which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To make certain improvements relating to the coordination of efforts to promote internet freedom and access to information in Iran, and for other purposes.</official-title></form><legis-body id="H914E777D6E874A2DB244DC30A6AC0651" style="OLC"><section id="HEB101EC676034BA78EF7BFEDC0F62F92" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Internet Reach and Access Now Act</short-title></quote> or <quote><short-title>IRAN Act</short-title></quote>. </text></section><section id="H1F2AE1F1285641388080AC4042CE40A4"><enum>2.</enum><header>Improved coordination of efforts to promote internet freedom and access to information in Iran</header><subsection id="HF699CFCD08CA4CB99F4574E948FC7E94"><enum>(a)</enum><header>Duties</header><text>The Secretary of State shall be the Federal official with primary responsible for the following duties:</text><paragraph id="HE3F835CC2DA34338AE1220458FBDD4E3"><enum>(1)</enum><text>Promoting widespread internet freedom in Iran and access to information in Iran.</text></paragraph><paragraph id="HFBA9B265E1F24B13AB176514137C692B"><enum>(2)</enum><text display-inline="yes-display-inline">Coordinating any efforts carried out by the heads of other Federal departments and agencies relating to the promotion of widespread internet freedom in Iran and access to information in Iran.</text></paragraph><paragraph id="HA5E4F20BB5464CE086BDC6879C377527"><enum>(3)</enum><text display-inline="yes-display-inline">Serving as the principal official within the Federal Government responsible for coordinating updates to the strategy required under section 414 of the Iran Threat Reduction and Syria Human Rights Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/22/8754">22 U.S.C. 8754</external-xref>) and implementing such strategy and any updates thereto.</text></paragraph></subsection><subsection id="H10BE46C35B6946A88E474C02107A6B51"><enum>(b)</enum><header>Updates to comprehensive strategy To promote Internet freedom and access to information in Iran</header><paragraph id="H42C083B478BA45C587CC0090C94EADDC"><enum>(1)</enum><header>Updates</header><text display-inline="yes-display-inline">Section 414 of the Iran Threat Reduction and Syria Human Rights Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/22/8754">22 U.S.C. 8754</external-xref>) is amended—</text><subparagraph id="HA7FE48761F9A45E3882C3357010AC7A2"><enum>(A)</enum><text>by striking <quote>Not later than</quote> and inserting <quote><header-in-text level="subsection" style="OLC">(<enum-in-header>a</enum-in-header>) Initial strategy.</header-in-text>—Not later than</quote>;</text></subparagraph><subparagraph id="HD11C6248362049098C215C79E667F13B"><enum>(B)</enum><text>by redesignating paragraphs (11) and (12) as paragraphs (14) and (15), respectively;</text></subparagraph><subparagraph id="HB6B316BFF4E24A6DB1C0DB1C507B414C"><enum>(C)</enum><text>by inserting after paragraph (10) the following new paragraphs:</text><quoted-block style="OLC" id="HC994F6604C6B4B168CAA3902CEC6A0E0" display-inline="no-display-inline"><paragraph id="HCB32C8F26ED341BA99CE2186B85E8929"><enum>(11)</enum><text display-inline="yes-display-inline">evaluate the use of virtual private networks and direct-to-cell satellite technologies by civil society and human rights activists in Iran and develop strategies for increasing the accessibility of such networks and technologies;</text></paragraph><paragraph id="H29F63B94B0A4480E8C16F7C7A8220F76"><enum>(12)</enum><text display-inline="yes-display-inline">develop guidance for the Department of the Treasury to ensure that enforcement of sanctions does not prevent companies from providing to Iranian civilians the technology and other tools necessary to access the open internet;</text></paragraph><paragraph id="HF74BA663A1AB4DACA04BDF5C891747FB"><enum>(13)</enum><text display-inline="yes-display-inline">assess the ability of the Iranian regime to cut off all access to the internet and develop a strategy to circumvent internet blackouts for Iranian civil society;</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="HAE570AA691D642E7912780EF7945E1CF"><enum>(D)</enum><text>by adding at the end the following new subsection:</text><quoted-block style="OLC" id="HD7176D8122A0453C87A25659152C3EEE" display-inline="no-display-inline"><subsection id="HF4D73F170D234A86ACD29DD8A74ADD46"><enum>(b)</enum><header>Updates</header><text display-inline="yes-display-inline">The Secretary of State, in consultation with the Secretary of Treasury, the Secretary of Commerce, the Administrator of the United States Agency for International Development, and the heads of the elements of the intelligence community (as such term is defined in section 3 of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003</external-xref>)), shall review the strategy under subsection (a) on an ongoing basis and update the strategy as appropriate, taking into account the results of such review.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HBA8DE97D96A84C9D90FCAE41DA0B4F44"><enum>(2)</enum><header>Submission of first updates</header><subparagraph id="H0A6EC4EBEEA046A288E38B9566ED6E40"><enum>(A)</enum><header>Submission</header><text>Not later than 120 days after the date of the enactment, the Secretary of State shall—</text><clause id="H1545534AC880402F9A488EBA3F404FFD"><enum>(i)</enum><text>review and update the strategy pursuant to section 414(b) of the Iran Threat Reduction and Syria Human Rights Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/22/8754">22 U.S.C. 8754</external-xref>), as amended by paragraph (1); and</text></clause><clause id="H34271DAE68EF403996233C150A1F8327"><enum>(ii)</enum><text>submit such updated strategy to the appropriate congressional committees.</text></clause></subparagraph><subparagraph id="HB343BE95E71E4C4EA3E28839B25E88EA"><enum>(B)</enum><header>Form</header><text>The strategy under subparagraph (A) shall be submitted in unclassified form, but may include a classified annex.</text></subparagraph></paragraph></subsection><subsection id="HDD308714374148B6960B600290F34211"><enum>(c)</enum><header>Appropriate congressional committees defined</header><text display-inline="yes-display-inline">The term <quote>appropriate congressional committees</quote> means the following:</text><paragraph id="HB55DC9E91883441F8D1CEF9597B98F29"><enum>(1)</enum><text>The Committee on Foreign Affairs, the Committee on Energy and Commerce, the Permanent Select Committee on Intelligence, and the Committee on Appropriations of the House of Representatives.</text></paragraph><paragraph id="H53CDB1FD62DE41C08D4FF358F282FDD1"><enum>(2)</enum><text display-inline="yes-display-inline">The Committee on Foreign Relations, the Committee on Commerce, Science, and Transportation, the Select Committee on Intelligence, and the Committee on Appropriations of the Senate. </text></paragraph></subsection></section></legis-body></bill>
