which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend and reauthorize the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program of the Department of Veterans Affairs.</official-title></form><legis-body id="H12632A761404480CAF8B4666810D871F" style="OLC"><section id="H41011F1C34F0473984000E29790E4D82" section-type="section-one" commented="no"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Wrong Door for Veterans Act</short-title></quote>.</text></section><section id="H7EA3527235054883B2177FA5BF44D841" section-type="subsequent-section"><enum>2.</enum><header>Amendments to and reauthorization of the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program of the Department of Veterans Affairs</header><subsection id="HD9359108FAAE46328626A1580F546E01"><enum>(a)</enum><header>Reorganization</header><text display-inline="yes-display-inline">Subsection (b) of section 201 of the Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019 (<external-xref legal-doc="public-law" parsable-cite="pl/116/171">Public Law 116–171</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/38/1720F">38 U.S.C. 1720F</external-xref>) is amended, in the second sentence, by striking <quote>Office of Mental Health and Suicide Prevention</quote> and inserting <quote>the Assistant Under Secretary for Health for Clinical Services</quote>.</text></subsection><subsection id="H4626522C3D964D1488FF64DE92375322"><enum>(b)</enum><header>Use of grant money</header><text>Such section is further amended, in subsection (c)(2)(A), by inserting <quote>(not more than 5 percent of which may be spent on food and non-alcoholic beverages)</quote> after <quote>fiscal year</quote>.</text></subsection><subsection id="HFE22634D51CC4CB8A1A4635C631F2BB4"><enum>(c)</enum><header>Briefing for local VAMCs</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (h), by adding at the end the following new paragraph:</text><quoted-block style="OLC" id="H5CBCFE6682BD4E98B54CEB8107C048F2" display-inline="no-display-inline"><paragraph id="H5EEBA12B759040039C983BEB334F55AF"><enum>(5)</enum><header>Briefing for local VAMCs</header><text display-inline="yes-display-inline">Not less than once per calendar quarter, the Secretary shall provide, to the appropriate personnel of each medical center of the Department located not more than 100 miles from the primary location of a grantee, a briefing about the grant program under this section in order to improve coordination between a grantee and such personnel.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HDC53CEF28C6F420B9374F3CEDEEC8DD4" commented="no"><enum>(d)</enum><header>Duration</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (j), by striking <quote>the date that is three years after the date on which the first grant is awarded under this section</quote> and inserting <quote>September 30, 2027</quote>.</text></subsection><subsection id="H3C94D08828B1433996435A1F5FAE1A1B"><enum>(e)</enum><header>Emergent suicide care</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (n)—</text><paragraph id="H7B537C3859114434B341617A9873A848"><enum>(1)</enum><text>by inserting <quote><header-in-text level="paragraph" style="OLC"><enum-in-header>(1)</enum-in-header></header-in-text></quote> before <quote>When</quote>; and</text></paragraph><paragraph id="H47E85D250BC148E6985A4F9D9C54C126"><enum>(2)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" id="H971BFFDE59054F66AEFB62CC91DD8D0F" display-inline="no-display-inline"><paragraph id="HF16B8760A35A48E1A49CD126B4277CE1" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">If the Secretary does not provide services under paragraph (1) to an eligible individual during the 72-hour period following a referral under subsection (m), such eligible individual shall be treated as eligible for emergent suicide care under section 1720J of title 38, United States Code.</text></paragraph><after-quoted-block>. </after-quoted-block></quoted-block></paragraph></subsection><subsection id="HBF0308BBB8A24F76A1BA10149FE3E1ED"><enum>(f)</enum><header>Reauthorization</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (p), by striking <quote>2025</quote> and inserting <quote>2027</quote>.</text></subsection><subsection id="H7AEC976294E2430091F807A3BAE8537D"><enum>(g)</enum><header>Technical correction to definitions</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (q)(5), by striking <quote>Medical services</quote> and inserting <quote>The term <quote>emergency treatment</quote> means medical services</quote>.</text></subsection><subsection id="HD3416997A0AD4F2F8F521FA2C357C23B"><enum>(h)</enum><header>Required use of certain screening protocol</header><text display-inline="yes-display-inline">Such section is further amended, in subsection (q)(11)(A)(ii), by adding at the end the following new sentence: <quote>In the case of a grantee awarded a grant under this section on or after the date of the enactment of the <short-title>No Wrong Door for Veterans Act</short-title>, such screening shall be the Columbia Protocol (also known as the Columbia-Suicide Severity Rating Scale (C–SSRS)).</quote>.</text></subsection></section></legis-body></bill>
