National Security Council Fentanyl Disruption Steering Group, and for other purposes.</official-title></form><legis-body id="H44571E0E6E2D4FAA9F983C94B8E75835" style="OLC"><section id="HFFFD015666104E4A9C2B6B3B7670A3F3" section-type="section-one"><enum>1.</enum><header>National Security Council Fentanyl Disruption Steering Group</header><subsection id="H8B913A10347A4CEF882AC2F3B63E5BF4"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established within the National Security Council a Fentanyl Disruption Steering Group (in this section referred to as the <quote>Steering Group</quote>).</text></subsection><subsection id="HFABEA3ED4ECF45748FB6AE2ACE542413"><enum>(b)</enum><header>Membership</header><paragraph id="H5C404AB908D64962AF2CC067BE15534A"><enum>(1)</enum><header>In general</header><text>The Steering Group shall be composed of—</text><subparagraph id="H3FD24225C1CD46D6A7596C99557260F2"><enum>(A)</enum><text>the Assistant to the President for National Security Affairs, who shall serve as chair; and</text></subparagraph><subparagraph id="HE45DAD95C23B4FCAA467A50E0A82C5A1"><enum>(B)</enum><text>a senior official from each of the agencies described in paragraph (2), to be appointed by the head of the respective agency of such official (and in the case of the intelligence community, to be appointed by the Director of National Intelligence).</text></subparagraph></paragraph><paragraph id="HF8DE3B44221F46D4864C96B5028D4F16"><enum>(2)</enum><header>Agencies described</header><text display-inline="yes-display-inline">The agencies described in this paragraph are the following:</text><subparagraph id="H0087365EDD204981AF4FF8A1BA3B44D4" display-inline="no-display-inline"><enum>(A)</enum><text>The Department of State.</text></subparagraph><subparagraph id="H2E3EB116F55B4B2A9D9FF95E669D644C"><enum>(B)</enum><text>The Department of the Treasury.</text></subparagraph><subparagraph id="H9B22A517FFE0440DAB00CA776631F509"><enum>(C)</enum><text>The Department of Defense.</text></subparagraph><subparagraph id="H32B1235C433740329D5000894A3A5ED9"><enum>(D)</enum><text>The Department of Justice.</text></subparagraph><subparagraph id="H74DC708A21B641F39457EFB2BC2B2181"><enum>(E)</enum><text>The Department of Commerce.</text></subparagraph><subparagraph id="H020157B8D3424BF1B4332BA81ECA3B78"><enum>(F)</enum><text>The Department of Health and Human Services.</text></subparagraph><subparagraph id="HF42592F6FE524E2CB7C70E2DBBEF7823"><enum>(G)</enum><text>The Department of Transportation.</text></subparagraph><subparagraph id="HF5A73D3D93214AA78ECB02DFC56418BC"><enum>(H)</enum><text>The Department of Energy.</text></subparagraph><subparagraph id="HBDB2F86325C9400999F97AF60B45D31B"><enum>(I)</enum><text>The Department of Homeland Security.</text></subparagraph><subparagraph id="H3FBD717A313A426BA86B733AC4E16748"><enum>(J)</enum><text>The intelligence community (as defined in section 3(4) of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003(4)</external-xref>)).</text></subparagraph><subparagraph id="H1B7F4CCC13C04228841C616E609C4F6C"><enum>(K)</enum><text>The United States Postal Service.</text></subparagraph></paragraph></subsection><subsection id="H2E166CF069924D61B5A3FF93FCBF356A"><enum>(c)</enum><header>Duties</header><text display-inline="yes-display-inline">The Steering Group shall have the following duties:</text><paragraph id="H59478D27A7CE41DF8CF48226FB10C4D6"><enum>(1)</enum><text>Oversee implementation of the policy priorities and directives undertaken by the agencies described in subsection (b)(2) to combat fentanyl trafficking and use.</text></paragraph><paragraph id="H20941205D075438487CA13157F900899"><enum>(2)</enum><text>Identify and set goals for strategic disruption of fentanyl.</text></paragraph><paragraph id="H73390049DA604684B7D689D21F3BA64F"><enum>(3)</enum><text>Assist in ensuring that all of the available resources and tools are brought to the efforts described in paragraphs (1) and (2) in accordance with strategic priorities.</text></paragraph><paragraph id="H63A1EA67F3A444108CF50C9481363A27"><enum>(4)</enum><text display-inline="yes-display-inline">Oversee updates to and implementation of the Strategy to Combat Fentanyl and Other Synthetic Drugs of the United States Customs and Border Protection.</text></paragraph><paragraph id="H132ED99006C3417BB19201EA427D62ED"><enum>(5)</enum><text>Identify disagreements and challenges for interagency review by the Steering Group.</text></paragraph></subsection><subsection id="H606D0F6432EE445D98A402738796E941"><enum>(d)</enum><header>Annual submission of description of initiatives</header><paragraph id="HD3BF7930B96C4C7293DAA8275373D61A"><enum>(1)</enum><header>In general</header><text>Not later than 60 days after the date of enactment of this Act, and annually thereafter, the agencies described in subsection (b)(2) shall submit to the chair of the Steering Group a detailed description of the existing and planned fusion cells, joint task forces, mission centers, and similar multi-department initiatives relating to fentanyl disruption of such agencies, including an explanation of purposes, goals, and composition, to support efforts to ensure appropriate prioritization and resourcing and minimize duplication of efforts.</text></paragraph><paragraph id="H97FEB93EBCFA472F806616E813F5DCC4"><enum>(2)</enum><header>Form of submissions</header><text display-inline="yes-display-inline">The descriptions described in paragraph (1) shall be submitted in unclassified form but may include a classified annex.</text></paragraph></subsection><subsection id="H842F846A4C8641A788C582AFF2C30929"><enum>(e)</enum><header>Strategic plan for public-Private partnerships</header><paragraph id="HCFECD437393C4194B5DE9F7C15B2E5C2"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Steering Group shall develop and maintain an ongoing strategic plan for public-private partnerships between the agencies described in subsection (b)(2) and private entities on fentanyl trafficking disruption.</text></paragraph><paragraph id="H244906B94F92461F9FA722AD05DCAA76"><enum>(2)</enum><header>Reports to Congress</header><text display-inline="yes-display-inline">Not later than 30 days after the date of enactment of this Act, and annually thereafter, the Steering Group shall submit to Congress a report describing the strategic plan referred to in paragraph (1).</text></paragraph></subsection></section></legis-body></bill>
