R. 9433</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240830">August 30, 2024</action-date><action-desc><sponsor name-id="G000574">Mr. Gallego</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Defense to conduct a threat analysis of any potential threats the illicit fentanyl drug trade poses to the defense interests of the United States.</official-title></form><legis-body id="HE204AFC7336849D99BE70CB5EE58012A" style="OLC"><section id="H1B4BE8A0C8504C0DA02375048C1A2C80" section-type="section-one"><enum>1.</enum><header>Threat analysis regarding fentanyl crisis</header><subsection id="H8186384D012243A3A1CCD9E419EEC16F"><enum>(a)</enum><header>Threat analysis</header><text>The Secretary of Defense, in consultation with the Director of the Defense Threat Reduction Agency and Office of the Deputy Assistant Secretary of Defense for Counternarcotics and Stabilization Policy, shall conduct a threat analysis of any potential threats the illicit fentanyl drug trade poses to the defense interests of the United States. The threat analysis shall contain the following:</text><paragraph id="H121047EF7AE84069993B5B858D3AA08A"><enum>(1)</enum><text>An analysis of the illicit fentanyl drug trade, including the manufacture, distribution, and sale or trade, and trans-shipment of fentanyl and fentanyl-related substances.</text></paragraph><paragraph id="H17D04FA3CF3E4E8ABD6407C1127B1913"><enum>(2)</enum><text display-inline="yes-display-inline">An analysis of new or emerging techniques or technologies that are likely to affect the evolution of the illicit fentanyl drug trade.</text></paragraph></subsection><subsection id="H2D086374569D4BA28795070B76C76ABD"><enum>(b)</enum><header>Report</header><text>Not later than March 31, 2025, and annually thereafter for each of the next four years, the Secretary of Defense shall submit to the congressional defense committees a report that includes each of the following:</text><paragraph id="H5171B11BA2494052BE6A245A1E90C70E"><enum>(1)</enum><text>The threat analysis required under subsection (a), including any recommendations of the Secretary for any related actions.</text></paragraph><paragraph id="H11572AEEFE564B349E77E5277E6F652D"><enum>(2)</enum><text>Any actions the Department of Defense has taken in response to such threat analysis.</text></paragraph><paragraph id="HC6F6C6FAED0A4F848DE315A671FF49E1"><enum>(3)</enum><text>Any other matter the Secretary determines appropriate.</text></paragraph></subsection><subsection id="H0974E72461A1482DBBB5EEDDDDFDFA0B"><enum>(c)</enum><header>Congressional defense committees</header><text>In this section, the term <quote>congressional defense committees</quote> has the meaning given that term in section 101(a)(16) of title 10, United States Code.</text></subsection></section></legis-body></bill>
