R. 9434</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240830">August 30, 2024</action-date><action-desc><sponsor name-id="G000574">Mr. Gallego</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the heads of certain agencies to review and submit to Congress a report on public-private partnerships for combating the illicit fentanyl trade, and for other purposes.</official-title></form><legis-body id="H1037106068E840CA861E283FFFE2C280" style="OLC"><section id="HA51AD1C5191B4BC3B38F95002A99639A" section-type="section-one"><enum>1.</enum><header>Review and report on public-private partnerships to combat illicit fentanyl</header><subsection id="H46C5C82565B24EA0801B76B4CCF9AA92"><enum>(a)</enum><header>Review</header><text display-inline="yes-display-inline">The heads of the agencies described in subsection (b) (and in the case of the intelligence community, the Director of National Intelligence) shall review, respectively, the public-private partnerships of each such agency for combating the illicit fentanyl trade.</text></subsection><subsection id="H84212079C79F41A6998F98C1BE3E5ADF"><enum>(b)</enum><header>Agencies described</header><text display-inline="yes-display-inline">The agencies described in this subsection are the following:</text><paragraph id="HCDEDAF06ADD44B5F94BB654DF46DC463" display-inline="no-display-inline"><enum>(1)</enum><text>The Department of State.</text></paragraph><paragraph id="H8344BDB31D464803B6B5D15F680B6A4D"><enum>(2)</enum><text>The Department of the Treasury.</text></paragraph><paragraph id="H92557FE9F6BD4D6184F48CAFFC2C1CC6"><enum>(3)</enum><text>The Department of Defense.</text></paragraph><paragraph id="H4A3AF7AD686A4746B2107136EF44C69B"><enum>(4)</enum><text>The Department of Justice.</text></paragraph><paragraph id="H0EB2B2D9509A48918896D0A783636443" display-inline="no-display-inline"><enum>(5)</enum><text>The Department of Commerce.</text></paragraph><paragraph id="HCD138C0496F94458A1B4FB9F76E44AC2" display-inline="no-display-inline"><enum>(6)</enum><text>The Department of Health and Human Services.</text></paragraph><paragraph id="H987B1F7EC8494D5580A2F9F8AB42A240" display-inline="no-display-inline"><enum>(7)</enum><text>The Department of Transportation.</text></paragraph><paragraph id="H3704BB833FFC4A1BB775A55118CFB6BF" display-inline="no-display-inline"><enum>(8)</enum><text>The Department of Energy.</text></paragraph><paragraph id="H40413D55343A4DC9AA76599949C08AA4" display-inline="no-display-inline"><enum>(9)</enum><text>The Department of Homeland Security.</text></paragraph><paragraph id="HCB83D4423EDB42C99F7DF1228291E7B8" display-inline="no-display-inline"><enum>(10)</enum><text>The intelligence community (as defined in section 3(4) of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003(4)</external-xref>)).</text></paragraph><paragraph id="HEA505E155DA24BB6AE12946309543A2C" display-inline="no-display-inline"><enum>(11)</enum><text>The United States Postal Service.</text></paragraph></subsection><subsection id="H7B8C5FF8000F427B803E8AA532B321BE"><enum>(c)</enum><header>Reporting</header><paragraph id="HE9AB42BC58E24ED89811B90EE0BE33DF"><enum>(1)</enum><header>Initial report</header><text display-inline="yes-display-inline">Not later than 30 days after the date of enactment of this Act, the heads of the agencies described in subsection (b) shall submit to Congress a report describing the results of the review under subsection (a), including—</text><subparagraph id="HC20177B971624F01A7EB454498C7E768"><enum>(A)</enum><text>an assessment of the public-private partnerships and their effectiveness; and</text></subparagraph><subparagraph id="H80C32DDA7C8A4557B1880B66355969E9"><enum>(B)</enum><text>a description of any key gaps.</text></subparagraph></paragraph><paragraph id="H5427BD3E3F6D49D98940097FFFC367ED"><enum>(2)</enum><header>Updates</header><text display-inline="yes-display-inline">Every 6 months following the date of the submission of the report under subsection (c), the heads of the agencies described in subsection (b) shall submit to Congress an update to such report.</text></paragraph><paragraph id="HC158D4CB2BDB41B490039263D03A1293"><enum>(3)</enum><header>Form</header><text>The reports and updates under this subsection shall be submitted in unclassified form but may include a classified annex.</text></paragraph></subsection></section></legis-body></bill>
