R. 9251</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20240802">August 2, 2024</action-date><action-desc><sponsor name-id="F000446">Mr. Feenstra</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Poultry Products Inspection Act to allow poultry processing facilities to perform regular slaughter and custom exempt at the same facility.</official-title></form><legis-body id="H7F23B1EF76BF40519E58E7AF5EA485A1" style="OLC"><section id="HEFF9CB5BBA0B444DBDE5F85EBBFEA7BD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Increasing Small-Scale Poultry Processing Opportunities Act</short-title></quote>. </text></section><section id="H9330A233C6614253A5767A223560C444"><enum>2.</enum><header>Allowance of custom-exempt and regular slaughter for poultry processors</header><text display-inline="no-display-inline">Section 15(c)(1)(B) of the Poultry Products Inspection Act (<external-xref legal-doc="usc" parsable-cite="usc/21/464">21 U.S.C. 464(c)(1)(B)</external-xref>) is amended to read as follows:</text><quoted-block style="traditional" id="H69BD792BF5A04A15AF0E4F4CB5E7AAF5" display-inline="no-display-inline"><subparagraph id="H5BBD777D1B3B4148B6CDFBBCFB3A7491" indent="up1"><enum>(B)</enum><text>the custom slaughter by any person, firm or corporation of poultry delivered by the owner thereof for such slaughter, and the processing by such slaughterer and transportation in commerce of the poultry products exclusively for use, in the household of such owner, by them and members of their household and their nonpaying guests and employees: <italic>Provided</italic>, That in cases where such person, firm, or corporation engages in such custom operations at an official establishment, the Secretary may exempt from such inspection at such official establishment any poultry slaughtered or any poultry or poultry products otherwise prepared on such custom basis: <italic>Provided further</italic>, That custom operations at any official establishment shall be exempt from inspection requirements as provided by this clause only if the official establishment complies with regulations which the Secretary may promulgate to assure that any carcasses, parts thereof, poultry or poultry products wherever handled on a custom basis, or any containers or packages containing such articles, are separated at all times from carcasses, parts thereof, poultry or poultry products prepared for sale, and that all such articles prepared on a custom basis, or any containers or packages containing such articles, are plainly marked <quote>Not for Sale</quote> immediately after being prepared and kept so identified until delivered to the owner and that the official establishment conducting the custom operation is maintained and operated in a sanitary manner;</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
