R. 9330</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240809">August 9, 2024</action-date><action-desc><sponsor name-id="G000553">Mr. Green of Texas</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Accountability</committee-name>, and in addition to the Committee on <committee-name committee-id="HED00">Education and the Workforce</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide for the issuance of a Prince Hall Commemorative Stamp.</official-title></form><legis-body id="HE224603FBBEB43889D039036AE37408E" style="OLC"><section id="H2244452B84994D33A898F974DE6963C4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Original Prince Hall Commemorative Stamp Act</short-title></quote>.</text></section><section id="HC73070DE984845B09FE52AF54EC284E9"><enum>2.</enum><header>Prince Hall Commemorative semipostal stamp</header><subsection id="H2151DF9100CD408E834C9EC7441221FD" display-inline="no-display-inline"><enum>(a)</enum><header>In general</header><text>The United States Postal Service shall issue a semipostal stamp (hereinafter in this Act referred to as the <quote>Prince Hall Commemorative Stamp</quote>) in accordance with this section.</text></subsection><subsection id="H526A076F348844F889712EFCBF2ED6AA"><enum>(b)</enum><header>Terms and conditions</header><text>The issuance and sale of the Prince Hall Commemorative Stamp shall be governed by the provisions of section 416 of title 39, United States Code, and regulations issued under such section.</text></subsection><subsection id="H3B28BD7513D4434B89E028A7EB294F98"><enum>(c)</enum><header>Disposition of proceeds</header><paragraph id="HF38DD8640BAF44869FF22A5185E0C086"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">All amounts becoming available from the sale of the Prince Hall Commemorative Stamp (as determined under section 416(d) of such title 39) shall be transferred to the Department of Education, for purposes of making Federal Pell Grants under section 401 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a">20 U.S.C. 1070a</external-xref>), through payments which shall be made at least twice a year.</text></paragraph><paragraph id="H22F51CC8580247A8966FC43374ED1965"><enum>(2)</enum><header>Proceeds not to be offset</header><text display-inline="yes-display-inline">In accordance with section 416(d)(4) of such title 39, amounts becoming available from the sale of the Prince Hall Commemorative Stamp (as so determined) shall not be taken into account in any decision relating to the level of appropriations or other Federal funding to be furnished in any year to the Department of Education.</text></paragraph></subsection><subsection id="H58FEAAF5D4294098804D9BEE4F4E6D58" display-inline="no-display-inline"><enum>(d)</enum><header>Duration</header><text display-inline="yes-display-inline">The Prince Hall Commemorative Stamp shall be made available to the public for during the two-year period beginning on January 1, 2025.</text></subsection><subsection id="HE687332EE8334CA3B8197B8ED4099111"><enum>(e)</enum><header>Definition</header><text>For purposes of this Act, the term <term>semipostal stamp</term> refers to a stamp described in section 416(a)(1) of title 39, United States Code.</text></subsection></section></legis-body></bill>
