R. 9268</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240802">August 2, 2024</action-date><action-desc><sponsor name-id="L000600">Mr. Langworthy</sponsor> (for himself, <cosponsor name-id="V000131">Mr. Veasey</cosponsor>, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, <cosponsor name-id="E000071">Mr. Ellzey</cosponsor>, <cosponsor name-id="J000309">Mr. Jackson of Illinois</cosponsor>, <cosponsor name-id="D000632">Mr. D'Esposito</cosponsor>, <cosponsor name-id="C001119">Ms. Craig</cosponsor>, <cosponsor name-id="L000599">Mr. Lawler</cosponsor>, <cosponsor name-id="F000466">Mr. Fitzpatrick</cosponsor>, <cosponsor name-id="S001221">Ms. Scholten</cosponsor>, <cosponsor name-id="G000597">Mr. Garbarino</cosponsor>, <cosponsor name-id="C001135">Mrs. Chavez-DeRemer</cosponsor>, and <cosponsor name-id="N000002">Mr. Nadler</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HHM00">Committee on Homeland Security</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Administrator of the Transportation Security Administration to update security screening requirements for certain covered air carrier operations.</official-title></form><legis-body id="HB06BDB0EE81A4991B4F49A09E7A19BD8" style="OLC"><section id="HBF088F49E51A4E2092FD7EA808A609DF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safer Skies Act of 2024</short-title></quote>.</text></section><section id="H2805EE09C3E540C985D0E7D062364CA9"><enum>2.</enum><header>Expanding security screening requirements for certain covered air carrier operations</header><subsection id="H3EE7631B8E0841A9988B83C18E99F3EA"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 360 days after the date of the enactment of this Act, all covered air carrier operations shall be subject to section 1544.101(a) of title 49, Code of Federal Regulations (or successor regulation) (commonly known as the <quote>Aircraft Operator Standard Security Program</quote>).</text></subsection><subsection id="H7B0F07203C904E6B95F4B009D49796C8"><enum>(b)</enum><header>Requirements</header><text display-inline="yes-display-inline">The Administrator of the Transportation Security Administration shall revise any rules, guidance, or policies of such Administration to comply with the requirements in this section.</text></subsection><subsection id="H7DC73C83CE3F4242B83A7E0D2A978C41"><enum>(c)</enum><header>Covered air carrier operations defined</header><text display-inline="yes-display-inline">The term <quote>covered air carrier operations</quote> means air carrier operations that— </text><paragraph id="H9C5E602BD56E40FF8363DAFE3484D373"><enum>(1)</enum><text>operate under parts 135 and 380 of title 14, Code of Federal Regulations;</text></paragraph><paragraph id="H454CA590EEF24B1C854B22DF49DCECF4"><enum>(2)</enum><text display-inline="yes-display-inline">conduct common carriage passenger-carrying operations for compensation or hire for which the certificate holder or a representative of such certificate holder—</text><subparagraph id="HB5EDFA6CDCB64C3C902A7DC270448FC9"><enum>(A)</enum><text>offers individual seats in advance; and</text></subparagraph><subparagraph id="H8CF9AED28F5342ACA76CFF6546C2A98F"><enum>(B)</enum><text>provides publicly available schedules that include the departure location, departure time, and arrival location of operations; </text></subparagraph></paragraph><paragraph id="H7C3B7E58EA5A42D7BAD5E873DD0E8189"><enum>(3)</enum><text display-inline="yes-display-inline">operate airplanes with a passenger-seat configuration of more than 9 seats; and</text></paragraph><paragraph id="H288A840C683E44ADA365E49A322BC9DF"><enum>(4)</enum><text>do not enplane or deplane in a checkpoint managed by the Transportation Security Administration.</text></paragraph></subsection></section></legis-body></bill>
