which was referred to the <committee-name committee-id="HHM00">Committee on Homeland Security</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize the Joint Task Forces of the Department of Homeland Security, and for other purposes.</official-title></form><legis-body id="H8C639DE97F7245D7809B873B99DAED45" style="OLC"><section id="H1435E6AED7264D71BDEC843471D5805E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>DHS Joint Task Forces Reauthorization Act of 2024</short-title></quote>.</text></section><section section-type="subsequent-section" commented="no" display-inline="no-display-inline" id="HCB263608E3E24BE0BB8C8CFC6076EC7D"><enum>2.</enum><header display-inline="yes-display-inline">Amendment to section 708 of the Homeland Security Act of 2002</header><subsection commented="no" display-inline="no-display-inline" id="HD0D18EA74CEB4BE1B47A7B65A8D034EB"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 708(b) of the <short-title>Homeland Security Act of 2002</short-title> (<external-xref legal-doc="usc" parsable-cite="usc/6/348">6 U.S.C. 348(b)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="HD444156B2DF747FF8DE0DE4B6DD9B58B"><enum>(1)</enum><text>in paragraph (9)—</text><subparagraph commented="no" display-inline="no-display-inline" id="H173E4BE6CC1449788EC8BE666A76ECBE"><enum>(A)</enum><text>in subparagraph (A)—</text><clause commented="no" display-inline="no-display-inline" id="HCCA31931AB68432E9E9E3B530D6541BA"><enum>(i)</enum><text display-inline="yes-display-inline">in clause (ii), by striking <quote>and</quote> at the end;</text></clause><clause commented="no" display-inline="no-display-inline" id="HA46ECFF5472A4EEE80333D388322CC94"><enum>(ii)</enum><text>in clause (iii)(II), by adding <quote>and</quote> at the end; and</text></clause><clause commented="no" display-inline="no-display-inline" id="HFB32E667CF95484289041EB308CD4BEB"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HF976B465F2E04E9BB76584766140C400"><clause commented="no" display-inline="no-display-inline" id="HC09580D3F9564EC2AD6C952E9AC289D0"><enum>(iv)</enum><text>a staffing plan for each Joint Task Force;</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4EFF4629F5074521BDCEEA72E9A7B638"><enum>(B)</enum><text>by amending subparagraph (C) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H14AF2C08A0A243B1AB12C678D2D15FAE"><subparagraph commented="no" display-inline="no-display-inline" id="H00CE57DA76AA45CAA63FEA560AA58A84"><enum>(C)</enum><text display-inline="yes-display-inline">not later than December 23, 2024, and annually thereafter, submit to the committees specified in subparagraph (B) a report containing information regarding—</text><clause commented="no" display-inline="no-display-inline" id="H540F1780A0A04A36BF1FE4EA79CDDA2E"><enum>(i)</enum><text display-inline="yes-display-inline">the progress in implementing the outcome-based and other appropriate performance metrics established pursuant to subparagraph (A)(iii);</text></clause><clause commented="no" display-inline="no-display-inline" id="HD7F2CE8D5D1B4ADB845624156A9AE850"><enum>(ii)</enum><text display-inline="yes-display-inline">the staffing plan developed for each Joint Task Force pursuant to subparagraph (A)(iv); and</text></clause><clause commented="no" display-inline="no-display-inline" id="HF407CE9E0E344CAAADD87169914B9766"><enum>(iii)</enum><text>any modification to the mission, strategic goals, and objectives of each Joint Task Force, and a description of, and rationale for, any such modifications.</text></clause></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2FDE1FF362C24DCDBC590F6AC21F45E6"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (13), by striking <quote>2024</quote> and inserting <quote>2026</quote>.</text></paragraph></subsection><subsection id="H43839BB40E154D499DC5CBB7E723A3A2"><enum>(b)</enum><header>Annual briefing</header><paragraph commented="no" display-inline="no-display-inline" id="H6FA8E840516A477F8CFF04296EB6AD84"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, and annually thereafter, the Secretary of Homeland Security shall brief—</text><subparagraph commented="no" display-inline="no-display-inline" id="H7C0E41F700224E499C11C62834D572B8"><enum>(A)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs of the Senate</committee-name>;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HCA4321927AB64AA297D4943B8C365DCA"><enum>(B)</enum><text>the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation of the Senate</committee-name>;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H72236093D7754E50A52591846A162865"><enum>(C)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="">Committee on Homeland Security of the House of Representatives</committee-name>; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H0F8BA36589384077AE80009F3F036A99"><enum>(D)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="">Committee on Transportation and Infrastructure of the House of Representatives</committee-name>.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H61F6933593E44F4EB08940FDA93FE4E0"><enum>(2)</enum><header>Topics</header><text display-inline="yes-display-inline">Each briefing required under paragraph (1) shall cover the latest staffing and resource assessment at Joint Task Force-East, including—</text><subparagraph id="H1C0E95C357B44EC2BC5B2358219A30F9"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="HE623C2B6B4AA47B2B75FFF2A96D79C27"><enum>(i)</enum><text>a determination of whether the current staffing levels of Joint Task Force-East are sufficient to successfully advance the mission, strategic goals, and objectives of such Joint Task Force; and </text></clause><clause commented="no" display-inline="no-display-inline" id="HDC1A82A8FE104AD394B93AED609CA413" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">if such determination reveals insufficient staffing levels, the cost, timeline, and strategy for increasing such staffing levels; and</text></clause></subparagraph><subparagraph id="H3379E59D43034A7680625E93772514D4"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="HC1579D9B97B84DE2AB08851FA2145A9B"><enum>(i)</enum><text>a determination of whether sufficient resources are being provided for Joint Task Force-East in accordance with section 708(b)(7)(a) of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/348">6 U.S.C. 348(b)(7)(a)</external-xref>); and </text></clause><clause commented="no" display-inline="no-display-inline" id="H70D5F6ED344A4A99873FE68F82C796C1" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">if such determination reveals insufficient resource levels, the cost, timeline, and strategy for providing any remaining resource requirements.</text></clause></subparagraph></paragraph></subsection><subsection id="HC234F2D301D04BB382AC81FEE7919C5A"><enum>(c)</enum><header>Report on Joint Task Force-East headquarters</header><text>Not later than 1 year after the date of the enactment of this Act, the Secretary of Homeland Security, in consultation with the Commandant of the United States Coast Guard, the Commissioner for U.S. Customs and Border Protection, the Director of U.S. Immigration and Customs Enforcement, and the Administrator of General Services, shall submit a report to the congressional committees listed in subsection (b)(1) that analyzes the cost and effectiveness of hosting the Joint Task Force-East headquarters in Portsmouth, Virginia compared to alternative headquarters locations.</text></subsection></section></legis-body></bill>
