R. 9357</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240813">August 13, 2024</action-date><action-desc><sponsor name-id="T000486">Mr. Torres of New York</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Director of the Secret Service to ensure that any security perimeter is co-extensive with the firing range of firearms likely to be used in assassination attempts and to secure all elevated positions within the firing range of firearms likely to be used in assassination attempts.</official-title></form><legis-body id="H3632BD76F19044998E9D9B3319CF3401"><section id="HE286959027CA48F4B498D3946545CD58" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>AR–15 Perimeter Security Enhancement Act</short-title></quote>.</text></section><section id="HDFCB44229B784DCFB1F548EA31930B66"><enum>2.</enum><header>Co-extensive perimeter and securing elevated positions requirements</header><subsection id="HB2620C19EA7341239EEB8496BB5566B1"><enum>(a)</enum><header>Requirements</header><paragraph id="H7685037B6B8F4BD6B66485E06E1D77B2"><enum>(1)</enum><header>Co-extensive perimeter requirement</header><text>The Director of the Secret Service shall ensure that any security perimeter is co-extensive with the firing range of firearms likely to be used in an assassination attempt, specifically covering a radius of not less than 500 yards.</text></paragraph><paragraph id="HADCB87D712154655821DEC501B8C9A21"><enum>(2)</enum><header>Securing elevated positions requirement</header><text>The Director of the Secret Service shall secure all elevated positions within the firing range of such firearms to prevent unauthorized access and potential threats.</text></paragraph></subsection><subsection id="HD3B0F268E4514CB3B8D8A441F6EA3962"><enum>(b)</enum><header>Reporting</header><paragraph id="H8CEEA6CFF736405888C0E9D486CCEA75"><enum>(1)</enum><header>Cost assessment</header><text>Not later than 60 days after the date of the enactment of this Act, the Director of the Secret Service shall conduct a cost assessment and provide a financial estimate for the implementation of this Act to Congress.</text></paragraph><paragraph id="H086A6A8040E6438FB85F364F136A9408"><enum>(2)</enum><header>Report</header><text>Not later than 90 days after the date of the enactment of this Act, and every six months thereafter until the Director of the Secret Service, as determined by the Inspector General of the Department of Homeland Security, complies with the requirement under subsection (a), the Director of the Secret Service shall submit to Congress a detailed report on the plan’s implementation, including progress and any adjustments made.</text></paragraph></subsection><subsection id="HF9B291083B454B849C21AA59199F7516"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HA483865217AD42529798751438C9EFF4"><enum>(1)</enum><header>Elevated position</header><text>The term <quote>elevated position</quote> includes any location that is above the primary security perimeter and provides a strategic advantage for targeting, including rooftops, balconies, and elevated platforms.</text></paragraph><paragraph id="HE276FEF97975432881A814A76ACD66A4"><enum>(2)</enum><header>Firing range</header><text>The term <quote>firing range</quote>—</text><subparagraph id="H412B5D7924CF477E9CB8E62DE43E4A3F"><enum>(A)</enum><text>means the minimum effective distance within which a firearm can accurately target and inflict damage; and</text></subparagraph><subparagraph id="H5A4C60CFAF004B97894B0B4DE0B5202D"><enum>(B)</enum><text>includes in the case of AR–15, high-caliber rifles (such as the .308 Winchester or .300 Winchester Magnum), bolt-action rifles (such as the Remington 700), and semi-automatic pistols (such as the Glock 17 or SIG Sauer P226), a distance of approximately 500 yards.</text></subparagraph></paragraph><paragraph id="H96224581E6C14CAB94DA79A44BE93BCB"><enum>(3)</enum><header>Primary security perimeter</header><text>The term <quote>primary security perimeter</quote> means the perimeter on the ground.</text></paragraph></subsection><subsection id="H4D3584734D8945DD93DB19F8FF094616"><enum>(d)</enum><header>Effective date</header><text>This Act shall take effect 180 days after the date of enactment of this Act.</text></subsection></section></legis-body></bill>
