McCain Strategic Defense Fellows Program, the Presidential Management Fellowship, and the Boren Fellowship, and for other purposes.</official-title></form><legis-body id="H395AF2ED72FE4454A3DB7B21E785544F" style="OLC"><section id="H1D610B56C39E41A5B3CCBB04F3382657" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Next Generation Civilian Leaders Program Act</short-title></quote>.</text></section><section id="HFF474DF4BE754BC38CC6140EF849BBD5" commented="no"><enum>2.</enum><header>DOD report on recruitment and retention under certain fellowship programs</header><text display-inline="no-display-inline">Not later than January 1, 2025, the Secretary of Defense, in consultation with the Secretaries of the military departments, shall submit a report to the Committees on Armed Services of the House of Representatives and the Senate detailing the recruitment and retention of employees under the John S. McCain Strategic Defense Fellows Program (in this Act referred to as the <quote>McCain Fellowship</quote>), the Presidential Management Fellowship (in this Act referred to as the <quote>PMF</quote>), and the Boren Fellowship. The report shall include—</text><paragraph id="HD719FC73550340DA983251ADEC543B75" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">the total number of fellows entering the McCain Fellowship since its inception and their host organization;</text></paragraph><paragraph id="H29994F7B588E43DDA4AF7345174E2E2C" commented="no"><enum>(2)</enum><text>the total number of fellows hired into the Department of Defense from the McCain Fellowship, the PMF, and the Boren Fellowship following the individual’s fellowship tenure’s termination;</text></paragraph><paragraph id="H7A8B91EBD9B34850A72CAC93F27889B1" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">promotion pathways up to level GS–15 of the General Schedule and the Senior Executive Service available to fellows in the McCain Fellowship;</text></paragraph><paragraph id="HB8B29D3CE191426AA7A6A2A1233525C5" commented="no"><enum>(4)</enum><text display-inline="yes-display-inline">demographic details on each class of the McCain Fellowship since its inception, including gender, race, geographic diversity, and number of years of work experience prior to employment at the Department of Defense; and</text></paragraph><paragraph id="H597E118B51E0457894FDC0B471779268" commented="no"><enum>(5)</enum><text display-inline="yes-display-inline">career development opportunities available to employees hired through the McCain Fellowship, the PMF, or the Boren Fellowship, including detail and secondment assignments to other executive agencies.</text></paragraph></section></legis-body></bill>
