Mr. Kennedy</cosponsor>, <cosponsor name-id="B001223">Mr. Bowman</cosponsor>, <cosponsor name-id="M000317">Ms. Malliotakis</cosponsor>, <cosponsor name-id="C001067">Ms. Clarke of New York</cosponsor>, <cosponsor name-id="T000486">Mr. Torres of New York</cosponsor>, <cosponsor name-id="L000598">Mr. LaLota</cosponsor>, <cosponsor name-id="E000297">Mr. Espaillat</cosponsor>, and <cosponsor name-id="M001221">Mr. Molinaro</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Administrator of the Federal Emergency Management Agency to reimburse public employee retirement systems for accidental disability retirements and accidental deaths resulting from the September 11, 2001 attacks on the World Trade Center.</official-title></form><legis-body id="H516F21F9114047FBB22DDCE7FCF0256C" style="OLC"><section id="H819396438ACA40919C9246A493798478" section-type="section-one"><enum>1.</enum><header>Reimbursement</header><subsection id="HA532C78D71EE47ACB20B7B0B70E6F9C7"><enum>(a)</enum><header>In general</header><paragraph commented="no" display-inline="no-display-inline" id="H9A078C464FAE4ECAA87B4929755BAD49"><enum>(1)</enum><header>Reimbursement</header><text display-inline="yes-display-inline">The Administrator of the Federal Emergency Management Agency shall reimburse each eligible public employee retirement system for costs relating to accidental disability retirements and accidental deaths resulting from the rescue, recovery, or cleanup operations resulting from the September 11, 2001 attacks on the World Trade Center.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD74E08122E964C9198204689CA70AE03"><enum>(2)</enum><header>Limitation</header><text>Amounts reimbursed under paragraph (1)—</text><subparagraph commented="no" display-inline="no-display-inline" id="HBB694C1BA77A456EB01E4C8521D90F1C"><enum>(A)</enum><text display-inline="yes-display-inline">may only be used by a public employee retirement system; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HB1AFDEF9A9B144D282AE3147B66A7DC7"><enum>(B)</enum><text>may not be used by any other entity.</text></subparagraph></paragraph></subsection><subsection id="H676F3AE39FEF4F8686182275E37C3899"><enum>(b)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Administrator of the Federal Emergency Management Agency to carry out this section $3,402,600,000 for fiscal year 2024.</text></subsection><subsection id="HD26869E83ED540A9970058454E9D2A6C"><enum>(c)</enum><header>Eligible public employee retirement system defined</header><text display-inline="yes-display-inline">In this section, the term <quote>eligible public employee retirement system</quote> means a public employee retirement system that contains a member who participated in the rescue, recovery, or cleanup operations resulting from the September 11, 2001 attacks on the World Trade Center.</text></subsection></section></legis-body></bill>
