Short title

This Act may be cited as the Recruitment Improvement for Service Excellence at VA Hospitals Act or the RISE Act.

Requirement that non-citizen appointees in Veterans Health Administration are subjected to background investigations prior to employment

Section 7407(a) of title 38, United States Code, is amended—(1)by inserting (1) before When; and(2)by adding at the end the following new paragraph:(2)A person may not be appointed under paragraph (1) unless the person has been subjected to a background investigation..
