which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name>, and in addition to the Committee on <committee-name committee-id="HRU00">Rules</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To protect the sovereignty of the United States and strengthen Congress’s oversight of the activities of the Federal financial agencies by improving accountability and transparency with respect to the effect of membership and participation in covered international organizations on the statutes, regulations, and guidance applicable to companies in the United States, and for other purposes.</official-title></form><legis-body id="HA4B9A17768684695BE6076F873BE56A9" style="OLC"><section id="H1D024B956C734636817C7628D62AC5AD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Congressional Banking Regulation Priorities and Accountability Act of 2024</short-title></quote>.</text></section><section id="H355602D055444F0D821036DF0E36A0B6"><enum>2.</enum><header>Membership and participation in covered international organizations</header><subsection id="HD61A16D245A246A6BA4FF7D72BCF0CAB"><enum>(a)</enum><header>Congressional notice and consultation</header><paragraph id="H04D84652A3EF4F94818169F849A0AAF0"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">A Federal financial agency may not join, become a member or observer of, or otherwise participate in, any covered international organization that the agency was not a member or observer of, or participant in, before the date of enactment of this Act, unless the agency—</text><subparagraph id="HC8CEFD5EDAB14AAF857F303D77BE732E"><enum>(A)</enum><text>submits a notice to the appropriate congressional committees; and</text></subparagraph><subparagraph id="HCAA368AA0DE344F09F310B90FDED2115"><enum>(B)</enum><text display-inline="yes-display-inline">notifies the covered international organization that the agency is subject to—</text><clause id="H750A8FC9437E445EBE8BD6D2DDB376F7"><enum>(i)</enum><text>this Act; and</text></clause><clause id="HA9250CB88D9E49A485AD182F827742C6"><enum>(ii)</enum><text>subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/5">chapter 5</external-xref> of title 5, United States Code, and chapter 7 of such title (commonly known as the <quote>Administrative Procedure Act</quote>).</text></clause></subparagraph></paragraph><paragraph id="H0307BB1F02854C47B43B95981A49E505"><enum>(2)</enum><header>Notice contents</header><text>A notice described under paragraph (1) shall be in writing and contain—</text><subparagraph id="HD560FEE06E154D0AA4546B3731800E76"><enum>(A)</enum><text display-inline="yes-display-inline">an overview of the covered international organization;</text></subparagraph><subparagraph id="H3C61C86046BB4D83833713D62D0DDDC2"><enum>(B)</enum><text>the charter of the covered international organization;</text></subparagraph><subparagraph id="H1601025F584D48F68245967164C0E8DF"><enum>(C)</enum><text>a list of current members and observers of the covered international organization;</text></subparagraph><subparagraph id="HFE8D87FC80044369B71B7A8B83ECAFB1"><enum>(D)</enum><text display-inline="yes-display-inline">the work that the covered international organization engages in and how that work relates to the statutory mandates and responsibilities of the Federal financial agency;</text></subparagraph><subparagraph id="H4BEF28074D7B4EFE866C26FBBFE282ED"><enum>(E)</enum><text display-inline="yes-display-inline">the objectives that the Federal financial agency intends to pursue in conformity with the covered international organization’s objectives;</text></subparagraph><subparagraph id="HA829DF231C934A2C810FCBD946EDC0BE"><enum>(F)</enum><text display-inline="yes-display-inline">the expectations that the covered international organization has with respect to the members and observers of the covered international organization;</text></subparagraph><subparagraph id="H05A0C0DEC56C44AA810967FA472BE549"><enum>(G)</enum><text display-inline="yes-display-inline">commitments required for membership in the covered international organization;</text></subparagraph><subparagraph id="HBECA4ADCD11D45F1B2456B641CC48755"><enum>(H)</enum><text>identification of funding sources for the covered international organization’s operating expenses;</text></subparagraph><subparagraph id="H1581276CD62341E78D289AD1C8EF7B38"><enum>(I)</enum><text>the role that the Federal financial agency will play in, and the extent of the Federal financial agency’s participation in, the covered international organization; and</text></subparagraph><subparagraph id="HF5B0356BB6F14801A66D9246D9F22E97"><enum>(J)</enum><text display-inline="yes-display-inline">such other information as may be requested by the appropriate congressional committees.</text></subparagraph></paragraph></subsection><subsection id="H78067022D613441C90402F48970251E3"><enum>(b)</enum><header>Delay for congressional consideration; effect of joint resolution of disapproval</header><text>With respect to an action described in a notice submitted under subsection (a) in connection with a covered international organization—</text><paragraph id="HF332D9A6D5354B6FAC4A695E747039B8"><enum>(1)</enum><text display-inline="yes-display-inline">the Federal financial agency may not take such action until the end of the 60-day period beginning on the date the notice was submitted; and</text></paragraph><paragraph id="H1DC65CF943224D788FDB84089A906950"><enum>(2)</enum><text display-inline="yes-display-inline">if a joint resolution of disapproval described under subsection (c) with respect to the notice is enacted before the end of the 60-day period described under paragraph (1), the Federal financial agency may not take such action.</text></paragraph></subsection><subsection id="HEDC701E052A8496F963163E9FA7E567B"><enum>(c)</enum><header>Joint resolution of disapproval</header><paragraph id="H58BA778556F84CA4883971A7F2115B79"><enum>(1)</enum><header>Joint resolution of disapproval</header><text display-inline="yes-display-inline">In this subsection, the term <term>joint resolution of disapproval</term> means only a joint resolution introduced during the 60-day period described under subsection (b)—</text><subparagraph id="HC93521416860492FB57844B2CF592123"><enum>(A)</enum><text>the title of which is as follows: <quote>A joint resolution disapproving a Federal financial agency’s participation in a covered international organization.</quote>; and</text></subparagraph><subparagraph id="HB24290CB57C34566BBD627AE194C3CD4"><enum>(B)</enum><text display-inline="yes-display-inline">the sole matter after the resolving clause of which is the following: <quote>Congress disapproves of the participation of ______ with ______, as described in the notice submitted to the appropriate congressional committees on ______, and the agency may not so participate.</quote>, with the first blank space being filled with the appropriate name of the Federal financial agency submitting the notice, the second blank space being filled with the name of the applicable covered international organization, and the third blank space being filled with the date on which the notice under subsection (a) was submitted to the appropriate congressional committees.</text></subparagraph></paragraph><paragraph id="H5B5F602272674D6DB2A1DA90BA2F24BB"><enum>(2)</enum><header>Floor consideration in House of Representatives</header><text>If a committee of the House of Representatives to which a joint resolution of disapproval has been referred has not reported the joint resolution within 10 calendar days after the date of referral, that committee shall be discharged from further consideration of the joint resolution.</text></paragraph><paragraph id="H26067CEA12124EDA828107CFF289F995"><enum>(3)</enum><header>Consideration in the Senate</header><subparagraph id="HE738AAFAADD046C9A6FBF8457FEB4D33" commented="no"><enum>(A)</enum><header>Committee referral</header><text display-inline="yes-display-inline">A joint resolution of disapproval introduced in the Senate shall be referred to the Committee on Banking, Housing, and Urban Affairs.</text></subparagraph><subparagraph id="H66CBF811100D463B80EB7AB972E0A4D7"><enum>(B)</enum><header>Reporting and discharge</header><text>If the committee to which a joint resolution of disapproval was referred has not reported the joint resolution within 10 calendar days after the date of referral of the joint resolution, that committee shall be discharged from further consideration of the joint resolution and the joint resolution shall be placed on the appropriate calendar.</text></subparagraph><subparagraph id="HF80915E22DD6447299E04D8183DDF30A"><enum>(C)</enum><header>Proceeding to consideration</header><text>Notwithstanding Rule XXII of the Standing Rules of the Senate, it is in order at any time after the Committee on Banking, Housing, and Urban Affairs reports a joint resolution of disapproval to the Senate or has been discharged from consideration of such a joint resolution (even though a previous motion to the same effect has been disagreed to) to move to proceed to the consideration of the joint resolution, and all points of order against the joint resolution (and against consideration of the joint resolution) are waived. The motion to proceed is not debatable. The motion is not subject to a motion to postpone. A motion to reconsider the vote by which the motion is agreed to or disagreed to shall not be in order.</text></subparagraph><subparagraph id="H0D3E4EC0BB254451AFB37A28DD8008DF"><enum>(D)</enum><header>Rulings of the chair on procedure</header><text>Appeals from the decisions of the Chair relating to the application of the rules of the Senate, as the case may be, to the procedure relating to a joint resolution of disapproval shall be decided without debate.</text></subparagraph><subparagraph id="HD66AB9219C23459F863EC14F4B347481"><enum>(E)</enum><header>Consideration of veto messages</header><text>Debate in the Senate of any veto message with respect to a joint resolution of disapproval, including all debatable motions and appeals in connection with the joint resolution, shall be limited to 10 hours, to be equally divided between, and controlled by, the majority leader and the minority leader or their designees.</text></subparagraph></paragraph><paragraph id="H74924F964D6543B893E910473DE3EC6C"><enum>(4)</enum><header>Rules relating to Senate and House of Representatives</header><subparagraph id="HD5572560FF12439E9CAF0AAE4C64851B"><enum>(A)</enum><header>Treatment of Senate joint resolution in House</header><text>In the House of Representatives, the following procedures shall apply to a joint resolution of disapproval received from the Senate (unless the House has already passed a joint resolution relating to the same proposed action):</text><clause id="H9CC021D197554ACC88C3E03DB22D7DE8" commented="no"><enum>(i)</enum><text>The joint resolution shall be referred to the Committee on Financial Services.</text></clause><clause id="H61AC25FF790F49718446121554562330"><enum>(ii)</enum><text>If a committee to which a joint resolution has been referred has not reported the joint resolution within 2 calendar days after the date of referral, that committee shall be discharged from further consideration of the joint resolution.</text></clause><clause id="H01064E83E79C45E0B16462B6D19D13BE"><enum>(iii)</enum><text>Beginning on the third legislative day after each committee to which a joint resolution has been referred reports the joint resolution to the House or has been discharged from further consideration thereof, it shall be in order to move to proceed to consider the joint resolution in the House. All points of order against the motion are waived. Such a motion shall not be in order after the House has disposed of a motion to proceed on the joint resolution. The previous question shall be considered as ordered on the motion to its adoption without intervening motion. The motion shall not be debatable. A motion to reconsider the vote by which the motion is disposed of shall not be in order.</text></clause><clause id="HC95A676B97FB4F4CB3FB8AA1F1FDDC23"><enum>(iv)</enum><text>The joint resolution shall be considered as read. All points of order against the joint resolution and against its consideration are waived. The previous question shall be considered as ordered on the joint resolution to final passage without intervening motion except 2 hours of debate equally divided and controlled by the sponsor of the joint resolution (or a designee) and an opponent. A motion to reconsider the vote on passage of the joint resolution shall not be in order.</text></clause></subparagraph><subparagraph id="H248AE4A3296640D7853E356368B8196F"><enum>(B)</enum><header>Treatment of House joint resolution in Senate</header><clause id="H084C5DDDA55F4E3382280CA283C8A7DB"><enum>(i)</enum><text>If, before the passage by the Senate of a joint resolution of disapproval, the Senate receives an identical joint resolution from the House of Representatives, the following procedures shall apply:</text><subclause id="HBE00C7882EC047B5AD2B3484DE69DEE7"><enum>(I)</enum><text>That joint resolution shall not be referred to a committee.</text></subclause><subclause id="H3B4E604327394D8785E719829247791A"><enum>(II)</enum><text>With respect to that joint resolution—</text><item id="HF2C2C106B2FA44E8B1DC7E5687CFA9DF"><enum>(aa)</enum><text>the procedure in the Senate shall be the same as if no joint resolution had been received from the House of Representatives; but</text></item><item id="H86D1CE72900E4B76AA841A436C192E1D"><enum>(bb)</enum><text>the vote on passage shall be on the joint resolution from the House of Representatives.</text></item></subclause></clause><clause id="H1927971B809146919DAF3685566794A6"><enum>(ii)</enum><text>If, following passage of a joint resolution of disapproval in the Senate, the Senate receives an identical joint resolution from the House of Representatives, that joint resolution shall be placed on the appropriate Senate calendar.</text></clause><clause id="H897D33A8864D4AA683549F6F8CF4DE58"><enum>(iii)</enum><text>If a joint resolution of disapproval is received from the House, and no companion joint resolution has been introduced in the Senate, the Senate procedures under this subsection shall apply to the House joint resolution.</text></clause></subparagraph></paragraph><paragraph id="H63608A3700CF4A4EA3A30D4831FFD75D"><enum>(5)</enum><header>Rules of House of Representatives and Senate</header><text>This subsection is enacted by Congress—</text><subparagraph id="H8B96C1D87B654A62A99F6CEA9F225534"><enum>(A)</enum><text>as an exercise of the rulemaking power of the Senate and the House of Representatives, respectively, and as such is deemed a part of the rules of each House, respectively, and supersedes other rules only to the extent that it is inconsistent with such rules; and</text></subparagraph><subparagraph id="H41FAC52089734D4B9691BDDE8F8F66ED"><enum>(B)</enum><text>with full recognition of the constitutional right of either House to change the rules (so far as relating to the procedure of that House) at any time, in the same manner, and to the same extent as in the case of any other rule of that House.</text></subparagraph></paragraph></subsection><subsection id="H0AE7DB08E369472F8507AD9A02001B44"><enum>(d)</enum><header>Ongoing reporting</header><text display-inline="yes-display-inline">Each Federal financial agency that becomes a member or observer of, or otherwise participates in, a covered international organization after the date of enactment of this Act shall, every 2 years while the Federal financial agency continues to be a member or observer of, or participant in, the covered international organization, issue a statement to the appropriate congressional committees that—</text><paragraph id="HB54489CD58E444AF9B6DA1B725DE8EE2"><enum>(1)</enum><text display-inline="yes-display-inline">contains a justification for the Federal financial agency’s continued membership, observer status, or participation; and</text></paragraph><paragraph id="H9AB7279718B74E628D65BDE6C9B790B3"><enum>(2)</enum><text>includes—</text><subparagraph id="HA49FFEA46E8041AA900B6BBBDB2D0BAA"><enum>(A)</enum><text display-inline="yes-display-inline">a description of the covered international organization’s objectives;</text></subparagraph><subparagraph id="H9E637AC0B35A40DE9E1071B3C90EBF2B"><enum>(B)</enum><text>any objectives that have been pursued by the Federal financial agency in conformity with the covered international organization’s objectives;</text></subparagraph><subparagraph id="H0F11391CE34E4A73B4AB5A1FFB72D079"><enum>(C)</enum><text>an explanation of whether the Federal financial agency’s objectives within the covered international organization have been met;</text></subparagraph><subparagraph id="H988949C196E94D62AE791F9EDD976E1B"><enum>(D)</enum><text display-inline="yes-display-inline">an explanation of whether there have been changes in the Federal financial agency’s objectives for such ongoing and continued membership, observer status, or participation in the covered international organization; and</text></subparagraph><subparagraph id="H978576A4EFA1474895300E6EF1553EA6"><enum>(E)</enum><text display-inline="yes-display-inline">any objectives that have been pursued by the Federal financial agency in conformity with the international organization’s objectives.</text></subparagraph></paragraph></subsection><subsection id="H86E9AFA74F224B1E8BE3619D2FC949E7"><enum>(e)</enum><header>Calculation of time periods</header><paragraph id="H76E2D856AD8D4C42947EE190B1A6F8F7"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In this section, for purposes of calculating a period of time, the term <term>day</term> does not include days either House of Congress is adjourned for more than 3 days during a session of Congress.</text></paragraph><paragraph id="H114C3894B1BB491EADD7FC2EBDADA70F"><enum>(2)</enum><header>Exception</header><text>Paragraph (1) shall not apply to any reference to a <quote>calendar day</quote> or a <quote>legislative day</quote>.</text></paragraph></subsection></section><section id="HA00D3B28A19742CBB852C698E1FC97D7"><enum>3.</enum><header>Development and implementation of new international policies, standards, and recommendations</header><subsection id="H606E1555D84547108B2401ECF1AE0523"><enum>(a)</enum><header>Congressional notice and consultation during development</header><paragraph id="H7965ABF15EC144D59E9DBC423C1616C5"><enum>(1)</enum><header>In general</header><text>A Federal financial agency may not negotiate, participate, or otherwise deliberate, sign, vote for, agree to, finalize, or otherwise conclude any new policies, standards, or recommendations that are being developed by a covered international organization unless the agency submits a notice to the appropriate congressional committees at least 90 days before taking such action.</text></paragraph><paragraph id="H9E51E11107AC4CF8B9473C2B3BD4CD28"><enum>(2)</enum><header>Notice contents</header><text>A notice described under paragraph (1) shall be in writing and contain—</text><subparagraph id="H337F2701F67E4B8FA3D8EE8C9D9B4D00"><enum>(A)</enum><text display-inline="yes-display-inline">a summary of the issues to be discussed, including the policies, standards, or recommendations that the Federal financial agency intends to negotiate, participate, or otherwise deliberate, sign, vote for, agree to, finalize, or otherwise conclude;</text></subparagraph><subparagraph id="H2FF06A2BF60D4D7E9CA0A4C176A8D21B"><enum>(B)</enum><text display-inline="yes-display-inline">a summary of the proposed new policies, standards or recommendations;</text></subparagraph><subparagraph id="H6A9850F3A73D4C03ADD4DE26B5E4B24A"><enum>(C)</enum><text>a draft of the proposed new policies, standards, or recommendations, if appropriate;</text></subparagraph><subparagraph id="HA9107F554A9A48A2A067EE61EB422700"><enum>(D)</enum><text display-inline="yes-display-inline">a plan for how the Federal financial agency will promote U.S. economic growth, financial stability, and the competitiveness of the U.S. financial system during any negotiation, participation, or deliberation; and</text></subparagraph><subparagraph id="HB145C8E1C08C4FF2A16FE55C076146E5"><enum>(E)</enum><text display-inline="yes-display-inline">a full statement of the schedule and objectives of the negotiations, discussions, or deliberations.</text></subparagraph></paragraph></subsection><subsection id="H782708A13688434285EE6B274B366C03"><enum>(b)</enum><header>Ongoing requirements during development</header><text display-inline="yes-display-inline">With respect to negotiations, discussions or deliberations on any new policies, standards, or recommendations described under subsection (a), the Federal financial agency shall—</text><paragraph id="HCA6C5C7A6F6649BDB7919D77CAE3087F"><enum>(1)</enum><text display-inline="yes-display-inline">inform the appropriate congressional committees quarterly on the developments affecting such policies, standards, or recommendations;</text></paragraph><paragraph id="HCC326F9EDB1E4124BBD26D2F8C5F0E70"><enum>(2)</enum><text display-inline="yes-display-inline">notify the appropriate congressional committees of new Federal policy, guidance, or regulations that may be proposed to implement the new policies, standards, or recommendations;</text></paragraph><paragraph id="HF9A074C954B24B169244FF52C7217F2E"><enum>(3)</enum><text display-inline="yes-display-inline">upon request, meet with the appropriate congressional committees to discuss the status of the negotiations, discussions or deliberations; and</text></paragraph><paragraph id="HC21B482272684EB88630463B8D1E99EB"><enum>(4)</enum><text display-inline="yes-display-inline">upon request, provide the appropriate congressional committees with access to documents relating to the negotiations, discussions or deliberations, including classified materials or materials that otherwise contain confidential information in a secured environment.</text></paragraph></subsection><subsection id="H9C70C3EF93C44EDAA7F43775E489A43A" commented="no"><enum>(c)</enum><header>Congressional notice on finalized policies, standards, or recommendations</header><text display-inline="yes-display-inline">A Federal financial agency may not act to finalize a policy, standard, or recommendation described under subsection (a) by a covered international organization unless the Federal financial agency submits a notice to the appropriate congressional committees containing—</text><paragraph id="HA29648936A9644F1B6B9A624B66ACE4B" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">the text of the policies, standards, or recommendations, including any implementing material, annex, appendix, side letter, or similar document entered into contemporaneously and in conjunction with the underlying standard or recommendation;</text></paragraph><paragraph id="H8BF85632CC5B4CF9A4E953C8CA07BD07" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">a description of any amendments to Federal statute, regulation, or guidance, or change to supervisory practices, the Federal financial agency anticipates are necessary to implement the new policies, standards, or recommendations; and</text></paragraph><paragraph id="HAACAD2FE4AAF49FF8932E3F467814AFD" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">a justification, with quantitative and analytical support, setting forth how the policies, standards, or recommendations serve the interests of the United States financial system and commerce.</text></paragraph></subsection><subsection id="H6C8BED0A477640E79A4F08A9FA77C91D"><enum>(d)</enum><header>Requirements on implementing policies, standards, and recommendations</header><text display-inline="yes-display-inline">A Federal financial agency may not issue any policy change, rule, or guidance intended to implement any policies, standards, or recommendations developed by a covered international organization unless the Federal financial agency—</text><paragraph id="HDC0ABB48256F48789CB1A3031B9801CD"><enum>(1)</enum><text>notifies the appropriate congressional committees;</text></paragraph><paragraph id="HF591656795D04B32AA3F2A378D29E58A"><enum>(2)</enum><text display-inline="yes-display-inline">provides the appropriate congressional committees (and publishes publicly) a justification, with quantitative and analytical support, for why the policies, standards, or recommendations developed by the covered international organization are suitable for the national security, financial stability, economic, and other interests of the United States; and</text></paragraph><paragraph id="HAB12E88A51AD45388E0C601EF22261B5"><enum>(3)</enum><text display-inline="yes-display-inline">provides the appropriate congressional committees (and publishes publicly)—</text><subparagraph id="H90A182A5F8D243BDB5234B1AA859C0EA"><enum>(A)</enum><text>an analysis, including a detailed cost-benefit analysis, of the implementation of the policy change, rule, or guidance; and</text></subparagraph><subparagraph id="HAC1CD27D44AD4C798448D7B60C2FF89E"><enum>(B)</enum><text>a justification for why the expected costs of such implementation are at least offset by the expected benefits related to economic, national security, financial stability, or other national interests.</text></subparagraph></paragraph></subsection></section><section id="H458930E19E8846B68F1FDF645312D3CC"><enum>4.</enum><header>Public reports on participation in covered international organizations</header><text display-inline="no-display-inline"> Not later than March 31 of each year, each Federal financial agency shall publish a public report and provide testimony to the appropriate congressional committees on the activities of the agency with each covered international organization that the Federal financial agency joined, was a member or observer of, engaged with, or otherwise participated in during the preceding year.</text></section><section id="H94E248439BD44D8FB12616077A99256E"><enum>5.</enum><header>Application to Federal reserve banks</header><text display-inline="no-display-inline">This Act shall apply to each Federal reserve bank to the same extent as this Act applies to a Federal financial agency, except that any action that a Federal reserve bank would be required to take under this Act shall be taken by the Board of Governors of the Federal Reserve System, on behalf of the Federal reserve bank.</text></section><section id="HC2344AE4263E42D485193F8A4804ECFB"><enum>6.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="HC40B2A236C564A4AB27C724A86965255"><enum>(1)</enum><header>Appropriate congressional committees</header><text display-inline="yes-display-inline">The term <term>appropriate congressional committees</term> means the Committee on Financial Services of the House of Representatives and the Committee on Banking, Housing, and Urban Affairs of the Senate.</text></paragraph><paragraph id="HEE17D90B60E44EFC9DBC7053D3617776"><enum>(2)</enum><header>Federal financial agency</header><text>The term <term>Federal financial agency</term> means—</text><subparagraph id="H37DA214D1DF54664929557E3F10BEB52"><enum>(A)</enum><text display-inline="yes-display-inline">the Board of Governors of the Federal Reserve System;</text></subparagraph><subparagraph id="H4415873FA5F44809B623A394625C3069"><enum>(B)</enum><text>the Bureau of Consumer Financial Protection;</text></subparagraph><subparagraph id="H85A93C03E9D643BB8DC0BD0261C8CB0F"><enum>(C)</enum><text>the Federal Deposit Insurance Corporation;</text></subparagraph><subparagraph id="H18646D6E30B249B098966B781F007F56"><enum>(D)</enum><text>the National Credit Union Administration;</text></subparagraph><subparagraph id="H8A8ACDAE232D4339B195A31FDD83F99C"><enum>(E)</enum><text>the Office of the Comptroller of the Currency;</text></subparagraph><subparagraph id="HC9F8D966C37A40E6AFF36CF56FDE7603"><enum>(F)</enum><text display-inline="yes-display-inline">the Federal Housing Finance Agency;</text></subparagraph><subparagraph id="H7E1B4EFF648D4C338861378DA960E238"><enum>(G)</enum><text>the Federal Insurance Office; and</text></subparagraph><subparagraph id="HD89E7DF86ED247B1BE705E217EBAC27D"><enum>(H)</enum><text>the Securities and Exchange Commission.</text></subparagraph></paragraph><paragraph id="HCC338128DC494185BBEB89B6306F9766"><enum>(3)</enum><header>Covered international organization</header><subparagraph id="H4271FCE8E9264B92ABF215BABE06D6B4"><enum>(A)</enum><header>In general</header><text>The term <term>covered international organization</term> means any association or union of nations through or by which two or more foreign governments engage in some aspect of their conduct of international affairs, including—</text><clause id="H61A6D732616C424EAB444911E08FC884"><enum>(i)</enum><text display-inline="yes-display-inline">the Bank for International Settlements;</text></clause><clause id="H8B2F32C7FB2E4EF091CB40F66EFF919F"><enum>(ii)</enum><text display-inline="yes-display-inline">the Basel Committee on Banking Supervision;</text></clause><clause id="H401D045A29DC4AFF812EEF6086D9A46A"><enum>(iii)</enum><text>the Committee on Payments and Market Infrastructures;</text></clause><clause id="HFF1E1F5A50DE4432AC8FD161F55A351A"><enum>(iv)</enum><text display-inline="yes-display-inline">the Council of Securities Regulators of the Americas;</text></clause><clause id="H59E3C3DF683949DEBB3A111809EADD81"><enum>(v)</enum><text>the Financial Stability Board;</text></clause><clause id="HEC97B5B583444D64BE0A9AC4E6977BDA"><enum>(vi)</enum><text>the Global Financial Innovation Network;</text></clause><clause id="H3A3C02152F62448A90575D1CB9AF311C"><enum>(vii)</enum><text>the IFRS Foundation Monitoring Board;</text></clause><clause id="H3A6E4E4B882D4CF19125427730869E61"><enum>(viii)</enum><text>the International Association of Deposit Insurers;</text></clause><clause id="HC6B5FD31E7444579A62F08C44D68E3AC"><enum>(ix)</enum><text display-inline="yes-display-inline">the International Association of Insurance Supervisors;</text></clause><clause id="HBF046F19A7E742B793EA9F3F59342FD1"><enum>(x)</enum><text>the International Organization of Securities Commissions;</text></clause><clause id="H9966E1052FD146AAAE400021562C86C9"><enum>(xi)</enum><text>the Monitoring Group;</text></clause><clause id="H1DA5A173F00F49348C42748FFC57A36C"><enum>(xii)</enum><text>the Network of Central Banks and Supervisors for Greening the Financial System;</text></clause><clause id="H1FD3D3318F894571ADA2907FDC4FE986"><enum>(xiii)</enum><text>the Organization for Economic Cooperation and Development; and</text></clause><clause id="H83E8290E70E54FC8B110DDC2ECF278E9"><enum>(xiv)</enum><text display-inline="yes-display-inline">any committee, subcommittee, working group, task force, or other subunit of an organization described under clause (i) through (xiii).</text></clause></subparagraph><subparagraph id="H2BDF450E83AE4865AECF854A7E3A8C1B"><enum>(B)</enum><header>Exception</header><text display-inline="yes-display-inline">The term <term>covered international organization</term> does not include—</text><clause id="HF83607BFD6F1480F82B95537B4B7A32F"><enum>(i)</enum><text display-inline="yes-display-inline">international financial institutions, as defined in section 1701(c)(2) of the International Financial Institutions Act (<external-xref legal-doc="usc" parsable-cite="usc/22/262r">22 U.S.C. 262r(c)(2)</external-xref>); or</text></clause><clause id="H299D642B123E467687E72A96D910ED13"><enum>(ii)</enum><text display-inline="yes-display-inline">any international organization with respect to which a Federal financial agency participates pursuant to a treaty to which the United States is a party.</text></clause></subparagraph></paragraph></section></legis-body></bill>
