which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide for the hiring and training of certain personnel at the Department of Homeland Security, and for other purposes.</official-title></form><legis-body id="H33694D3497C44E38A283DE3C272C9489" style="OLC"><section id="HA3D0704F17504ED19386B2A4089EAFC4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Renewed Hope Act of 2024</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="HBF3CB6ADB0D74C5AA66AC4BE5E1A4519"><enum>2.</enum><header>Image audio forensics hiring and training programs at the Department of Homeland Security</header><subsection id="HCF50AC055223498999E6032755725B96"><enum>(a)</enum><header>Additional personnel</header><text>The Secretary of Homeland Security shall hire, train, and assign not fewer than—</text><paragraph id="H4B855AB4896A40BEAA89C54103A94375"><enum>(1)</enum><text>40 forensics analysts to the Victim Identification Laboratory of the Child Exploitation Investigations Unit of Homeland Security Investigations;</text></paragraph><paragraph id="H2B2158ADC59941DCA5B82F5829162E6F"><enum>(2)</enum><text>30 child exploitation investigators to the Victim Identification Laboratory of the Child Exploitation Investigations Unit of Homeland Security Investigations; and</text></paragraph><paragraph id="HE361432AB7A241ABB75AE2C747C102CC"><enum>(3)</enum><text>130 additional forensics analysts and child exploitation investigators to support identification and rescue of victims of child sexual exploitation and abuse at offices of the Special Agent in Charge of Homeland Security Investigations.</text></paragraph></subsection><subsection id="H5EF54DD15F6549149A889E1DD643A3D7"><enum>(b)</enum><header>Employment of experts and consultants</header><text>Section 890A of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/473">6 U.S.C. 473</external-xref>) is amended—</text><paragraph id="H793E1A615C81474C90F215471DB5C51F"><enum>(1)</enum><text>by redesignating subsection (g) as subsection (i); and</text></paragraph><paragraph id="HF4C90887E2924CC8ADC063F50780E83F"><enum>(2)</enum><text>by inserting after subsection (f) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H723704D5C83D4EE980574787235C9F41"><subsection id="H35BA533CB5E14C8DBE97D978DB494C9C"><enum>(g)</enum><header>Employment of Experts and Consultants</header><paragraph id="HBC3BF7DCFB8840528BE9652E67D0FB90"><enum>(1)</enum><header>In general</header><text>In accordance with section 3109 of title 5, United States Code, at daily rates not to exceed the equivalent rate prescribed for grade GS–15 of the General Schedule under section 5332 of such title, the Secretary may procure by contract the temporary (not in excess of 1 year) or intermittent services of experts or consultants to provide image and audio forensic analysis related to victim identification to support efforts to identify, locate, and rescue children seen in abusive images and videos.</text></paragraph><paragraph id="H07AD719C07BF4458B1C5742A1E9600A3"><enum>(2)</enum><header>Placement</header><text>The Secretary shall promulgate guidelines for assigning or detailing participants to positions at the Center, offices of the Special Agent in Charge, offices of the Resident Agent in Charge, and Attaché offices.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H1736F3BC7FD34685A3E01D02F06CD16B"><enum>3.</enum><header>Deconfliction of child sexual exploitation and abuse investigations within the department of homeland security</header><text display-inline="no-display-inline">Section 890A of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/473">6 U.S.C. 473</external-xref>) is amended by inserting after subsection (a)(2) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H2243324F04EA4D3782D877A91B7EFED3"><paragraph id="H2696D49638404242B1BE6D906A8AE6D9"><enum>(3)</enum><header>Coordination</header><text>The Secretary shall, with the concurrence of the directors of affected agencies within the Department, establish joint procedures to deconflict, coordinate, and synchronize child sexual exploitation investigations with the Center.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section commented="no" display-inline="no-display-inline" id="HDF9AED6A79E04F80A914021EDDC5862B"><enum>4.</enum><header>Victim identification training program</header><subsection id="HB945050307914BAA88DD6389E3483778"><enum>(a)</enum><header>In general</header><text>The Secretary of Homeland Security shall establish a Victim Identification Training Program (referred to in this section as the <quote>Program</quote>) in the Cyber Crimes Center. </text></subsection><subsection commented="no" display-inline="no-display-inline" id="H70F7492A33564BAF813DE6CA3548CE5A"><enum>(b)</enum><header>Program</header><text display-inline="yes-display-inline">The Program shall provide training on new and advanced technology used to identify victims to—</text><paragraph id="H7A249F85B70C441FB0AA7DF9FB72E750"><enum>(1)</enum><text>Homeland Security Investigations personnel; and</text></paragraph><paragraph id="HE732CE34EA464326967DA670ED9079CB"><enum>(2)</enum><text>Federal, State, local, Tribal, military, and foreign law enforcement agency personnel engaged in the investigation of child sexual exploitation and abuse within their respective jurisdictions, upon request and subject to the availability of funds.</text></paragraph></subsection><subsection id="H4F21AB0E37E6463A8BFBBB949EEF2521"><enum>(c)</enum><header>Functions</header><text>The functions of the Program shall include—</text><paragraph id="H9333C349AF7E4EE596F9911B93C24833"><enum>(1)</enum><text>annual training for a minimum of 24 Homeland Security Investigations special agents and analysts focused on—</text><subparagraph id="H84AFA6AEF2144314B81976F34119E20E"><enum>(A)</enum><text>training on the most current tools and techniques used in victim identification; and</text></subparagraph><subparagraph id="H71AEE8F934BA4F239548F41F15C5E135"><enum>(B)</enum><text>training on the capabilities of the Victim Identification Laboratory; and</text></subparagraph></paragraph><paragraph id="H48569360949C478AA8958931D54F4FCF"><enum>(2)</enum><text>increasing personnel knowledge on how to conduct image, audio, and video enhancements.</text></paragraph></subsection></section></legis-body></bill>
