R. 9439</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240830">August 30, 2024</action-date><action-desc><sponsor name-id="M001221">Mr. Molinaro</sponsor> (for himself and <cosponsor name-id="T000468">Ms. Titus</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name>, and in addition to the Committee on <committee-name committee-id="HIF00">Energy and Commerce</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize proceeds from any sale or any moneys forfeited under the Controlled Substances Act to be used for the Substance Use Prevention, Treatment, and Recovery Services Block Grant, and for other purposes.</official-title></form><legis-body id="H4FFD58E04FBF4232B702A69C81BD155A" style="OLC"><section id="H3AF3482EEF004EAB84E6EAED1295FDAF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fentanyl Seizure and Health Recovery Act</short-title></quote>.</text></section><section id="H9F1299B386A94EB7AC828CDC8C6A19A8"><enum>2.</enum><header>Use of moneys forfeited under the Controlled Substances Act</header><text display-inline="no-display-inline">Section 511(e)(2)(A) of the Controlled Substances Act (<external-xref legal-doc="usc" parsable-cite="usc/21/881">21 U.S.C. 881(e)(2)(A)</external-xref>) is amended—</text><paragraph id="H772F4BF11D4E41CBB0E357E4453DDA96"><enum>(1)</enum><text>in clause (i), by striking <quote>and</quote>;</text></paragraph><paragraph id="H8BA183076FFC442CA445A3A13BFB67F7"><enum>(2)</enum><text>in clause (ii), by striking the period and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="H720E6B6E302D4A6CA6D249364336456E"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H40BA4A8EDC424207BD1A08EEBA3026FA" display-inline="no-display-inline"><clause id="H0B5AA76B8EB24B4EA35D60B82773B702" indent="up1"><enum>(iii)</enum><text display-inline="yes-display-inline">the expenses incurred under subpart II of part B of title XIX of the Public Health Service Act in the case that such sale or moneys are forfeited by a cartel known to produce or distribute opioid products, including fentanyl.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
